R. 6953</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240111">January 11, 2024</action-date><action-desc><sponsor name-id="M001213">Mr. Moore of Utah</sponsor> (for himself and <cosponsor name-id="G000600">Ms. Perez</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish comprehensive, annual congressional budgeting.</official-title></form><legis-body id="H2D0A3E61855A4933BF9E231A96FF793F" style="OLC"><section id="H38118E7B317849B8A041C6A771AD215C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Comprehensive Congressional Budget Act of 2024</short-title></quote>.</text></section><section id="HA19A08E11329496E95B2F92C404AA08D"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H10873D809B5B467F8C88AFBB8D741CC3"><enum>(1)</enum><text>Federal deficits and debt are projected to keep growing at unsustainable rates.</text></paragraph><paragraph id="HA453DF89EE994C0A95032AB0A5A18566"><enum>(2)</enum><text>Congress does not consider a comprehensive budget with all spending and revenue at the level of spending accounts and revenue line items.</text></paragraph><paragraph id="H717B131EAA384CC2936077A243CF1580"><enum>(3)</enum><text>The number of Federal spending accounts has grown from 1,734 in March 2009 to 2,004 in May 2022.</text></paragraph><paragraph id="H08441532D33F4E1B99C4C33022B2F6E9"><enum>(4)</enum><text>The annual Congressional budget cycle separates appropriations legislation from the management of direct spending and revenue policies.</text></paragraph><paragraph id="HED861EBE56814DC68621B39B308EBBF2"><enum>(5)</enum><text>Annual appropriations advance each year, but they have declined from 50 percent of Federal spending in 1974 to less than 33 percent. The decline is expected to continue.</text></paragraph><paragraph id="HBC7B1A35F7854E29A9A792747B3274FB"><enum>(6)</enum><text>Congress has not enacted all appropriations bills prior to the start of the fiscal year since 1996 for fiscal year 1997.</text></paragraph><paragraph id="H72DEF8DBA3794F229D51D838604F9702"><enum>(7)</enum><text>Members have little opportunity to offer substantive amendments on budget and appropriations legislation during floor consideration.</text></paragraph><paragraph id="H343CFD712C3140EA9A3DA1F2496A89BE"><enum>(8)</enum><text>Programs outside of the annual appropriations bills account for almost all projected spending growth compared to the economy.</text></paragraph><paragraph id="HB14C1732B3F94FE2B070B05FF1F4D82D"><enum>(9)</enum><text>Most committees of Congress and the Members who serve on them have little direct involvement with shaping the fiscal priorities of the Federal Government on an ongoing basis.</text></paragraph><paragraph id="HF9103D280637414D8CBBE3426A3D1A1C"><enum>(10)</enum><text>Authorizing committees haven’t enacted updated authorizations for $461,000,000,000 of appropriations for fiscal year 2022.</text></paragraph><paragraph id="H4311D2B917304F87860728D15C429E30"><enum>(11)</enum><text>Major trust funds face depletion within 15 years including the Social Security Old-Age and Survivors Insurance Trust Fund, the Medicare Hospital Insurance Trust Fund, and the Highway Trust Fund for highway and transit programs.</text></paragraph><paragraph id="H8033A17C46E8418AADE5AFD52A845213"><enum>(12)</enum><text>Direct spending and revenue policies lack a regular, comprehensive review around which Members of Congress can anticipate developing proposals and building coalitions.</text></paragraph><paragraph id="HB9A5F6FB3097431B837E6998D5B9BFCA"><enum>(13)</enum><text>Reconciliation is an irregular, complicated tool to manage direct spending and revenue policies, and it tends to increase deficits and debt.</text></paragraph><paragraph id="HDF1387E160DC4D73AC357FCAEBC3BF12"><enum>(14)</enum><text>By contrast, the President’s budget proposal provides a comprehensive account of Federal spending and revenue along with the legislative proposals of the President.</text></paragraph><paragraph id="H33C4B5AB426446C2A71E186D2134D3E6"><enum>(15)</enum><text>An incomplete and divided congressional budget process may weaken Congress, its power of the purse, its oversight powers, and its other authorities against an executive branch with a unified budget.