following:</text><paragraph id="H1F3B5DA6248E4A29B6AD0D0CD6A6261A"><enum>(1)</enum><text>Following the COVID-19 pandemic, the United States experienced a major backlog of passport applications and passport processing wait times of up to 13 weeks, exclusive of shipping times.</text></paragraph><paragraph id="HA62E0E7977F84B72B64280D0FD109DDD"><enum>(2)</enum><text>Over the past several years, the Department has experienced repeated delays in its attempts to modernize the passport issuance process.</text></paragraph><paragraph id="H32990D1293B74C15805D3788031E8DAF"><enum>(3)</enum><text display-inline="yes-display-inline">The adoption of additional commercially available information technology solutions at several stages of the passport issuance process could greatly enhance and accelerate such process.</text></paragraph><paragraph id="HAA80F7F97BF34190BD50703863A1CEEB"><enum>(4)</enum><text display-inline="yes-display-inline">The United States passport is a widely recognized and trusted identity and travel document that is of tremendous importance to its bearer around the globe.</text></paragraph></section><section id="H7B3FEEE59E664D42B00D1FAB456E9F3A"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="HE2FE7D0C7B7745DAB1239B29B91C6C82"><enum>(1)</enum><text display-inline="yes-display-inline">as a routine matter, an adult who has submitted a routine new or renewal passport application should be reliably able to expect that such application will be adjudicated by the Department, at a reasonable cost, in a time frame which is conducive to international travel;</text></paragraph><paragraph id="HC30A7E32962D4466AEF5937603B7056A"><enum>(2)</enum><text display-inline="yes-display-inline">the Department should seek to further modernize and streamline the passport issuance process to enable a decrease in processing times below pre-pandemic levels of six-to-eight weeks, specifically for routine adult passport renewals with respect to which the Department should seek to decrease average processing times to less than 30 days; and</text></paragraph><paragraph id="H62412910D77B420586299DD62A3EE36C"><enum>(3)</enum><text display-inline="yes-display-inline">the Department should take all reasonable steps, including the use of available technology and best practices, to protect the integrity of the passport issuance process, the privacy of passport holders, and the efficiency of processing passport issuance requests.</text></paragraph></section><section id="H647BAED881EA4C09A1411FED21FD14DC"><enum>4.</enum><header>Standards for passport issuance process</header><text display-inline="no-display-inline">In administering and modernizing the passport issuance process, the Assistant Secretary shall evaluate the performance of such process against the following criteria: </text><paragraph id="H376F40F6965A46C7B49F981F36972ECE"><enum>(1)</enum><text display-inline="yes-display-inline">To maintain a service standard of processing a routine new or renewal adult passport application from document submission until mailing of final documents in an expeditious and reliable timeframe.</text></paragraph><paragraph id="HCFA9B95FDD3D40A592842B8D8DA0C87E"><enum>(2)</enum><text>To maintain affordable passport fees and surcharges.</text></paragraph><paragraph id="HAD55A7E8BE2C4CA68B1FEA1958FD247F"><enum>(3)</enum><text>To ensure world-class technical, security, and cybersecurity standards for United States passports and the passport issuance process.</text></paragraph><paragraph id="H58F415CB0C954575840CBD7B84259C9B"><enum>(4)</enum><text>To minimize downtime for the Travel Document Issuance System.</text></paragraph><paragraph id="HCEFB8552CD0A4824A9D1031119F8DE72"><enum>(5)</enum><text display-inline="yes-display-inline">To minimize the suspense rate resulting from typographical, clerical, or picture-based errors, including by enabling such suspensions to be resolved electronically.</text></paragraph><paragraph id="H02E1B41751414BD9A12697CEEDD14399"><enum>(6)</enum><text>To provide a streamlined customer experience for passport applicants.</text></paragraph><paragraph id="H88FAEA7DC5E7428E86854C60E2EAC426"><enum>(7)</enum><text>To provide reasonably convenient passport services to United States citizens and nationals living a significant distance from a passport agency, particularly residents in a significant population center more than a 5-hour drive from a passport agency.</text></paragraph></section><section id="HE8C207FD84774C159E229C3F235318BF" commented="no"><enum>5.