which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the National Oceanic and Atmospheric Administration to conduct high-resolution mapping of the lakebeds of the Great Lakes, and for other purposes.</official-title></form><legis-body id="H6D3AC326D9DA4BCF9813DF5E93360715" style="OLC"><section id="HAFC9AEC0D399492F906B50EE123B5514" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Lakes Mapping Act</short-title></quote>.</text></section><section id="HF779F595ECF84969BA8DF3B43A6C54AD" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Mapping the lakebeds of the Great Lakes in high resolution</header><subsection id="H8C314B28BFCA4B6C9DFAAAAD5776B7B7"><enum>(a)</enum><header>High-Resolution lakebed mapping</header><text display-inline="yes-display-inline">Not later than December 31, 2029, the Administrator of the National Oceanic and Atmospheric Administration (referred to in this section as the <quote>Administrator</quote>) shall, in consultation with relevant State entities, the Ocean Policy Committee, the Integrated Coastal and Ocean Observing System, regional coastal observing systems, and any other relevant entity (as determined by the Administrator) carry out an effort (referred to in this section as the <quote>mapping effort</quote>) to map, in high resolution, the lakebeds of the Great Lakes that includes—</text><paragraph id="H97A26FD250D048768FE9A5FCC389C30F"><enum>(1)</enum><text>completing a high-resolution map of the lakebeds of the Great Lakes; </text></paragraph><paragraph id="H7F20F4F0686B48B0B72912CBA70D09A6"><enum>(2)</enum><text display-inline="yes-display-inline">collecting high-resolution bathymetric data about the lakebeds of the Great Lakes;</text></paragraph><paragraph id="HBA36A7EE92A94A1E8FF8692C9B34C7A9"><enum>(3)</enum><text display-inline="yes-display-inline">developing and implementing a method to process the bathymetric data and other information collected during the mapping effort;</text></paragraph><paragraph id="H732A44D0E57041A2BA0F7A48DA2281BD"><enum>(4)</enum><text>creating a system—</text><subparagraph id="H082AD27DE1804B5D9B566B477F2DAA7E"><enum>(A)</enum><text display-inline="yes-display-inline">to catalog bathymetric data and other information regarding the lakebeds of the Great Lakes that the Administrator or the Ocean Policy Committee possess or have access to independent of the mapping effort or as a result of the mapping effort; and</text></subparagraph><subparagraph id="HFFAD892330C74DAAA131F1FE1C5677C1"><enum>(B)</enum><text>by using, to the extent practicable, any system, technology, or cyberinfrastructure available to the Administrator and the Ocean Policy Committee as of the date of the enactment of this Act before purchasing any new system, technology, or cyberinfrastructure to complete the system; and</text></subparagraph></paragraph><paragraph id="HDC465ABD233E497F8BF1C0C87BECA0EE"><enum>(5)</enum><text>collecting, cataloging, and storing metadata created during the mapping effort.</text></paragraph></subsection><subsection id="HD46C81F6E2874487AB3DE6DB09987FEE"><enum>(b)</enum><header>Data sharing</header><text display-inline="yes-display-inline">The Administrator, in consultation with the Integrated Coastal and Ocean Observing System and the regional coastal observing systems, shall—</text><paragraph id="HD68ABD1E7BEC42BFBC9EE3BBAF3DC187"><enum>(1)</enum><text display-inline="yes-display-inline">during the mapping effort and within a reasonable time (as determined by the Administrator) after the relevant data is collected, make publicly available the parts of the high-resolution map of the lakebeds of the Great Lakes that are completed; and</text></paragraph><paragraph id="HD48483FE8CB04E4AB3B960BEAE111FA5"><enum>(2)</enum><text>not later than 180 days after completing the mapping effort, make publicly available—</text><subparagraph id="H5E5733FBC7CC40D6A273598AE862947E"><enum>(A)</enum><text display-inline="yes-display-inline">the complete high-resolution map of the lakebeds of the Great Lakes; and</text></subparagraph><subparagraph id="H56796D2D113A464A9191E12C455E181A"><enum>(B)</enum><text display-inline="yes-display-inline">any additional information, including metadata, collected under subsection (a) that is required to be released to the public under any other provision of law.</text></subparagraph></paragraph></subsection><subsection id="HCD3449F67AA4467687D5EFDC898A28CF"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to change any process or procedure used by the Administrator in carrying out the requirements of the Digital Coast Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1467">16 U.S.C. 1467</external-xref>) or the Ocean and Coastal Mapping Integration Act (<external-xref legal-doc="usc" parsable-cite="usc/33/3501">33 U.S.C. 3501 et seq.</external-xref>).</text></subsection><subsection id="H2ED851A95BE54EAEAD1F36E76AF23F49"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Administrator $200,000,000 to carry out this section. Such amount is authorized to remain available through fiscal year 2030.</text></subsection><subsection id="HC8F5B84197BA4AA68F6A63E56F3689CE"><enum>(e)</enum><header>Relevant State entity defined</header><text display-inline="yes-display-inline">In this section, the term <quote>relevant State entity</quote> means the Governor of any State that borders any Great Lake or the head of an agency of such State who is responsible for carrying out policy related to the Great Lakes or the lakebeds of the Great Lakes.</text></subsection></section></legis-body></bill>
