R. 7111</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240129">January 29, 2024</action-date><action-desc><sponsor name-id="M001199">Mr. Mast</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the policy of the United States that the United Nations Relief and Works Agency for Palestine Refugees in the Near East should be disbanded completely, and for other purposes.</official-title></form><legis-body id="H050084EEB98D48A08E5E41691C4DBDCA" style="OLC"><section id="H8C6961A08ADC4B058301B07C10A1A5BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>UNRWA Elimination Act</short-title></quote>.</text></section><section id="H5A2859BCA2224349B5371F9A369FC5A4"><enum>2.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States that—</text><paragraph id="HB3D2057EF58247C4AD34AA2EFCB2FDAE"><enum>(1)</enum><text display-inline="yes-display-inline">the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) should be disbanded completely; and</text></paragraph><paragraph id="H0A1F632962AA474F841BF9C5FE2C2F5E"><enum>(2)</enum><text>all refugee services and responsibilities in the West Bank and Gaza strip should be transferred to the United Nations High Commissioner for Refugees.</text></paragraph></section><section id="H66C702FA968E461D91BD800916B1F40D"><enum>3.</enum><header>Authorizations to advance policy to disband UNRWA</header><subsection id="H31B949637721499AB72F810800698C65"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President shall take such steps as may be necessary to advocate for and advance the policy described in section 2, including by—</text><paragraph id="H375663EB30D2474AA94D7A23D8B3DD27"><enum>(1)</enum><text>coordinating international efforts to achieve the outcomes described in such section; and</text></paragraph><paragraph id="HA62A6CED04C24035A5EAEC4C205100B9"><enum>(2)</enum><text display-inline="yes-display-inline">ensuring that any facility of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in the United States is removed.</text></paragraph></subsection><subsection id="H3D62F35E5CED415092FCE58E35A2E596"><enum>(b)</enum><header>Funding</header><text>Any Federal funds made available to provide assistance to any foreign country shall include as a condition for receiving such funding that the country publicly supports the policy described in section 2.</text></subsection><subsection id="H4F411B3149924B7293AF6E7BFE595F12"><enum>(c)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No Federal funds are authorized to be appropriated or otherwise made available to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, including for the salaries or expenses of any employee of such Agency, and no form of United States support is authorized to be made available for the programs, projects, or activities of such Agency.</text></subsection></section></legis-body></bill>
