R. 7153</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240130">January 30, 2024</action-date><action-desc><sponsor name-id="W000826">Ms. Wild</sponsor> (for herself, <cosponsor name-id="K000399">Mrs. Kiggans of Virginia</cosponsor>, <cosponsor name-id="C001103">Mr. Carter of Georgia</cosponsor>, and <cosponsor name-id="D000624">Mrs. Dingell</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reauthorize the Dr. Lorna Breen Health Care Provider Protection Act, and for other purposes.</official-title></form><legis-body id="HF97BB14F35AD4C6291FE6AD94B37F9BD" style="OLC"><section id="HAC1B7F6BD7154D70814D03C028C855FF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dr. Lorna Breen Health Care Provider Protection Reauthorization Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HE2E3E1507D0A49A08B2C519CDC9D6C10"><enum>2.</enum><header>Education and awareness initiative encouraging use of mental health and substance use disorder services by health care professionals</header><text display-inline="no-display-inline">Section 3 of the Dr. Lorna Breen Health Care Provider Protection Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/105">Public Law 117–105</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HEDC31999169744A699E2A7837DB99885"><enum>(1)</enum><text>in subsection (b), by inserting <quote>and annually thereafter,</quote> after <quote>of this Act,</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H38A3D772CA3A4658AE40A87EA4048CF4"><enum>(2)</enum><text>in subsection (c), by striking <quote>2022 through 2024</quote> and inserting <quote>2025 through 2029</quote>.</text></paragraph></section><section id="H7F8E2C205B9D4C719065F660936F1F90"><enum>3.</enum><header>Programs to promote mental health among the health professional workforce</header><text display-inline="no-display-inline">The second section 764 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294t">42 U.S.C. 294t</external-xref>), as added by section 4 of the Dr. Lorna Breen Health Care Provider Protection Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/105">Public Law 117–105</external-xref>), is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HEEBED44D46E54684A7EC565190190609"><enum>(1)</enum><text>by redesignating such section 764 as section 764A;</text></paragraph><paragraph id="H377AAA1E36144393BBB4CF2BE7A53A93"><enum>(2)</enum><text>in subsection (a)(3)—</text><subparagraph commented="no" display-inline="no-display-inline" id="HE52174DCB0DA4BABA87C8F9CF64CFCF3"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>to eligible entities in</quote> and inserting “to eligible entities that—</text><quoted-block style="OLC" display-inline="no-display-inline" id="H91CB52AD7A8742AB909B7CCAF079AF6F"><subparagraph id="H38BFC89D2CC34A2A8ED17385DDEAC5F5"><enum>(A)</enum><text>are in</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H207848E0C6FF47919F7B941C56AF1BD0"><enum>(B)</enum><text>by striking the period and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE2A785E9300D4898BC4EEB35A8D30BC5"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H8D348DA439904ADC834DF93FD0E76997"><subparagraph id="HED6A2B222EA84BDD9929064EBDB0125C"><enum>(B)</enum><text>have a focus on the reduction of administrative burden on health care workers.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H66FC3F934B19469AAAA72BAFECE96862"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (c), by inserting <quote>not less than</quote> after <quote>period of</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3CE52209BD57439183C4388F001367DA"><enum>(4)</enum><text>in subsection (f), by striking <quote>2022 through 2024</quote> and inserting <quote>2025 through 2029</quote>.</text></paragraph></section></legis-body></bill>
