R. 7089</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240910">September 10, 2024</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To authorize the Diplomatic Security Services of the Department of State to investigate allegations of violations of conduct constituting offenses under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, and for other purposes.</official-title></form><legis-body id="H8B9596F0F7894E6A8EDB1C339AB2BD7C" style="OLC"><pagebreak></pagebreak><section id="HAD036F9C0D04460E99444A96B8DBF9B7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Global Anti-Human Trafficking Enhancement Act</short-title></quote>.</text></section><section id="H1C0C01A934024B7F9F6E28E8145836EF"><enum>2.</enum><header>Expanding protection and prosecution efforts at the united states department of state</header><subsection id="H2BB80F60585D4DC1943755A3C270EEEA"><enum>(a)</enum><header>Investigation authority</header><text>The Secretary of State is authorized to investigate transnational violations of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, in which part of the offense conduct occurred outside the United States or involved 1 or more foreign nationals.</text></subsection><subsection id="H600313875CEA459785AEB22AF2190C24"><enum>(b)</enum><header>Authorities</header><text>Section 37(a)(1) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2709">22 U.S.C. 2709(a)(1)</external-xref>) is amended—</text><paragraph id="H538BF0A1002A448DBE1EC730B1CC11A5"><enum>(1)</enum><text>in subparagraph (B), by striking <quote>; or</quote> and inserting a semicolon;</text></paragraph><paragraph id="H5BBD8A804205465292527A9BC28F2892"><enum>(2)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text></paragraph><paragraph id="H94CC191D6C684ADF81447E9047503AB5"><enum>(3)</enum><text>by inserting after subparagraph (B) the following new subparagraph:</text><quoted-block id="H360E590C03A84C41967E0E2753B6333F" style="OLC"><subparagraph id="H2B5C9C6D1F124618BAA53378BBADCD0E"><enum>(C)</enum><text>transnational violations of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code, in which any part of the offense conduct occurred outside the United States or involved one or more foreign nationals; or</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="HA1E2F5C9BA5546AA8C6131A541CB2561"><enum>3.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter for six years, the Secretary of State shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report that includes each of the following:</text><paragraph id="HD5B2B2D80EE74270A6ED9238A4250D68"><enum>(1)</enum><text>The number of relevant cases opened and investigated by the Diplomatic Security Service as a result of the additional authorities granted by the amendments made by this Act.</text></paragraph><paragraph id="H9087E9A131904471828E32A2228261CE"><enum>(2)</enum><text>The percentage of the cases opened and investigated by the Diplomatic Security Service as a result of the additional authorities granted by the amendments made by this Act that were referred for further action, including prosecution.</text></paragraph><paragraph id="H7334102F9D2C4655B9BF257FA9C027EC"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of the efficacy of the authorities granted by the amendments made by this Act and whether such authorities are sufficient to meaningfully contribute to Department of State and broader United States Government efforts to prosecute and prevent, where applicable, human trafficking and transnational violations of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/77">chapter 77</external-xref> of title 18, United States Code.</text></paragraph><paragraph id="H611BF9278F314D63A58053C1B1EDAC60"><enum>(4)</enum><text>An assessment of whether the resources of the Diplomatic Security Service are sufficient to effectively carry out the objectives of this Act.</text></paragraph></section><section id="HC6BDBC9DD82248BDB429173D4B1C2E8C"><enum>4.</enum><header>Sunset</header><text display-inline="no-display-inline">This Act and the amendments made by this Act shall terminate on the date that is 7 years after the date of the enactment of this Act, and the provisions of law amended by such amendments shall be restored as if such amendments had not been enacted.</text></section></legis-body><attestation><attestation-group><attestation-date date="20240909" chamber="House">Passed the House of Representatives September 9, 2024.</attestation-date><attestor display="yes">Kevin F.
