which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name>, and in addition to the Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require agencies with working dog programs to implement the recommendations of the Government Accountability Office relating to the health and welfare of working dogs, and for other purposes.</official-title></form><legis-body id="HF4A6257119B847E0BDA24FE4E5E4C4F3" style="OLC"><section id="H43D2F9A934E54C2AB055049D6FE87AFB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Working Dog Health and Welfare Act of 2024</short-title></quote>.</text></section><section id="H6E4BBA2C527D438F950665559E2FA2D8"><enum>2.</enum><header>Implementation of working dog recommendations</header><subsection id="H67612FCEAE6B4FA7815AE9DA4E2DE992"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA92FA23B35BF4D78B1B88460D13DC4D1"><enum>(1)</enum><header>Agency</header><subparagraph id="H99F1B58C93C04D59A1C172CB3C6641E6"><enum>(A)</enum><header>In general</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code.</text></subparagraph><subparagraph id="H155A893DFD7F4367A5144926E66928BE"><enum>(B)</enum><header>Inclusions</header><text>Notwithstanding subparagraphs (A) through (D) of section 551(1) of title 5, United States Code, the term <term>agency</term> includes—</text><clause id="HBC545F722F6542D88BB95F0A10608A95"><enum>(i)</enum><text>the Congress;</text></clause><clause id="H45EF019599C84BCFAE173302FE941308"><enum>(ii)</enum><text>the courts of the United States;</text></clause><clause id="HF1F683FED7954A9E8B8945630D4CD7F2"><enum>(iii)</enum><text>the governments of the territories or possessions of the United States; and</text></clause><clause id="HF9D23CD02E5B496CBC40AF72EA64C8EB"><enum>(iv)</enum><text>the government of the District of Columbia.</text></clause></subparagraph></paragraph><paragraph id="H0BADAA2550064572803017830DA0C656"><enum>(2)</enum><header>Working dog</header><text>The term <term>working dog</term> means a dog that has received specialized training in order to perform a particular productive function.</text></paragraph><paragraph id="H7C576B2ED2FC4F83A0396491499E1DC8"><enum> (3)</enum><header>Working dog program</header><text>The term <term>working dog program</term> means a program, the operations of which include the employment of working dogs.</text></paragraph><paragraph id="H6BF73EB28EB54503B5B9B01DE024FFCC"><enum>(4)</enum><header>Working dog recommendations</header><text>The term <term>working dog recommendations</term> means the recommendations included in the report of the Government Accountability Office entitled <quote>Working Dogs: Federal Agencies Need to Better Address Health and Welfare</quote>, as published in October 2022. </text></paragraph></subsection><subsection id="H3E80A66C4FE94ED9B0B931B702AE3898"><enum>(b)</enum><header>Implementation</header><paragraph id="H0FCCCE6504764C12B1D19A48853A2612"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the head of each agency that manages a working dog program shall implement the working dog recommendations.</text></paragraph><paragraph id="H7C90EA38EF8840939E9E17B7DC6DF102"><enum>(2)</enum><header>Contractors</header><text>Not later than 180 days after the date of enactment of this Act, a contractor that manages a working dog program on behalf of an agency shall implement the working dog recommendations.</text></paragraph><paragraph id="H4BCC1C48A81D4255B42D897FB930F0B3"><enum>(3)</enum><header>Report</header><text>Not later than 60 days after the date on which the head of an agency or a contractor that manages a working dog program on behalf of a covered agency implements working dog recommendations under this subsection, the head of the agency shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Accountability of the House of Representatives a report on the explicit steps the agency or contractor has taken to complete the implementation.</text></paragraph></subsection><subsection id="HF7E43E4C747D49BF9F2F009262EBD52E"><enum>(c)</enum><header>Foreign partners</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of State shall take appropriate steps to ensure that donations of working dogs provided to foreign partners by the Department of State are executed and monitored according to the working dog recommendations.</text></subsection><subsection id="H20687ABC5BD843AF88DD004EDD8BA117"><enum>(d)</enum><header>New working dog programs</header><text>With respect to an agency that establishes a working dog program, or enters into a contract for the establishment of a working dog program, after the date of enactment of this Act, the head of the agency shall ensure that the working dog program implements the working dog recommendations.</text></subsection></section></legis-body></bill>