</text></paragraph><paragraph id="H0F4A6F2C553843B28FDD8B3363364D4A"><enum>(16)</enum><text>Fourteen States complete their annual or biennial budget cycle with a single bill: Colorado, Connecticut, Florida, Georgia, Hawaii, Indiana, Maryland, Massachusetts, New Jersey, North Carolina, Rhode Island, Tennessee, Virginia, and Wisconsin. Another 16 States enact 5 or fewer budget and appropriations bills per cycle: Illinois, New Hampshire, New Mexico, South Carolina, California, Kansas, Washington, Texas, Alaska, Delaware, Ohio, Vermont, Oklahoma, Kentucky, Nevada, and New York.</text></paragraph><paragraph id="H99D721FA9F134AD1B9204D277FF43CA4"><enum>(17)</enum><text>A comprehensive budget with all Federal spending and revenue with contributions from many committees can—</text><subparagraph id="H14C169D9DD6B454EBC88DD81D476CF02"><enum>(A)</enum><text>enable more effective budget management;</text></subparagraph><subparagraph id="H12EE0410739B48AD99AE6219E236A514"><enum>(B)</enum><text>involve more Members of Congress;</text></subparagraph><subparagraph id="H726696C865CE4D45A7D8E638B5878ED5"><enum>(C)</enum><text>help set priorities and control deficits and debt; </text></subparagraph><subparagraph id="H0DE804D3F0E84052A991F960CAB7FB3A"><enum>(D)</enum><text>improve program coordination;</text></subparagraph><subparagraph id="HAD1266A55C74481DA9E64B695EB86474"><enum>(E)</enum><text>add value for the people of the United States; and</text></subparagraph><subparagraph id="H2C47ED7A790B4FB494DB3124F8F2AE17"><enum>(F)</enum><text>make Congress become a more effective legislative body.</text></subparagraph></paragraph></section><section id="H31377FAB40B045B0B441F22821A7E38E"><enum>3.</enum><header>Definitions</header><subsection id="H43848BE206594643B1779AED169F85BC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>) is amended—</text><paragraph id="H1F43A470B40C4B4EAF29496C8358D4AA"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (6) through (11) as paragraphs (7) through (12), respectively; and</text></paragraph><paragraph id="H416554E791DA4814AC36406E650D94B7"><enum>(2)</enum><text>by inserting after paragraph (5) the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H3F5E40936A7A48B6B9D193950BDB97C2"><paragraph id="H589175F6E0104EF599B82F73A19D3944"><enum>(6)</enum><text>The term <term>annual budget Act</term> means an Act itemizing all Federal budget authority and revenue through the contributions of the appropriations committees and each other committee receiving allocations under section 302(a).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HD51AB3409C754889819624C59659737E"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="HD5AAC6A0450F4FFD86E0D9059B9D3239"><enum>(1)</enum><text>Section 314(g)(1)(A) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/645">2 U.S.C. 645(g)(1)(A)</external-xref>) is amended by striking <quote>an appropriation measure</quote> and inserting <quote>an annual budget Act</quote>.</text></paragraph><paragraph id="H2D37B0CA45E54E8B8A1B6E0982115CDD"><enum>(2)</enum><text>Section 401(a) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/651">2 U.S.C. 651</external-xref>) is amended, in the matter following paragraph (3) by striking <quote>appropriation Acts</quote> and inserting <quote>an annual budget Act</quote>.</text></paragraph><paragraph id="H24FDDC9032C94F579FD3D860D6A3C9AD"><enum>(3)</enum><text>Section 3(15)(A)(ii) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1602">2 U.S.C. 1602(15)</external-xref>) is amended by striking <quote>section 3(8) of the Congressional Budget and Impoundment Control Act of 1974</quote> and inserting <quote>section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>)</quote>.</text></paragraph><paragraph id="HA7E55AD0072E46049B502A6F564FB3EC"><enum>(4)</enum><text>Section 2009a(3) of title 39, United States Code, is amended by striking <quote>deficit under section 3(6) of the Congressional Budget and Impoundment Control Act of 1974</quote> and inserting <quote>deficit, as defined under section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>)</quote>.</text></paragraph></subsection></section><section id="H3AF3743C448942E49A37837FFAF69677"><enum>4.</enum><header>Timetable</header><text display-inline="no-display-inline">Section 300 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/631">2 U.S.C. 631</external-xref>) is amended to read as follows:</text><quoted-block style="traditional" display-inline="no-display-inline" id="HB1FCF11B776845158E546E990305D3FE"><section commented="no" id="HA01269A0B233482FB631D1E14906FC42"><enum>300.