<quote><short-title>Military and Veterans in Parks Act</short-title></quote> or the <quote><short-title>MVP Act</short-title></quote>.</text></section><section id="H32657160B29B4427A34637F4DE28374C"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HD07018B2B9B7494A82A1F39F476773B6" commented="no"><enum>(1)</enum><header>Accessible trail</header><text>The term <term>accessible trail</term> means a trail that meets the requirements for a trail under the Architectural Barriers Act accessibility guidelines.</text></paragraph><paragraph id="H730DB1F14B07463BAD9D587F1E94BE1A" commented="no"><enum>(2)</enum><header>Architectural Barriers Act accessibility guidelines</header><text>The term <term>Architectural Barriers Act accessibility guidelines</term> means the accessibility guidelines set forth in appendices C and D to part 1191 of title 36, Code of Federal Regulations (or successor regulations). </text></paragraph><paragraph id="HA066425F0E774FAEB447F1A42FF6C258"><enum>(3)</enum><header>Assistive technology</header><text>The term <term>assistive technology</term> means any item, piece of equipment, or product system, whether acquired commercially, modified, or customized, that is used to increase, maintain, or improve functional capabilities of individuals with disabilities, particularly with participating in outdoor recreation activities.</text></paragraph><paragraph id="H5619D986D51D4C8DB0C5505FACFBEACA"><enum>(4)</enum><header>Federal land management agency</header><text>The term <term>Federal land management agency</term> has the meaning given the term in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>).</text></paragraph><paragraph id="HCC938838FC4A4B939E1FAE39284AA8B6"><enum>(5)</enum><header>Federal recreational lands and waters</header><text>The term <term>Federal recreational lands and waters</term> has the meaning given the term in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>).</text></paragraph><paragraph id="H9388C1B65B774C6EAABA226305504334" commented="no"><enum>(6)</enum><header>Gold Star Family member</header><text display-inline="yes-display-inline">The term <term>Gold Star Family member</term> means an individual described in section 3.3 of Department of Defense Instruction 1348.36.</text></paragraph><paragraph id="H32251BD893E64BA2B2DB029017E49323" commented="no"><enum>(7)</enum><header>Outdoor constructed feature</header><text>The term <term>outdoor constructed feature</term> has the meaning given such term in appendix C to part 1191 of title 36, Code of Federal Regulations (or successor regulations).</text></paragraph><paragraph id="H96B470A1CCBF470AB29EF1DE700AC389"><enum>(8)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means each of—</text><subparagraph id="H5F592476E82E47D1B66E2929ED04C817"><enum>(A)</enum><text>the Secretary; and</text></subparagraph><subparagraph id="HCD5911AB2D2E48BD8028CA9B171D694B"><enum>(B)</enum><text>the Secretary of Agriculture.</text></subparagraph></paragraph><paragraph id="HB574FB907E6546D6B3D2C10EF7E6FFC3"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="H233ED764E2744018AC5348ACAFE70590"><enum>(10)</enum><header>Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text><subparagraph id="HB2CE0EEB4C1C49A69E88328A2D29071D"><enum>(A)</enum><text>the Secretary, with respect to land under the jurisdiction of the Secretary; or</text></subparagraph><subparagraph id="H26971B79A2E64A54A197931E0BA9320F"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to land managed by the Forest Service.</text></subparagraph></paragraph><paragraph id="H940873F375FD46A78CAF7C6AE8F637B8"><enum>(11)</enum><header>Veterans organization</header><text>The term <term>veterans organization</term> means a service provider with outdoor recreation experience that serves members of the Armed Forces, veterans, or Gold Star Family members. </text></paragraph></section><title id="HFB928C3CEFF6482D9847793FC1542E6C"><enum>I</enum><header>Access for People with Disabilities</header><section id="HFB09DCA9718A490EB606611EB9275557"><enum>101.