</enum><header>Enhanced information technology solutions to improve the passport issuance process</header><subsection id="H054C4BE5E81543EFB9FB3D01CAAFF803" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Assistant Secretary, in consultation with the Chief Information Officer, shall implement the information technology solutions described in subsection (b) in accordance with the timelines described in such subsection. </text></subsection><subsection id="HD23694B7DA824453B8CCE8C2C55897CC" commented="no"><enum>(b)</enum><header>Enhanced information technology solutions and timelines described</header><text display-inline="yes-display-inline">The enhanced information technology solutions and timelines described in this subsection are the following:</text><paragraph id="HC06B58A179BB45FA8C0B5C9E7D767EFD"><enum>(1)</enum><text>Not later than 2 years after the date of the enactment of this Act, the Assistant Secretary, in consultation with the Chief Information Officer, shall, including if necessary through the awarding of a contract or expanding an existing, establish a tool to enable congressional offices to monitor the status of individual passport applications being handled as casework by such offices.</text></paragraph><paragraph id="H0A9F24EACC7A4E72A5FAF30D949CD0F3" commented="no"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H0E46B74FCE25467395FF6115F8A71074"><enum>(A)</enum><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Assistant Secretary, in consultation with the Chief Information Officer, shall take all reasonable steps, including if necessary the awarding of a contract for the establishment and ongoing maintenance of a service to provide to passport applicants automated, voluntary proactive communications, by email or text message, for each progress point in the passport issuance process, and for the notification of application errors, and delivery of mail tracking numbers, and reminders of renewal eligibility.</text></subparagraph><subparagraph id="H29FE4D661F4A4F8F8EB4B9A22F657349" indent="up1" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">Applicants shall be provided the choice of whether to use the services described in subparagraph (A) and data gained as a result of participation in such services shall not be transferred to any third party outside the Department or its contract awardees.</text></subparagraph><subparagraph id="H31E7C8859B1A47C199A8271AEDF1277D" indent="up1" commented="no"><enum>(C)</enum><text>The services described in subparagraph (A) shall provide separate options for email and text message notification, as well as separate options for processing-related notifications and renewal eligibility notifications.</text></subparagraph></paragraph><paragraph id="H6B8D48D121BF4F8FAD6908DD9FDA395E"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H303DB6D231344E90996C483872A3057B"><enum>(A)</enum><text display-inline="yes-display-inline">Consistent with the Bureau’s modernization plans and timelines, and subject to the availability of funds, the Assistant Secretary, in consultation with the Chief Information Officer, shall seek to enter into a contract or contracts as appropriate, for the establishment and maintenance of a mobile application to allow for the centralization of applicant communication with the Department, including document submission, application status tracking, virtual appointments, access to the notification of application errors, and allowing for passport holders to receive messages from the Department and communicate emergencies to the Department.</text></subparagraph><subparagraph id="HF7B4A0EC001D4FC7995CE707B6C1A252" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">The Assistant Secretary shall provide each passport applicant with the option of whether to use the mobile application described in subparagraph (A) or another service of the Department.</text></subparagraph><subparagraph id="H4A987650DA944DB7871A9132A66A90D0" indent="up1"><enum>(C)</enum><text>As a condition for awarding any contracts described in subparagraph (A), the awardee shall demonstrate that it can begin tests on the solution within one year of the award of the contract and complete implementation, including bug fixes, cybersecurity audits, and customer service testing, not later than two years from the award of the contract.</text></subparagraph></paragraph><paragraph id="H99BAF18B4E0E4D9DA66C4076954AD56B"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H10ED4875937F40EA83E4D81C0F0C4AE3"><enum>(A)</enum><text display-inline="yes-display-inline">Consistent with existing law, the Assistant Secretary, in consultation with the Chief Information Officer, shall expand the online passport renewal system, including to accommodate electronic acceptance of routine first-time adult applications as applicable, in addition to adult renewal applications in sufficient volume to be able to accommodate most applications by the date that is four years from the date of enactment of this Act.</text></subparagraph><subparagraph id="H91CA3BC0046F4F58A8B31E29316D9BF8" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Planning carried out to implement subparagraph (A) shall prepare the Bureau to verify applications without recourse to the information gained through appearance in person described in section 1 of the Act of June 15, 1917 (<external-xref legal-doc="usc" parsable-cite="usc/22/213">22 U.S.C. 213</external-xref>), subject to any additional authorities required.