which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name>, and in addition to the Committees on <committee-name committee-id="HRU00">Rules</committee-name>, and <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 31, United States Code, to provide for a joint meeting of the Congress to receive a presentation from the Comptroller General of the United States regarding the audited financial statement of the executive branch, and for other purposes.</official-title></form><legis-body id="H90270F9A1C0E4079AFC62AA468C42CB2" style="OLC"><section id="H1A4F09C5E2284D7CBF3AD57846B54640" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fiscal State of the Nation Act</short-title></quote>.</text></section><section id="H75F128E3BBA34C6D87B798D14B234C8B"><enum>2.</enum><header>Annual joint meeting of Congress to receive presentation by Comptroller General</header><text display-inline="no-display-inline">Section 331 of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HE6F3555941A24CAB9847A849267F9F51" display-inline="no-display-inline"><subsection id="H2120977F49254E4F94E8783FD7513F53"><enum>(f)</enum><header>Annual joint meeting of Congress To receive presentation by Comptroller General</header><paragraph id="H0D37C8F8C51242A4BE2F9B75A9E2E3DE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days (excluding Saturdays, Sundays, and holidays) after the date on which the Secretary of the Treasury submits to Congress the audited financial statement required under subsection (e)(1), on a date agreed upon by the Speaker of the House of Representatives and the President pro tempore of the Senate and the Comptroller General of the United States, the Congress shall hold a joint meeting (hereafter in this subsection referred to as the <quote>Joint Meeting</quote>) to receive a presentation from the Comptroller General reviewing the findings of the audit required under subsection (e)(2) and providing, with respect to the information included by the Secretary in the report accompanying such audited financial statement, an analysis of the financial position and condition of the Federal Government, including financial measures (such as the net operating cost, income, budget deficits, or budget surpluses) and sustainability measures (such as the long-term fiscal projection or social insurance projection) described in such report.</text></paragraph><paragraph id="H9634A7C7EF8A4C73896173B77AAE8118"><enum>(2)</enum><header>Presentation of statement in accordance with GAO strategies and means</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall ensure that the presentation at the Joint Meeting is made in accordance with the Strategies and Means of the Government Accountability Office, so that the presentation will provide professional, objective, fact-based, nonpartisan, nonideological, fair, and balanced information to the members attending the Joint Meeting.</text></paragraph><paragraph id="H2B55BF5ADFD549A1935F11A5515E17CA"><enum>(3)</enum><header>Open meeting</header><text display-inline="yes-display-inline">The Joint Meeting shall be open to the public, including to radio, television, and still photography coverage.</text></paragraph><paragraph id="HB58DA8A3A8884B609483AF5FB148C099"><enum>(4)</enum><header>Effective date</header><text display-inline="yes-display-inline">The requirement under paragraph (1) shall apply with respect to any audited financial statement submitted on or after the date of the enactment of the Fiscal State of the Nation Act.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H5EA30967E281474B8E75BD5F4138720A"><enum>3.</enum><header>Inclusion of findings and analysis of Fiscal State of the Nation in concurrent resolution on the budget</header><text display-inline="no-display-inline">Section 301(a) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(a)</external-xref>) is amended by adding at the end the following: <quote>Each concurrent resolution on the budget shall include a statement of findings informed by the most recently conducted Fiscal State of the Nation presentation under section 331(f) of title 31, United States Code, and any other appropriate information on the fiscal condition of the United States.</quote>. </text></section></legis-body></bill>