</enum><header>Accessible recreation inventory</header><subsection id="HD548EBE548C94F218ED93F44BC4C9EB5"><enum>(a)</enum><header>Assessment</header><text>Not later than 5 years after the date of the enactment of this Act, the Secretary concerned shall—</text><paragraph id="HF899D70939BA4D67BB5AF3E3346F72A4"><enum>(1)</enum><text display-inline="yes-display-inline">carry out a comprehensive assessment of outdoor recreation facilities on Federal recreational lands and waters under the jurisdiction of the respective Secretary concerned to determine the accessibility of such outdoor recreation facilities, consistent with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>), including—</text><subparagraph id="H434579BD0935434D90E94B0B04C8581B"><enum>(A)</enum><text>camp shelters, camping facilities, and camping units;</text></subparagraph><subparagraph id="H6996ABE72CD240288DF434A2740D54FF"><enum>(B)</enum><text>boat launch ramps;</text></subparagraph><subparagraph id="H478F82D0EEB04CD984F70AF320016DCF"><enum>(C)</enum><text>hunting, fishing, shooting, or archery ranges or locations;</text></subparagraph><subparagraph id="HC64CCF9B4D7B4D7996A1C77752680673"><enum>(D)</enum><text>outdoor constructed features;</text></subparagraph><subparagraph id="H132CBEBAD1CD435C8A5ECCBEB7EC7DB9"><enum>(E)</enum><text>picnic facilities and picnic units; and</text></subparagraph><subparagraph id="H1C01809464DF433D870170C1CFB5B75C"><enum>(F)</enum><text>any other outdoor recreation facilities, as determined by the Secretary concerned; and</text></subparagraph></paragraph><paragraph id="H8A700A77A9734553AA27F66E672FE46A"><enum>(2)</enum><text>make information about such opportunities available (including through the use of prominently displayed links) on public websites of—</text><subparagraph id="H328B8ED6C7D54671A36FADBAC700C898"><enum>(A)</enum><text>each of the Federal land management agencies; and</text></subparagraph><subparagraph id="HE9395EE94C5A47F1B4E97AA6B58F2D02"><enum>(B)</enum><text>each relevant unit and subunit of the Federal land management agencies.</text></subparagraph></paragraph></subsection><subsection id="HDB2E408BDB904980902DE53B1405F5A1"><enum>(b)</enum><header>Inclusion of current assessments</header><text>As part of the comprehensive assessment required under subsection (a)(1), to the extent practicable, the Secretary concerned may rely on assessments completed or data gathered prior to the date of the enactment of this Act.</text></subsection><subsection id="H10E7D83028FE4A00A3006A7E83C716DD"><enum>(c)</enum><header>Public information</header><text display-inline="yes-display-inline">Not later than 7 years after the date of the enactment of this Act, the Secretary concerned shall identify opportunities to create, update, or replace signage and other publicly available information, including web page information, related to accessibility and consistent with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>) at outdoor recreation facilities covered by the assessment required under subsection (a)(1).</text></subsection></section><section id="HD64805AB20704DB5BAFF9477436E7AFD"><enum>102.</enum><header>Trail inventory</header><subsection id="HB0790D8976FE4995BAD89D0A8175C9F4"><enum>(a)</enum><header>Assessment</header><text>Not later than 7 years after the date of the enactment of this Act, the Secretary concerned shall—</text><paragraph id="H74141FCF951443F6A0374BF93460C95C"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a comprehensive assessment of high-priority trails, in accordance with subsection (b), on Federal recreational lands and waters under the jurisdiction of the respective Secretary concerned, including measuring each trail’s—</text><subparagraph id="HC1913C2C92FF46D2810745B0391663AB"><enum>(A)</enum><text>average and minimum tread width;</text></subparagraph><subparagraph id="H560E3D63337C4C5F8DB73F1BD243EC39"><enum>(B)</enum><text>average and maximum running slope;</text></subparagraph><subparagraph id="H303A30083B60400F9E0C7D4EBA6AB393"><enum>(C)</enum><text>average