</enum><header>Timetable</header><text display-inline="yes-display-inline">The timetable commented="no" display-inline="no-display-inline" id="HFB58B24ECEAB4812998EF9860006169F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 301 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632</external-xref>) is amended— </text><paragraph commented="no" display-inline="no-display-inline" id="H7CF747B96DED401097EE7C17BB86B4E5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), in the matter following paragraph (7)— </text><subparagraph display-inline="no-display-inline" commented="no" id="HCD44067564454B9FA01A7ECDA1048D6C"><enum>(A)</enum><text>by striking <quote>resolution shall not</quote> and inserting <quote>resolution legislative days, and such baseline levels shall apply in such House as though they were included in a concurrent resolution on the budget.</quote>; </text></subparagraph></paragraph><paragraph display-inline="no-display-inline" commented="no" id="HE38ACCD274974A20898164C95CF142D9"><enum>(2)</enum><text>in subsection (b)(3), by striking <quote>on any reconciliation bill</quote> and all that follows and inserting <quote>on the annual budget Act;</quote>; </text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H041E6C86D8684C5692A2AD4536390775"><enum>(3)</enum><text>in subsection (d), in the first sentence, by striking <quote>committee.</quote> and inserting <quote>committee, including baseline spending projections by budget account of policies within the jurisdiction of such committee and a description of any changes such committee expects to recommend for the annual budget Act. The Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives shall each submit to the Committee on the Budget of its House a revenue statement, a tax expenditure budget, and a description of any changes such committee expects to recommend for the annual budget Act.</quote>; and</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="HE78AE1F6AA294E17B9937D6141F0C23D"><enum>(4)</enum><text>in subsection (e)(2)—</text><subparagraph display-inline="no-display-inline" commented="no" id="HF9BBD194B1794650B893A77B82726E8F"><enum>(A)</enum><text>in subparagraph (E), by striking <quote>and</quote> at the end; </text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="H241AC93E328340069DC035013CF9FA3D"><enum>(B)</enum><text>in subparagraph (F), by striking the period at the end and inserting <quote>: and</quote>; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HF80E268C76DD479E8DB94DD18C9F7030"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1BBD6DE10E5F4031BD92605284B56CAC"><subparagraph id="HAE4DB1DD335E49C6A6386C879E0F6134"><enum>(G)</enum><text>a line-item budget that compiles baseline spending and revenue projections for the budget year.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" commented="no" id="H7927F3901C2D465E87D6173ED156883C"><enum>(b)</enum><header>Conforming amendment</header><text>Section 302(a)(5)(A) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/633">2 U.S.C. 633(a)(5)(A)</external-xref>) is amended by striking <quote>the discretionary spending levels</quote> and all that follows and inserting <quote>the baseline levels reported under section 301(a) for the budget year.</quote>.</text></subsection></section><section display-inline="no-display-inline" commented="no" id="H89584654E8684DBF93EBC6027ED90435"><enum>6.</enum><header>Committee allocations</header><subsection display-inline="no-display-inline" commented="no" id="H8BCEEED24FFF46228FA919EFB59B5032"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 302 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/633">2 U.S.C. 633</external-xref>) is amended—</text><paragraph display-inline="no-display-inline" commented="no" id="H3900E2884C284D22A85EB49C1FC4A577"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsections (d) through (g) as subsections (e) through (h), respectively; </text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H9EA3C538A52D44D7A1CC5B8C70AB5711"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (c) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9C0E8796C0FD4E90AED42A1BFCF586DF"><subsection