Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>), irrespective of the incident period for a declared fire.</text></section><section id="H59A50B135E87482C86ABE2659704E941"><enum>3.</enum><header>Changes to public assistance policy guide</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall amend the Public Assistance Program and Policy Guide of the Federal Emergency Management Agency to include guidance on wildfire-specific recovery challenges, including debris removal, emergency protective measures, and the resulting toxicity of drinking water resources.</text></section><section id="HAC61170E7FBF47A3A7614174D678EB4E"><enum>4.</enum><header>Mitigation cost-effectiveness</header><subsection id="H2CEE9CCA5DD44286B0F58158A0B8E8BD"><enum>(a)</enum><header>In general</header><text>The Administrator of the Federal Emergency Management Agency shall conduct a review of the criteria for evaluating the cost-effectiveness of projects intended to mitigate the impacts of wildfire under sections 203 and 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133</external-xref>; 5170c), including—</text><paragraph id="H68E96300098A40DEB843A7ADCC320674"><enum>(1)</enum><text>the establishment of pre-calculated benefits criterion for common defensible space mitigation projects for wildfire mitigation;</text></paragraph><paragraph id="HD31127ECE271404D96DD0EF3D3461091"><enum>(2)</enum><text>the use of nature-based infrastructure in wildfire mitigation;</text></paragraph><paragraph id="H7A4A58B64076484481DEF1B80B484F07"><enum>(3)</enum><text display-inline="yes-display-inline">considerations for vegetation management for wildfire mitigation;</text></paragraph><paragraph id="H131E5C79D95346E99B4BBF0A46D1BC55"><enum>(4)</enum><text display-inline="yes-display-inline">reducing the negative effects of wildfire smoke on public health; and</text></paragraph><paragraph id="H969F983980B74A97BCD741A443C44C9B"><enum>(5)</enum><text>lessening the impact of wildfires on water infrastructure.</text></paragraph></subsection><subsection id="H0A784373AFBD470FBEE7383292109789"><enum>(b)</enum><header>Updated criteria</header><text>Not later than 1 year after the date of enactment of this Act, the Administrator shall issue such guidance as is necessary to—</text><paragraph id="HE91D75160AC64133A2BD83BADBD9268F"><enum>(1)</enum><text>update criteria for evaluating the cost-effectiveness of mitigation projects under sections 203 and 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133</external-xref>; 5170c) based on the results of the review conducted under subsection (a); and</text></paragraph><paragraph id="HEC9A9A91FE7D495DB6A4A3C198809095"><enum>(2)</enum><text>prioritize projects under such sections based on the criteria updated under paragraph (1).</text></paragraph></subsection></section><section id="H3EE851AC390A4C3FB25010F8C6CD2E46" section-type="subsequent-section"><enum>5.</enum><header>Waiver of duplicate benefits</header><text display-inline="no-display-inline">Section 1210(a) of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/254">Public Law 115–254</external-xref>) is amended—</text><paragraph id="HE2ED917FB4BA4F45AE9346E0C9C0BA07"><enum>(1)</enum><text>in paragraph (3) by striking <quote>between January 1, 2016, and December 31, 2021</quote> and inserting <quote>during the period beginning on January 1, 2016, and ending on the date on which the provision contained in such amendment is struck pursuant to paragraph (4)</quote>;</text></paragraph><paragraph id="H805F1093F5404EE2B03E779C8E900879"><enum>(2)</enum><text>in paragraph (4) by striking <quote>5</quote> and inserting <quote>10</quote>;</text></paragraph><paragraph id="H91AD585F84414CCCBDC3E73BBEBEA69D"><enum>(3)</enum><text>by redesignating paragraph (5) as paragraph (6); and</text></paragraph><paragraph id="H58A1918E9992445FB17AC31A1F36530D"><enum>(4)</enum><text>by inserting after paragraph (4) the following: </text><quoted-block style="OLC" id="H68DEA2B416CF49C993052B4868A7508A" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HPW00"><paragraph id="H6F47810F4278459785163970E9450A4B"><enum>(5)</enum><header>Prohibition on income threshold</header><text display-inline="yes-display-inline">In carrying out the amendment made by paragraph (1), no income threshold may be applied to limit the eligibility of a recipient from qualifying for a waiver under the amendment made by such paragraph.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement display="yes"><action-date date="20241219">December 19, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