and maximum cross slope;</text></subparagraph><subparagraph id="HBD6C635935FC41638A639A5A10A4E1C1"><enum>(D)</enum><text>tread type; and</text></subparagraph><subparagraph id="HC647BFF9068748D6A87BABFCC134F64B"><enum>(E)</enum><text>length; and</text></subparagraph></paragraph><paragraph id="HA288F1FD174F4BFF9508FF220114C1CA"><enum>(2)</enum><text display-inline="yes-display-inline">make information about such high-priority trails available (including through the use of prominently displayed links) on public websites of—</text><subparagraph id="H1DC97378626A4919A17029301733FD09"><enum>(A)</enum><text>each of the Federal land management agencies; and</text></subparagraph><subparagraph id="HA296336FD40046F18B67FE9710FF77E1"><enum>(B)</enum><text>each relevant unit and subunit of the Federal land management agencies.</text></subparagraph></paragraph></subsection><subsection id="H3D42F7290863468A902E4BB13D1C0A5F"><enum>(b)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary concerned shall select high-priority trails to be assessed under subsection (a)(1)—</text><paragraph id="H5DD432AA49904EB8940C120145AE64E3"><enum>(1)</enum><text>in consultation with stakeholders, including veterans organizations and organizations with expertise or experience providing outdoor recreation opportunities to individuals with disabilities;</text></paragraph><paragraph id="H2801D0CD3BC744E9ABF165B56E71535C"><enum>(2)</enum><text display-inline="yes-display-inline">in a geographically equitable manner; and</text></paragraph><paragraph id="H7678364F32304144884BCAF23BFCC14E"><enum>(3)</enum><text>in no fewer than 15 units or subunits managed by the Secretary concerned.</text></paragraph></subsection><subsection id="H8DF30542B5C7428899EE5915736847F6"><enum>(c)</enum><header>Inclusion of current assessments</header><text>As part of the assessment required under subsection (a)(1), the Secretary concerned may, to the extent practicable, rely on assessments completed or data gathered prior to the date of the enactment of this Act.</text></subsection><subsection id="HFA297C634D79451CAB0D287B997A5AED"><enum>(d)</enum><header>Public information</header><paragraph id="H8E388E19AF3245F4B14F0AB89932B006"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 7 years after the date of the enactment of this Act, the Secretary concerned shall identify opportunities to replace signage and other publicly available information, including web page information, related to such high-priority trails and consistent with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>) at high-priority trails covered by the assessment required under subsection (a)(1).</text></paragraph><paragraph id="H98F88FAF72B64D34A8E64CDFD7D264BE"><enum>(2)</enum><header>Tread obstacles</header><text>As part of the assessment required under subsection (a)(1), the Secretary may, to the extent practicable, include photographs or descriptions of tread obstacles and barriers. </text></paragraph></subsection><subsection id="H5F32C8E420DB4FCBB23E1D32B9FB0F6E"><enum>(e)</enum><header>Assistive technology specification</header><text>In publishing information about each trail under this subsection, the Secretary concerned shall make public information about trails that do not meet the Architectural Barriers Act accessibility guidelines but could otherwise provide outdoor recreation opportunities to individuals with disabilities through the use of certain assistive technology.</text></subsection></section><section id="H54A5398D152D49058ACB2FF1401ED2FF"><enum>103.