id="H1BB4B308D2D74F7681F8C2AE24900E72"><enum>(d)</enum><header>Committees submit line items and proposals</header><paragraph commented="no" display-inline="no-display-inline" id="HEF2527BB75C3471FB236F5A166515FFF"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>Each committee to which an allocation is made under this section other than the Committee on Appropriations of a House shall— </text><subparagraph id="HDBEB741EC6EA40259C935EA8BA870B8D"><enum>(A)</enum><text>compile— </text><clause id="HD728EFCA21884A8D8600258643F2ECC2"><enum>(i)</enum><text>direct spending and revenue projections for budget accounts within its jurisdiction, which shall include the effect of any recommended changes described in clause (ii); and </text></clause><clause id="HDB7DE14DD41D48C3921B2CE443907B36"><enum>(ii)</enum><text>legislation to effect any recommended changes to policies within its jurisdiction; and</text></clause></subparagraph><subparagraph id="H2E21E1D477F44A34B41A4A152040FA33"><enum>(B)</enum><text>submit to the Committee on Appropriations of its House, for inclusion in the annual budget Act, direct spending and revenue line items and legislation to effect such recommended changes.</text></subparagraph></paragraph><paragraph id="HDCCFEF18BED04052A502FC3335FCE130"><enum>(2)</enum><header>Legislative changes</header><text display-inline="yes-display-inline">Recommended changes described in paragraph (1)(A)(ii) should produce a change in outlays or revenues, including changes in outlays and revenues brought about by changes in the terms and conditions under which outlays are made or revenue are required to be collected.</text></paragraph><paragraph id="HCE7C008C1F304E29946554E83EA3900B"><enum>(3)</enum><header>Inconsistent submissions</header><text>If any submission under this subsection is inconsistent with the requirements of the concurrent resolution on the budget, as determined by the applicable Committee on the Budget, the Committee on Appropriations shall return the submission to the originating committee.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph display-inline="no-display-inline" commented="no" id="H14594594AA314DB8B6CFA439C2614AA3"><enum>(3)</enum><text>in subsection (h), as so redesignated—</text><subparagraph display-inline="no-display-inline" commented="no" id="H3C5B06FA78B54F729157C731D1A260B8"><enum>(A)</enum><text>in paragraph (1)(A), in the matter preceding clause (i), by striking <quote>(f)(1)</quote> and inserting <quote>(g)(1)</quote>; and</text></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="HBB270F959AC747D2B40347F811A0A26F"><enum>(B)</enum><text>in paragraph (2)(A), by striking <quote>(f)(1)</quote> and inserting <quote>(g)(1)</quote>.</text></subparagraph></paragraph></subsection><subsection id="HC060B3D57FED48448DE3A4788DE079DE"><enum>(b)</enum><header>Conforming amendment</header><text>Section 904 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/621">2 U.S.C. 621</external-xref> note) is amended—</text><paragraph id="HC6BA89024C8542B09030ACC2EAA32B21"><enum>(1)</enum><text>in subsection (c)(2), by striking <quote>302(f)</quote> and inserting <quote>302(g)</quote>; The Presiding Officer may sustain the point of order as to some or all of the provisions against which the Senator raised the point of order. If the Presiding Officer so sustains the point of order as to some of the provisions (including provisions of an amendment, motion, or conference report) against which the Senator raised the point of order, then only those provisions (including provisions of an amendment, motion, or conference report) against which the Presiding Officer sustains the point of order shall be stricken pursuant to this section. Before the Presiding Officer rules on such a point of order, any Senator may move to waive such a point of order as it applies to some or all of the provisions against which the point of order was raised. Such a motion to waive is amendable in accordance with the rules and precedents of the Senate. After the Presiding Officer rules on such a point of order, any Senator may appeal the ruling of the Presiding Officer on such a point of order as it applies to some or all of the provisions on which the Presiding Officer ruled.</text></paragraph><after-quoted-block>;
