R. 7118</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240129">January 29, 2024</action-date><action-desc><sponsor name-id="R000103">Mr. Rosendale</sponsor> (for himself, <cosponsor name-id="B001291">Mr. Babin</cosponsor>, and <cosponsor name-id="O000175">Mr. Ogles</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HHM00">Homeland Security</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the Federal Government from taking any action to regain control of, access, or otherwise interfere in activities carried out by the State of Texas in the vicinity of Shelby Park in Eagle Pass, Texas, without the consent of the State of Texas.</official-title></form><legis-body id="H2E5F730F4F654AC7A1EA53F0FD5A2804" style="OLC"><section id="H63BCC7E6AB544A66A1D4462C7EC9D19F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Halt the Invasion Act</short-title></quote>. </text></section><section id="H9A29CF8B048D425B9CB36F414F640D34"><enum>2.</enum><header>Prohibition</header><subsection id="HE4A5119203FC4445AE1055BAADD47C72"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal Government may not obligate or expend any funds to regain control of, access, or otherwise interfere in activities carried out by the State of Texas in the vicinity of Shelby Park in Eagle Pass, Texas, without the consent of the State of Texas.</text></subsection><subsection id="H6F34722E646247BDA56845E137D29405"><enum>(b)</enum><header>Reimbursement</header><paragraph id="HF6E74152B2ED4AD491EBD032E6A7EA95"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2) and subsection (d), not later than March 30, 2025, and annually thereafter, the Federal Government shall reimburse the State of Texas an amount equal to the costs incurred by the State of Texas to maintain control of Shelby Park in Eagle Pass, Texas, over the immediately preceding calendar year.</text></paragraph><paragraph id="H24365A7755FA428FB91DD3C18070B3DE"><enum>(2)</enum><header>Limitation</header><text>Amounts reimbursed pursuant to paragraph (1) may not exceed the costs incurred by the Federal Government if the Federal Government had maintained control of Shelby Park in Eagle Pass, Texas, over the immediately preceding calendar year.</text></paragraph></subsection><subsection id="H11F1E243868249A1950E809F856D76AA"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section may be construed to prohibit the Federal Government from obligating or expending funds for any other purpose in the State of Texas other than those described in subsection (a).</text></subsection><subsection id="HD8E70A247086475985C4E3EF8BF99408"><enum>(d)</enum><header>Sunset</header><text>This section shall not terminate if the State of Texas provides to the Federal Government and makes publicly available by not later than the 15th of every month monthly data with respect to the immediately preceding month regarding the number of criminal arrests of illegal immigrants and drug seizures, and any other relevant border security data, collected by the State of Texas. If the State of Texas does not so provide or make publicly available for more than two consecutive months such monthly data, this section shall terminate on the date that is one year after the date of the enactment of this section.</text></subsection></section></legis-body></bill>