</enum><header>Trail pilot program</header><subsection id="HB3B59DAA134B49638D21E7CDDC1A8F78"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Secretary concerned shall carry out a pilot program to enter into partnerships with eligible entities to—</text><paragraph id="H00FD2654DD3D4CC59199CC87E6C92A37"><enum>(1)</enum><text>measure high-priority trails as part of the assessment required under section 102;</text></paragraph><paragraph id="HDA6153C668D845ED99AE1659A79C0235"><enum>(2)</enum><text>develop accessible trails under section 104; and</text></paragraph><paragraph id="HF4C0423C9C0C40738167F10783CA3BF3"><enum>(3)</enum><text>make minor modifications to existing trails to enhance recreational experiences for individuals with disabilities using assistive technology—</text><subparagraph id="H7FF69F9B3DF344A89C1062B96B144B3F"><enum>(A)</enum><text>in compliance with all applicable land use and management plans of the Federal recreational lands and waters on which the accessible trail is located; and</text></subparagraph><subparagraph id="H8B06B65FCF6548B191E3FDA1F6670911"><enum>(B)</enum><text>in consultation with stakeholders, including veterans organizations and organizations with expertise or experience providing outdoor recreation opportunities to individuals with disabilities.</text></subparagraph></paragraph></subsection><subsection id="H659FEFC302454D0A8C088139186474A8"><enum>(b)</enum><header>Locations</header><paragraph id="HDA909433899E498EB93E34B0A87F634F"><enum>(1)</enum><header>In general</header><text>The Secretary concerned shall select no fewer than 5 units or subunits under the jurisdiction of the respective Secretary concerned to carry out the pilot program established under subsection (a).</text></paragraph><paragraph id="HAA105BA932FF4533AF8C621D99B84881"><enum>(2)</enum><header>Special rule of construction for the department of the interior</header><text>In selecting the locations of the pilot program, the Secretary shall ensure that the pilot program is carried out in at least one unit managed by the—</text><subparagraph id="HC4A71980D3A34399BFE396B8BB811514"><enum>(A)</enum><text>National Park Service;</text></subparagraph><subparagraph id="H8A5D731011CC4EC599C58CAA1F6F0CD2"><enum>(B)</enum><text>Bureau of Land Management; and</text></subparagraph><subparagraph id="HB8E0807E15D840C5944CB8E76368FBED"><enum>(C)</enum><text>United States Fish and Wildlife Service.</text></subparagraph></paragraph></subsection><subsection id="H9F43FC289D9C46ED859F70D9810954AB"><enum>(c)</enum><header>Sunset</header><text>The pilot program established under this subsection shall terminate on the date that is 7 years after the date of the enactment of this Act.</text></subsection></section><section id="H423CD2488FC54B409204A667B5BD6713"><enum>104.</enum><header>Accessible trails</header><subsection id="H6D49B56C22F14645BC9012DFD9ED6F34"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary concerned shall select a location or locations to develop at least 3 new accessible trails—</text><paragraph id="H3237CA512D5F4509BEBF3E1FB37FA062"><enum>(1)</enum><text>on National Forest System lands in each region of the Forest Service;</text></paragraph><paragraph id="H2F1D1C718FD34252835B71E5C9283842"><enum>(2)</enum><text>on land managed by the National Park Service in each region of the National Park Service;</text></paragraph><paragraph id="HB02C0F13CA81409AA3E20BEC2565CE5F"><enum>(3)</enum><text>on land managed by the Bureau of Land Management in each region of the Bureau of Land Management; and</text></paragraph><paragraph id="H38697ABDCDEB49DBB1662D8825BBD16B"><enum>(4)</enum><text>on land managed by the United States Fish and Wildlife Service in each region of the United States Fish and Wildlife Service.</text></paragraph></subsection><subsection id="HC2022C4749244E7D9654A7153F72EA95"><enum>(b)</enum><header>Development</header><text>In developing an accessible trail under subsection (a), the Secretary concerned—</text><paragraph id="HB63AD2D4917D4222A6B897286D72AA89"><enum>(1)</enum><text>may—</text><subparagraph id="H8AA1F70C11D04BD7AC4E7EBAE8637745"><enum>(A)</enum><text>create a new accessible trail;</text></subparagraph><subparagraph id="HF894E83556FE436D8B562E52984F050C"><enum>(B)</enum><text>modify an existing trail into an accessible trail; or</text></subparagraph><subparagraph id="H1FDBFC300E424032ACB70FD830FBC364"><enum>(C)</enum><text>create an accessible trail from a combination of new and existing trails; and</text></subparagraph></paragraph><paragraph