</text></subparagraph><subparagraph id="HAC0E10C4D9524019A643247E08A2BFFD" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">To meet the objectives described in subparagraphs (A) and (B), the Assistant Secretary, in consultation with the Chief Information Officer, shall, to the maximum extent practicable, make use of commercially-available technology solutions, including by seeking to enter into a contract or contracts for the expansion and maintenance of the online passport renewal system to accommodate the functionality described in such subparagraphs.</text></subparagraph><subparagraph id="H4EF394C32DE24EC8AE1A7FBF0F89F410" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">In expanding the online passport renewal system pursuant to subparagraph (C), the following services should be included or otherwise accounted for:</text><clause id="HF5546D49034041A7A0F92282D3777B60"><enum>(i)</enum><text display-inline="yes-display-inline">A customer-friendly, user-friendly internet website or portal to facilitate internet-based submission of passport applications by adults.</text></clause><clause id="HF39EC619416F443EBDF9DD1067E5F2B6"><enum>(ii)</enum><text display-inline="yes-display-inline">To the extent possible, remote document verification tools and infrastructure, to allow for a passport transaction to be completed entirely remotely.</text></clause><clause id="H801F49DB118F4786A326A5916C965F00"><enum>(iii)</enum><text display-inline="yes-display-inline">To the extent possible, information technology infrastructure not already maintained by the Department.</text></clause></subparagraph></paragraph><paragraph id="H3300C996DDB345EE8B45238D04EA2663" commented="no"><enum>(5)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HAEEB58E65A3D4EA19F5A9E7E256404E4"><enum>(A)</enum><text display-inline="yes-display-inline">The Assistant Secretary, in consultation with the Chief Information Officer, shall take all reasonable steps and to the maximum extent practicable make use of commercially-available technology solutions to implement additional rules-based tools, including by seeking to enter into a contract or contracts for such tools and their maintenance, to adjudicate online passport renewal applications in which no biographical information was changed for citizenship, identity, and entitlement against internal and commercial databases.</text></subparagraph><subparagraph id="HC2FC5D291D1C481D895F823D50ED6CB6" indent="up1" commented="no"><enum>(B)</enum><text>The tools described in subparagraph (A) shall be fully operational within 4 years of the date of the enactment of this Act.</text></subparagraph><subparagraph id="H1E3C076ADF774F29BBB27375B8BF2766" indent="up1" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">The Chief Information Officer shall ensure that the use of the tools do not make passport adjudication more vulnerable to cyberattack.</text></subparagraph><subparagraph id="H137FAA6274884F00A43E5B8B186CD457" indent="up1" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">The Assistant Secretary, in consultation with the Chief Information Officer, shall ensure that the tools described in subparagraph (A) are implemented consistent with the maintenance of standards appropriate to ensuring the integrity of the United States passport.</text></subparagraph><subparagraph id="HFC5C1AB2E29946F8989CAB2434C4E300" indent="up1" commented="no"><enum>(E)</enum><text>For purposes of using the tools described in subparagraph (A), the requirement that a passport be issued by the personnel described in the first section of the Act entitled “An Act to regulate the issue and validity of passports, and for other purposes”, approved July 3, 1926 (<external-xref legal-doc="usc" parsable-cite="usc/22/211a">22 U.S.C. 211a</external-xref>), shall be satisfied provided that such personnel oversee the tools described in such subparagraph consistent with the requirements in subparagraph (D).</text></subparagraph></paragraph></subsection><subsection id="H03B0A511B5814E84A1716E7C5372E170"><enum>(c)</enum><header>Certification</header><text display-inline="yes-display-inline">In addition to other requirements in this section, not later than 30 days before the Assistant Secretary begins work to procure internally any of the information technology solutions described in subsection (b), the Assistant Secretary, in coordination with the Chief Information Officer, shall certify to the appropriate congressional committees that—</text><paragraph id="H9C58B0F239CF4E45A7977ACE3E76F74F"><enum>(1)</enum><text>the reasons for procuring such service internally; </text></paragraph><paragraph id="HA6181C19775040FF8A08DFA4235FD7F6"><enum>(2)</enum><text>the Bureau has sufficient capacity to implement and maintain such services; and</text></paragraph><paragraph id="HC39CB4BBAFA74AF7A79E8E71183B7506"><enum>(3)</enum><text>the Bureau cannot procure such services for significantly reduced cost externally.