R. 7032</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240430">April 30, 2024</action-date><action-desc>Received</action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the Congressional Budget and Impoundment Control Act of 1974 to provide the Congressional Budget Office with necessary authorities to expedite the sharing of data from executive branch agencies, and for other purposes.</official-title></form><legis-body id="H17C488C75905415CA0C73803C34CE408" style="OLC"><pagebreak></pagebreak><section id="HD38CAA2533D94912B33FE8C2971AA8BD" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Budget Office Data Sharing Act</short-title></quote>.</text></section><section id="H0184F3A69B5748A7B4EE6E5BBD999D5A"><enum>2.</enum><header>Requests by CBO of information from executive agencies</header><subsection id="HAA497FFE83DC4A6B9BCA9A69C8E96627"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 201(d) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/601">2 U.S.C. 601(d)</external-xref>) is amended—</text><paragraph id="H9E954CA8E60642D3A223A5730120E5CA"><enum>(1)</enum><text>by striking <quote>The Director is authorized</quote> and inserting <quote>(1) The Director is authorized</quote>;</text></paragraph><paragraph id="H09FFC984B09B466982230333779A83EA"><enum>(2)</enum><text>by striking <quote>(other than material the disclosure of which would be a violation of law)</quote> and inserting <quote>(with or without written agreement) provided that the Director maintains the level of confidentiality required by law of the department, agency, establishment, or regulatory agency or commission from which it is obtained in accordance with section 203(e)</quote>; and</text></paragraph><paragraph id="H39606226BA6442F78DC46E3D7A15CF6D"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HACB0F59324524CE08E0F43C01D82D003" display-inline="no-display-inline"><paragraph id="HF58B059D776241C880AD5EE45ECE2626" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">No provision of law enacted after the date of the enactment of the Congressional Budget Office Data Sharing Act shall be construed to supersede, limit, or otherwise modify the authority of the Director to obtain any material under this subsection unless such provision specifically provides, by specific reference to this paragraph, that such authority is to be superseded, limited, or otherwise modified.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H9E242F704F854292A8DBBB4868823CF5"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Director of the Congressional Budget Office shall submit, to the chairs of the Committees on the Budget of the House of Representatives and the Senate, a report listing any request for information pursuant to a written agreement under section 201(d) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/601">2 U.S.C. 601(d)</external-xref>), as amended by subsection (a) of this Act, made to any department, agency, or establishment of the executive branch of Government or any regulatory agency or commission of the Government and any challenges faced accessing information under such section.</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20240429" chamber="House">Passed the House of Representatives April 29, 2024.</attestation-date><attestor display="yes">Kevin F.