id="H333288F602D9424CA33BF4060563901A"><enum>(2)</enum><text>shall—</text><subparagraph id="H777349E67F6943A08A15993AA33C50E7"><enum>(A)</enum><text>consult with stakeholders with respect to the feasibility and resources necessary for completing the accessible trail;</text></subparagraph><subparagraph id="H291B3E4A2C0245A687D2F32D1C63AD96"><enum>(B)</enum><text display-inline="yes-display-inline">ensure the accessible trail complies with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>); and</text></subparagraph><subparagraph id="H8F926B54D0A64961BD64AF1C1E678D5A"><enum>(C)</enum><text display-inline="yes-display-inline">to the extent practicable, ensure that outdoor constructed features supporting the accessible trail, including trail bridges, parking spaces, and restroom facilities, meet the requirements of the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>).</text></subparagraph></paragraph></subsection><subsection id="H43FA17C383E747668B86E8D1A11D2435"><enum>(c)</enum><header>Completion</header><text>Not later than 7 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders described under subsection (b)(2), shall complete each accessible trail developed under subsection (a).</text></subsection><subsection id="H6E17262C972C46D2A35BD685BB5C93A6"><enum>(d)</enum><header>Maps, signage, and promotional materials</header><text>For each accessible trail developed under subsection (a), the Secretary concerned shall—</text><paragraph id="H5B2132D7EA064231B769A19B763AD841"><enum>(1)</enum><text display-inline="yes-display-inline">publish and distribute maps and install signage, consistent with Architectural Barriers Act of 1968 accessibility guidelines and section 508 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794d">29 U.S.C. 794d</external-xref>); and</text></paragraph><paragraph id="H92B133F55DFF49569EB89ED86414BB8A"><enum>(2)</enum><text>coordinate with stakeholders to leverage any non-Federal resources necessary for the development, stewardship, completion, or promotion of the accessible trail.</text></paragraph></subsection><subsection id="HD6FB8E3C71FA4B408C940233AA6A5BA8"><enum>(e)</enum><header>Conflict avoidance with other uses</header><text>In developing each accessible trail under subsection (a), the Secretary concerned shall ensure that the accessible trail—</text><paragraph id="HE243169D3FA542D7B91EA543FC4909B2"><enum>(1)</enum><text>minimizes conflict with—</text><subparagraph id="HDD13F17373BA4C21A65332A4BD0D92D6"><enum>(A)</enum><text>the uses in effect before the date of the enactment of this Act with respect to any trail that is part of that accessible trail;</text></subparagraph><subparagraph id="HDC1302802B06474CAFBC656CC39AFCA4"><enum>(B)</enum><text>multiple-use areas where biking, hiking, horseback riding, off-highway vehicle recreation, or use by pack and saddle stock are existing uses on the date of the enactment of this Act; or</text></subparagraph><subparagraph id="HDFEB313152C54BAFB50AFBD756AD6CAE"><enum>(C)</enum><text>the purposes for which any trail is established under the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1241">16 U.S.C. 1241 et seq.</external-xref>); and</text></subparagraph></paragraph><paragraph id="H3E3514E403104E2CA4BD032B40160547"><enum>(2)</enum><text>complies with all applicable land use and management plans of the Federal recreational lands and waters on which the accessible trail is located.</text></paragraph></subsection><subsection id="HB7D14566103B49B8A290F0F0B32EA91D"><enum>(f)</enum><header>Reports</header><paragraph id="H76B874C5683B4034892122A8A38717B0"><enum>(1)</enum><header>Interim report</header><text display-inline="yes-display-inline">Not later than 3 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders and other interested organizations, shall prepare and publish an interim report that lists the accessible trails developed under this section during the previous 3 years.