</text></paragraph></subsection><subsection id="HF57A240E901747C2857F7240E309703C"><enum>(d)</enum><header>Preference</header><text>In procuring and implementing the information technology solutions described in subsection (b), preference should be given to entities with the technical expertise necessary for the project and capacity to deliver timely solutions.</text></subsection><subsection id="HE8349259A2E0472BB52DD7E84A81EC40" commented="no"><enum>(e)</enum><header>Role of Chief Information Officer</header><paragraph id="HD6BC26081E164E03953C6BA9117BC3C5" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Chief Information Officer’s concurrence shall be required before the Assistant Secretary awards a contract pursuant to this section.</text></paragraph><paragraph id="H59DF19D1F0BB45C597973A48939EFC96" commented="no"><enum>(2)</enum><header>Relating to systems</header><text>With respect to the contracting and implementation of the systems described in subsection (b), the Chief Information Officer shall have—</text><subparagraph id="H5ABE426036154196B38F0150B4F299C3" commented="no"><enum>(A)</enum><text>final decision making authority on the technical feasibility and specifications, cybersecurity requirements, compatibility with existing Department information technology infrastructure, and the feasibility of timelines from a technical standpoint; and</text></subparagraph><subparagraph id="H62D992C7FB784078859AED788DAC7268" commented="no"><enum>(B)</enum><text>final approval of all technical matters before full implementation.</text></subparagraph></paragraph><paragraph id="H1E86D962998D4483AC4126597368F8C5" commented="no"><enum>(3)</enum><header>Evaluation of proposals</header><text>In selecting the services described in subsection (b), the Assistant Secretary and the Chief Information Officer shall include in the criteria for selection—</text><subparagraph id="H7D127ACE7D4B4F9A8C874B51D71F7905" commented="no"><enum>(A)</enum><text>the ability of the proposal to maintain security, including the cybersecurity, standards appropriate to the United States passport and to protect personally identifiable information;</text></subparagraph><subparagraph id="H9EEB061A5C23463EB68228EC44011292" commented="no"><enum>(B)</enum><text>scalability to accommodate current and future passport demand; and</text></subparagraph><subparagraph id="H5A861344FA3F42A4A4E94D72870F333A" commented="no"><enum>(C)</enum><text>long-term viability and upgradability.</text></subparagraph></paragraph></subsection><subsection id="HFAF2801264404F0DBD1270525AE1B0D1" commented="no"><enum>(f)</enum><header>Interim action plan</header><paragraph id="H1F96D628872944FCB0824FD8162571A3" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Assistant Secretary, in consultation with the Chief Information Officer, shall submit to the appropriate congressional committees an action plan on how the Bureau plans to complete the modernization described in this section in conjunction with other related, ongoing steps to modernize the passport issuance process.</text></paragraph><paragraph id="H167E0E31A7D84D20B7B41CAEB01EB58C" commented="no"><enum>(2)</enum><header>Elements</header><text>The action plan required by paragraph (1) shall include the following elements: </text><subparagraph id="H2AA4CF259BD04470B9735FC4B8F31E38" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">Progress made on implementing the information technology solutions described in subsection (b) within specific timelines, and additional steps planned.</text></subparagraph><subparagraph id="HFA95B940EB4647D78534A76ED3813188" commented="no"><enum>(B)</enum><text>The expected cost and timeline for implementation of the information technology solutions described in subsection (b).</text></subparagraph><subparagraph id="HA4FB35253C9E42F3ADB76956AD3F5062" commented="no"><enum>(C)</enum><text>An evaluation of the information technology solutions described in subsection (b) to determine whether the full implementation of such solutions will require additional funding or authorities, including budget estimates and a description of such authorities, as appropriate.</text></subparagraph><subparagraph id="H736C5B429EE54C41AD618D5DBB6F1D43" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">Efforts to ensure world-class cybersecurity standards for protection of passport applicant data and the passport issuance process infrastructure, particularly such infrastructure involved in adjudication of passport applications.</text></subparagraph><subparagraph id="H24BACBFE03FC4FD197D756332F731DF4" commented="no"><enum>(E)</enum><text>Other specific planned steps that the Bureau will take to achieve the criteria described in section 4.</text></subparagraph></paragraph></subsection><subsection id="HA4ECC73E4794429C9C6353C6A911CACC" commented="no"><enum>(g)</enum><header>Final report</header><text>Not later than 4 years after the date of the enactment of this Act, the Assistant Secretary, in consultation with the Chief Information Officer, shall submit to the appropriate congressional committees a report on the following: </text><paragraph id="HD75E300B3E7C4C7090B856CEDB319E65" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">Progress on each information technology solution described in subsection (b).