which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a grant program to assist States to establish or expand universal prekindergarten in public schools and public charter schools.</official-title></form><legis-body id="H9E70C52FB3CE4392830BC9B8C9FB034F" style="OLC"><section id="H5037506545784119BD815E3D0427A848" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Universal Prekindergarten and Early Childhood Education Act of 2024</short-title></quote>.</text></section><section id="HD88FBD225D2742A89AAA379499A8CFA2"><enum>2.</enum><header>Universal Prekindergarten and Early Childhood Education grant program</header><subsection id="H91FFDF24146344D6B478C3F8087BDA1D"><enum>(a)</enum><header>Program authorization</header><text display-inline="yes-display-inline">From amounts appropriated under section 3, the Secretary of Education is authorized to award grants, on a competitive basis, to States to pay the Federal share of establishing or expanding full-day prekindergarten programs.</text></subsection><subsection id="H5BF7D672EAC9465AA44F0D8AFA667D67"><enum>(b)</enum><header>State application</header><text display-inline="yes-display-inline">To receive a grant under this Act, a State shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H55B7EDA68E904F82A9FDB2F99D87800F"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A State that receives a grant under this Act shall use such grant funds to establish or expand a prekindergarten program that, at a minimum—</text><paragraph id="H96824A47AA8D44FEB5083D066785BBF8"><enum>(1)</enum><text display-inline="yes-display-inline">is located at a public school in the State;</text></paragraph><paragraph id="H160712480906413BA3AEB8FDAAFE8CF5"><enum>(2)</enum><text display-inline="yes-display-inline">permits each 3- or 4-year-old child in the State to be voluntarily enrolled by the child’s parent, regardless of income, in the program at a school in which the child may be enrolled for kindergarten;</text></paragraph><paragraph id="H46DB8BD32E3C452DA4C0A796408D11EC"><enum>(3)</enum><text>is a full-day program that runs the length of the regular school year;</text></paragraph><paragraph id="HED5A571315C04154AFF701CEF45414E8"><enum>(4)</enum><text>is taught by teachers who possess equivalent or similar qualifications to the qualifications of teachers of other grades in the school involved; and</text></paragraph><paragraph id="H9F63DDC5FFD1414B9D6AF93BAAB9D77C"><enum>(5)</enum><text>meets any other criteria that the Secretary may require.</text></paragraph></subsection><subsection id="H1266E7D403DA41EE9B53D9490956F8BF"><enum>(d)</enum><header>Federal share</header><text display-inline="yes-display-inline">The Federal share of a grant under this Act shall be not more than 80 percent of the costs of carrying out the activities described in subsection (c).</text></subsection><subsection id="H72E1A0C47EFB41F3899B7896F4BA9EE5"><enum>(e)</enum><header>Supplement not supplant</header><text display-inline="yes-display-inline">Grant funds received under this Act shall be used to supplement and not supplant other Federal early childhood education funds in the State.</text></subsection></section><section display-inline="no-display-inline" id="H8F6C8C437C774ED09C363813AF3FC0AC"><enum>3.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act such sums as may be necessary for fiscal years 2025 through 2030.</text></section><section id="HEDDD79BB03F64E95A2B55249208ABC02"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H340E73F3198B4B42997915FA2EB16A7A"><enum>(1)</enum><header>Full-day</header><text display-inline="yes-display-inline">The term <term>full-day</term> used with respect to a program, means a program with a minimum of a 6-hour schedule per day.</text></paragraph><paragraph id="HDB222B6B2B1F4C438BD37345764D4F4D"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Education.</text></paragraph><paragraph id="H3FE73E3D431648DDB5DF8E678C5D2C9D"><enum>(3)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HF320C1F32EBE4697B3DE1F7B7DCED9AE"><enum>(4)</enum><header>Parent</header><text display-inline="yes-display-inline">The term <term>parent</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HE33E554E09E249CAB893CA07BA005D21"><enum>(5)</enum><header>Public school</header><text display-inline="yes-display-inline">The term <term>public school</term> has the meaning given the term <term>elementary school</term> or <term>secondary school</term> in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>), except that the term does not include private schools.</text></paragraph></section></legis-body></bill>