</text></paragraph><paragraph id="H15835143263A49C1B8F07D73EC0EDD7B"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 7 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders and other interested organizations, shall prepare and publish a final report that lists the accessible trails developed under this section.</text></paragraph></subsection></section><section id="H8CBA467EA72C4A5A9CA5062BCC8F9F30"><enum>105.</enum><header>Accessible recreation opportunities</header><subsection id="HD8CE18C0FD4A4DE7A9F79E31603D119E"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary concerned shall select a location to develop at least 2 new accessible recreation opportunities—</text><paragraph id="H4BCB9738FE294535A14938ADDF0949E6"><enum>(1)</enum><text>on National Forest System lands in each region of the Forest Service;</text></paragraph><paragraph id="H940AF6E9C9654DEFA05A6CD6168685AF"><enum>(2)</enum><text>on land managed by the National Park Service in each region of the National Park Service;</text></paragraph><paragraph id="HF7A59DE516CA4973AFD4CEF166B7D26B"><enum>(3)</enum><text>on land managed by the Bureau of Land Management in each region of the Bureau of Land Management; and</text></paragraph><paragraph id="H7262868252E6455DBC2346B91EAE5860"><enum>(4)</enum><text>on land managed by the United States Fish and Wildlife Service in each region of the United States Fish and Wildlife Service.</text></paragraph></subsection><subsection id="HC131CEAB086746E38762FCF3C041DBBA"><enum>(b)</enum><header>Development</header><text>In developing an accessible recreation opportunity under subsection (a), the Secretary concerned—</text><paragraph id="HCC73EBC72B9E4AB098D5C67C64D6E585"><enum>(1)</enum><text>may—</text><subparagraph id="H79AF2202CD384F29B074CFBA5BA87DF5"><enum>(A)</enum><text>create a new accessible recreation opportunity; or</text></subparagraph><subparagraph id="HB24601B8BFAD4E4E8F2518260C8139F9"><enum>(B)</enum><text>modify an existing recreation opportunity into an accessible recreation opportunity; and</text></subparagraph></paragraph><paragraph id="HFCB27DAE861545248E935B05B42AD73B"><enum>(2)</enum><text>shall—</text><subparagraph id="HDF0E32CA1ADD416AAA4B7E433F2BC64C"><enum>(A)</enum><text>consult with stakeholders with respect to the feasibility and resources necessary for completing the accessible recreation opportunity;</text></subparagraph><subparagraph id="H3ED919C672EA481E890C60AA24F2C716"><enum>(B)</enum><text display-inline="yes-display-inline">ensure the accessible recreation opportunity complies with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>); and</text></subparagraph><subparagraph id="HC2126C988BE14FA3B4875127B651C194"><enum>(C)</enum><text display-inline="yes-display-inline">to the extent practicable, ensure that outdoor constructed features supporting the accessible recreation opportunity, including trail bridges, parking spaces and restroom facilities, meet the requirements of the Architectural Barriers Act of 1968 and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>).</text></subparagraph></paragraph></subsection><subsection id="HA4E714E9B3BF41D4B5EDC85F35D80F36"><enum>(c)</enum><header>Accessible recreation opportunities</header><text>The accessible recreation opportunities developed under subsection (a) may include improving accessibility or access to—</text><paragraph id="H712715012840454F858C40BD6EA6EA43"><enum>(1)</enum><text>camp shelters, camping facilities, and camping units;</text></paragraph><paragraph id="H17188B21344D4E7B8B795204B9C33AA5"><enum>(2)</enum><text>hunting, fishing, shooting, or archery ranges or locations;</text></paragraph><paragraph id="H04B0E86FF4BC4490A2539C0C3405662C"><enum>(3)</enum><text>snow activities, including skiing and snowboarding;</text></paragraph><paragraph id="H7BF1BDDA09854188881AD9834590E111"><enum>(4)</enum><text>water activities, including kayaking, paddling, canoeing, and boat launch ramps;</text></paragraph><paragraph id="HC3B323C5A75346A395C1E81B05F8B81C"><enum>(5)</enum><text>rock climbing;</text></paragraph><paragraph id="HD5CE573FB1A34FAD9F954B0DFE331991"><enum>(6)</enum><text>biking;</text></paragraph><paragraph id="H852B9B521A704A70A534619D047103F7"><enum>(7)</enum><text>off-highway vehicle recreation;</text></paragraph><paragraph id="H15D76A685C2144D6A6A4481F3A00B93A"><enum>(8)</enum><text>picnic facilities and picnic units;</text></paragraph><paragraph id="HB6EB6525321E42509EA3ABC7ECED117B"><enum>(9)</enum><text>outdoor constructed features; and</text></paragraph><paragraph id="HF5BD454FA8374DDF80EABEF85B5CFD25"><enum>(10)</enum><text>any other new or existing recreation opportunities identified in consultation with stakeholders under subsection (b)(2) and consistent with the applicable land management plan.