</text></paragraph><paragraph id="H263C695E49054950AE28DF25EF91E0C9" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Additional information technology solutions the Bureau intends to adopt.</text></paragraph><paragraph id="H4F8E3F768C37458DA5827AEB61EC82C6" commented="no"><enum>(3)</enum><text>Changes in the cost for implementation of the steps described in the action plan, if applicable.</text></paragraph></subsection><subsection id="H88FE958408DA49618562414BBF47A678" commented="no"><enum>(h)</enum><header>Form</header><text>The plans and report required by this section shall be submitted in an unclassified form and may include a classified annex, if necessary.</text></subsection></section><section id="HBB5A3A5C3F38459681572A7E1301BAD7"><enum>6.</enum><header>Research on commercially available information technology solutions</header><subsection id="H3B70F345BCFD4DF285FCC57CD8DA2E78"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the enactment of this Act, the Assistant Secretary, in coordination with the Chief Information Officer, shall establish a working group of appropriate Department employees, and contractors as appropriate, to liaise with the private sector for the purposes of identifying commercially available technologies that may be adopted by the Bureau to advance the criteria described in section 4, evaluating proposed technological solutions, and augmenting the Bureau’s ongoing modernization efforts.</text></subsection><subsection id="H72DA8D2101E54DD48B87ED6A53A17D82"><enum>(b)</enum><header>Composition</header><text display-inline="yes-display-inline">The working group established pursuant to subsection (a) shall be composed of personnel who can consult on the policy, legal, and technical aspects of the passport issuance process with entities that wish to provide such technologies to the Department.</text></subsection><subsection id="H3DAFFC29A5404F8AB631FD26345AFA30"><enum>(c)</enum><header>Pilot projects</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the working group established pursuant to subsection (a) should consider piloting not fewer than three commercial information technology systems with potential to accelerate the passport renewal process, reduce the backlog of requests, and backup legacy systems with cloud-based software solutions. </text></subsection><subsection id="HCC03B72E138A479BBD9360209E653ABF"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Assistant Secretary, in coordination with the Chief Information Officer, shall submit to the appropriate congressional committees a modernization efforts and its reception by private sector actors;</text></paragraph><paragraph id="HD788C89BD45E4478B515B479338792E6"><enum>(2)</enum><text>containing a summary of each proposal made to the working group pursuant to this section and whether the Secretary intends to adopt each proposal;</text></paragraph><paragraph id="HB055246A0D014DBE8CDD9E5E7BD33B0F"><enum>(3)</enum><text>providing recommendations to scale successful solutions.</text></paragraph></subsection></section><section id="HD630378A33FE4A63862FE16028521CD4"><enum>7.</enum><header>GAO Report</header><subsection id="H4FCD58C2833144F381DB927EB953988E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a comprehensive review of the passport issuance process, including—</text><paragraph id="H3CA90098F6E9480AB552F8234A151C34"><enum>(1)</enum><text>the Bureau’s goals for timeliness of passport issuance, the basis for such goals, and its performance compared to those goals;</text></paragraph><paragraph id="HCE256BB3896D4CA496CD7C724D77D5C4"><enum>(2)</enum><text>key factors affecting timeliness of passport issuance and the extent to which the Bureau has addressed those factors;</text></paragraph><paragraph id="HE78AAC984B464443A6E1DE6AB1A99FA9"><enum>(3)</enum><text>key factors affecting the implementation of technological solutions by the Bureau;</text></paragraph><paragraph id="H9E5A4666A46C48FC8022CE2C2AE15A2C"><enum>(4)</enum><text>the Bureau’s efforts to implement the Travel Document Issuance System (TDIS) and other related information technology systems that support the passport issuance process with a focus on—</text><subparagraph id="H1B1B049242864100A13137DF64CBE1D8"><enum>(A)</enum><text>whether the Bureau is following leading practices for developing, acquiring, and overseeing related system and infrastructure investments and leveraging existing technologies where appropriate;</text></subparagraph><subparagraph id="H0CD8391DA1E14B41A365CC631F4890FC"><enum>(B)</enum><text>whether the program has the workforce to resolve technical issues within the systems; and</text></subparagraph><subparagraph id="HC6E420F70651450BB9E9C007D4F5FD8D"><enum>(C)</enum><text>identifying any vulnerabilities and limitations of the system that may impact performance, including single points of failure;</text></subparagraph></paragraph><paragraph id="H6ECDE2F1AFFF45DC9998493BBC6EC2F0"><enum>(5)</enum><text>opportunities