Reg. 13623; relating to promoting access to voting) shall have no force or effect, and any contract or arrangement entered into by an agency to carry out activities pursuant to sections 3 and 4 of such Executive order shall be abrogated.</text></subsection><subsection id="H6566CBDCA80B4989A7CA909CEA5375FC"><enum>(b)</enum><header>Agreements with nongovernmental organizations</header><text display-inline="yes-display-inline">None of the funds made available for the salaries and expenses of an agency may be used to solicit or enter into an agreement with a nongovernmental organization to conduct voter registration or voter mobilization activities, including registering voters or providing any person with voter registration materials, absentee or vote-by-mail ballot applications, voting instructions, or candidate-related information, on the property or website of the agency. </text></subsection><subsection id="H4B1A9840A7CA480BA3F6B681E43BFA4B"><enum>(c)</enum><header>Report on prior voter registration and mobilization activities</header><text>Not later than 30 days after the date of enactment of this Act, the head of each agency shall submit to the appropriate congressional committees a report describing the activities carried out by the agency pursuant to sections 3 and 4 of Executive Order 14019 (86 Fed. Reg. 13623).</text></subsection><subsection id="H0B785336B7464BC588ED7F950C098552"><enum>(d)</enum><header>Prohibiting voter registration and mobilization in Federal work-Study programs</header><text>Section 443(b)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-53">20 U.S.C. 1087–53(b)(1)</external-xref>) is amended—</text><paragraph id="HD7653163331343F6B691CD70E35C1A38"><enum>(1)</enum><text>in subparagraph (C), by striking <quote>and</quote>;</text></paragraph><paragraph id="HB8BF2B4831644C868CEE1CDF53C63C60"><enum>(2)</enum><text>by redesignating subparagraph (D) as subparagraph (E); and</text></paragraph><paragraph id="H4D6FD085DBCB4647BC3D53F5D9E3F5B9"><enum>(3)</enum><text>by inserting after subparagraph (C) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H903F46F58CA74C0B88F45BECBA06C09E"><subparagraph id="HDEB44557B7874F77BF278C17F9531B8A"><enum>(D)</enum><text>does not involve registering or mobilizing voters on or off the campus of the institution; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HCE98905404BC47BEB55ED99B0F3160F6"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H1A7ED0BE148A490C9E1D53FE84261C37"><enum>(1)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> has the meaning given the term in section 3502(1) of title 44, United States Code.</text></paragraph><paragraph id="H8108A7DC4ADB4A798EA5D2AA78FA4EB5"><enum>(2)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="H68114A5123B4411B80D20791B9A5C4F1"><enum>(A)</enum><text>the Committee on Rules and Administration of the Senate; </text></subparagraph><subparagraph id="HD87E764F4D22498D8A09A04302483F53"><enum>(B)</enum><text>the Committee on the Judiciary of the Senate; </text></subparagraph><subparagraph id="H5AE89BA0234F4475963AD042995A0F9D"><enum>(C)</enum><text>the Committee on House Administration of the House of Representatives; and</text></subparagraph><subparagraph id="H2C1FAA1EE45940F0AF82782B4050EFC7"><enum>(D)</enum><text>the Committee on the Judiciary of the House of Representatives. </text></subparagraph></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20240620">July 8, 2024</action-date><action-desc>Reported from the <committee-name committee-id="HHA00">Committee on House Administration</committee-name> with an amendment</action-desc><action-date date="20240620">July 8, 2024</action-date><action-desc> Committees on <committee-name committee-id="HJU00">the Judiciary</committee-name>, <committee-name committee-id="HGO00">Oversight and Accountability</committee-name>, <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, and <committee-name committee-id="HED00">Education and the Workforce </committee-name> discharged; committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