</text></paragraph></subsection><subsection id="H77015DC5099C4524A6711EFF9DA50FF3"><enum>(d)</enum><header>Completion</header><text>Not later than 7 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders consulted with under subsection (b)(2), shall complete each accessible recreation opportunity developed under subsection (a).</text></subsection><subsection id="HC06755D72017480D8295C0E0A9FC2EFE"><enum>(e)</enum><header>Maps, signage, and promotional materials</header><text>For each accessible recreation opportunity developed under subsection (a), the Secretary concerned shall—</text><paragraph id="HA23DC67BD4AC4513B77C58CC946D9A7F"><enum>(1)</enum><text display-inline="yes-display-inline">publish and distribute maps and install signage, consistent with Architectural Barriers Act accessibility guidelines and section 508 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794d">29 U.S.C. 794d</external-xref>); and</text></paragraph><paragraph id="H8809B9F73B3D4223AAD734BE495365AB"><enum>(2)</enum><text>coordinate with stakeholders to leverage any non-Federal resources necessary for the development, stewardship, completion, or promotion of the accessible trail.</text></paragraph></subsection><subsection id="H1CC981CF97E34AD18E078DDCEC062AB8"><enum>(f)</enum><header>Conflict avoidance with other uses</header><text>In developing each accessible recreation opportunity under subsection (a), the Secretary concerned shall ensure that the accessible recreation opportunity—</text><paragraph id="H8992D54E70454CD68EF0C98F7F465A28"><enum>(1)</enum><text>minimizes conflict with—</text><subparagraph id="HE91BEC4B06D34650890AB7B390714AB4"><enum>(A)</enum><text>the uses in effect before the date of the enactment of this Act with respect to any Federal recreational lands and waters on which the accessible recreation opportunity is located; or</text></subparagraph><subparagraph id="HA78A18FC47EE4DAA9E64EE70D9D1A1D9"><enum>(B)</enum><text>multiple-use areas in existence on the date of the enactment of this Act; and</text></subparagraph></paragraph><paragraph id="HE21A6F4DF7CC4D76892CA80D51BB304C"><enum>(2)</enum><text>complies with all applicable land use and management plans of the Federal recreational lands and waters on which the accessible recreational opportunity is located.</text></paragraph></subsection><subsection id="H8A73EC97B50D4E3CA12E6716B08A336A"><enum>(g)</enum><header>Reports</header><paragraph id="H857D0E5F116C40E2BA5113003FEEF682"><enum>(1)</enum><header>Interim report</header><text display-inline="yes-display-inline">Not later than 3 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders and other interested organizations, shall prepare and publish an interim report that lists the accessible recreation opportunities developed under this section during the previous 3 years.</text></paragraph><paragraph id="H6792C52CF6E2479292547D8A4BFA7071"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 7 years after the date of the enactment of this Act, the Secretary concerned, in coordination with stakeholders and other interested organizations, shall prepare and publish a final report that lists the accessible recreation opportunities developed under this section.</text></paragraph></subsection></section><section id="HAB24EBAF738945D1804539A45EA47F76"><enum>106.