to streamline, expedite, and otherwise enhance the Bureau’s passport issuance processes, including opportunities to reduce costs in the passport issuance process;</text></paragraph><paragraph id="HE8F292FA9D1A4DCC8D22798D0E6BDE5A"><enum>(6)</enum><text>opportunities to partner with other Federal and State agencies and leverage existing United States Government information sources, such as biometric databases, in support of the application and identity verification and resolution components of the passport issuance process; and</text></paragraph><paragraph id="H42D8718F31714CD2B644BDED3AEE2FB5"><enum>(7)</enum><text>other matters as the Comptroller General may deem appropriate. </text></paragraph></subsection><subsection id="H179939C0476C4938AFD1E968FB1ED666"><enum>(b)</enum><header>Submission</header><text>Not later than 180 days after the date of the enactment of this Act, the Comptroller General shall—</text><paragraph id="H8C5D463F29324A5A9B5A4D2EF0F18359"><enum>(1)</enum><text>brief the appropriate congressional committees on the review required by subsection (a); and</text></paragraph><paragraph id="HF9ACC8E2942549FE86DAD759823619CA"><enum>(2)</enum><text>submit a final report upon completion of such review.</text></paragraph></subsection><subsection id="HBA4D3300A3474D90B40EFF318656D8FE"><enum>(c)</enum><header>Recommendations implementation report</header><text>Not later than one year after the date on which the report required by subsection (b)(2) is submitted, the Assistant Secretary and the Chief Information Officer shall submit to the appropriate congressional committees a report on progress toward resolution of each recommendation made in the report required by such subsection and planned steps that will be taken to resolve each recommendation.</text></subsection></section><section id="HFFB0E4A7CBD44F11B9CC73978AD56210"><enum>8.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act may be construed as an offer to procure a service or services or as a guarantee of a contract for such services.</text></section><section id="H0448E05045BE41A9931F6EDDE07E9C89"><enum>9.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text><paragraph id="H4330A718EB6149D09387E9EE90293BBA"><enum>(1)</enum><text>the term <term>appropriate congressional committees</term> means—</text><subparagraph id="H0C2B21889E5E4261B121A4F05865098E"><enum>(A)</enum><text>the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</text></subparagraph><subparagraph id="H3563FE04F6F04338AC804448688AB9A0"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Appropriations of the Senate;</text></subparagraph></paragraph><paragraph id="H3FE6EFC817E549D6BA501622CE12E9CE"><enum>(2)</enum><text display-inline="yes-display-inline">the term “Assistant Secretary” means the Assistant Secretary of State for Consular Affairs;</text></paragraph><paragraph id="H5148B1A66083493A80C3C8A4338BB405"><enum>(3)</enum><text>except as otherwise provided, the term <term>Bureau</term> means the Bureau of Consular Affairs of the Department; </text></paragraph><paragraph id="H86CF0FA317154F19986A92A280EEEBA9"><enum>(4)</enum><text>the term “Chief Information Officer” means the Chief Information Officer of the Bureau;</text></paragraph><paragraph id="H9817455394114D6DB40C0F9491D33DFC"><enum>(5)</enum><text>except as otherwise provided, the term <term>Department</term> means the Department of State; </text></paragraph><paragraph id="HFF4A2CE3DE534BC69CB38531491AE6BA"><enum>(6)</enum><text>the term <term>passport issuance process</term>—</text><subparagraph id="H1092C89D33554D1E988EB4AD5096C1D8"><enum>(A)</enum><text>means all steps of passport issuance for a new passport or renewal of a passport, as appropriate, from the applicant’s submission of documents through document processing and application adjudication to mailing of printed passports; and</text></subparagraph><subparagraph id="H77DDA1DE3B934C5B92F7DDC205CF96E7"><enum>(B)</enum><text>includes—</text><clause id="H4A4F0DC4D74249828CE191C2652165E5"><enum>(i)</enum><text>the passport application submission, which includes—</text><subclause id="H0C1A139A2352424C928FDF93AE2BD9A5"><enum>(I)</enum><text>the portion of the passport issuance process from and including passport acceptance by a passport acceptance agent until documents are received by the Department; and</text></subclause><subclause id="HEBF2BC97455B4D4495A89B82AA2E662D"><enum>(II)</enum><text>payment processing and mail shipping times; and</text></subclause></clause><clause id="HD6CA550EBCBA4202A44EF323602B470F"><enum>(ii)</enum><text>the passport application processing, which includes the portion of the passport issuance process from the reception of completed applications and their distribution to passport agencies for adjudication until finished passports and application documents are mailed to applicants; and</text></clause></subparagraph></paragraph><paragraph id="H46FDFD53F5C94A0AA0D4687FF89BE7AF"><enum>(7)</enum><text>the term <term>Secretary</term> means the Secretary of State.
