R. 7098</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240125">January 25, 2024</action-date><action-desc><sponsor name-id="S001207">Ms. Sherrill</sponsor> (for herself, <cosponsor name-id="K000399">Mrs. Kiggans of Virginia</cosponsor>, <cosponsor name-id="A000376">Mr. Allred</cosponsor>, <cosponsor name-id="C001121">Mr. Crow</cosponsor>, <cosponsor name-id="D000230">Mr. Davis of North Carolina</cosponsor>, <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor>, <cosponsor name-id="K000394">Mr. Kim of New Jersey</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="T000468">Ms. Titus</cosponsor>, and <cosponsor name-id="T000487">Ms. Tokuda</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to conduct a study to identify the private entities participating in Skillbridge that offer positions in registered apprenticeship programs to members of the Armed Forces.</official-title></form><legis-body id="HAA026EC2D89A4D3FB5E4843688BAA6C8" style="OLC"><section id="HDC98108ED16B44088584B821313E549C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Servicemember Apprenticeship Act</short-title></quote>.</text></section><section id="H809DB32595AC42E3A3D67D155C2FC1D2" section-type="subsequent-section"><enum>2.</enum><header>Skillbridge: study on apprenticeship programs</header><subsection id="H3545D9AC35A24A63920E4F9ED48E6C6C"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">Not later than September 30, 2024, the Secretary of Defense, in consultation with the Secretary of the Department in which the Coast Guard is operating, shall conduct a study to identify the private entities participating in Skillbridge that offer positions in registered apprenticeship programs to covered members.</text></subsection><subsection id="HC23148A8E8A3463380DBEF1344BE6851"><enum>(b)</enum><header>Recruitment</header><text display-inline="yes-display-inline">The Secretary shall consult with officials and employees of the Department of Labor who have experience with registered apprenticeship programs to facilitate the Secretary entering into agreements with entities that offer positions described in subsection (a) in areas where the Secretary determines few such positions are available to covered members.</text></subsection><subsection id="H43D4875C215C4BEFAB9053FE0A266AA1"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H1F74C0B5647749ADB8FBFC43E057B202"><enum>(1)</enum><text>The term <quote>covered member</quote> means a member of the Armed Forces eligible for Skillbridge.</text></paragraph><paragraph id="HE0BA6FBFBD5E4231AEDB6E0302CEDC60"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>registered apprenticeship program</quote> means an apprenticeship program registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></paragraph><paragraph id="H2364B37B456B4F96A63D03494896EC3C"><enum>(3)</enum><text>The term <quote>Skillbridge</quote> means an employment skills training program under section 1143(e) of title 10, United States Code.</text></paragraph></subsection></section></legis-body></bill>