</enum><header>Assistive technology</header><text display-inline="no-display-inline">In carrying out this title, the Secretary concerned may enter into partnerships, contracts, or agreements with other Federal, State, Tribal, local, or private entities, including existing outfitting and guiding services, to make assistive technology available on Federal recreational lands and waters.</text></section><section id="H99194B303BDF439F88991B52411BE9F8"><enum>107.</enum><header>Savings clause</header><text display-inline="no-display-inline">Nothing in the title shall be construed to create any conflicting standards with the Architectural Barriers Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>) and section 504 of the Rehabilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>).</text></section></title><title id="H56212C60097F4AF3B3D07064E9D92E91"><enum>II</enum><header>Military and Veterans in Parks</header><section id="HFBD080BD234642B4A429BB47E7751DA4"><enum>201.</enum><header>Promotion of outdoor recreation for military servicemembers and veterans</header><text display-inline="no-display-inline">Not later than 2 years after the date of the enactment of this Act, the Secretary concerned, in coordination with the Secretary of Veterans Affairs and the Secretary of Defense<italic></italic>, shall develop educational and public awareness materials to disseminate to members of the Armed Forces and veterans, including through preseparation counseling of the Transition Assistance Program under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/1142">chapter 1142</external-xref> of title 10, United States Code, on—</text><paragraph id="HC4F08BEFA3794B9DAEB7911C26E80E60"><enum>(1)</enum><text display-inline="yes-display-inline">opportunities for members of the Armed Forces and veterans to access Federal recreational lands and waters free of charge under section 805 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6804">16 U.S.C. 6804</external-xref>), including by prominently displaying signage, to the extent practicable, at Federal recreational lands and waters managed by the National Park Service;</text></paragraph><paragraph id="HC441DE76791345F1B0D8088228F520B4"><enum>(2)</enum><text>the availability and location of accessible trails, including new accessible trails developed and completed under section 104;</text></paragraph><paragraph id="HF488E8B3C3794909BF68EF710E0AAA29"><enum>(3)</enum><text>the availability and location of accessible recreation opportunities, including new accessible recreation opportunities developed and completed under section 105;</text></paragraph><paragraph id="H7571134A5DF64ABEADCD86B9C18BD4CA"><enum>(4)</enum><text>access to, and assistance with, assistive technology;</text></paragraph><paragraph id="H8337615617244858B66E940B4F9F3063"><enum>(5)</enum><text>outdoor-related volunteer and wellness programs;</text></paragraph><paragraph id="H7A54F1E55E334DF9BBF9209715CD1496"><enum>(6)</enum><text>the benefits of outdoor recreation for physical and mental health;</text></paragraph><paragraph id="HB96F83EED8B945338C8DC291D38626DC"><enum>(7)</enum><text>resources to access guided outdoor trips and other outdoor programs connected to the Department of Defense, the Department of Veterans Affairs, the Department of the Interior, or the Department of Agriculture; and</text></paragraph><paragraph id="HFEDE26B469834E579C78C5AC0516EEE2"><enum>(8)</enum><text>programs and jobs focused on continuing national service such as Public Land Corps, AmeriCorps, and conservation corps programs.</text></paragraph></section><section id="HD39737C738584C04828144591FC75A77"><enum>202.</enum><header>Military Veterans Outdoor Recreation Liaisons</header><subsection id="HE96B7166C1604310AC18678F7090E3B8"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretaries and the Secretary of Veterans Affairs shall each establish within their Departments the position of Military Veterans Outdoor Recreation Liaison.</text></subsection><subsection id="H46C8BDF275964819B28B0678AA5C71F2"><enum>(b)</enum><header>Duties</header><text>The Military Veterans Outdoor Recreation Liaison shall—</text><paragraph id="HF89E7BC5A004459C81559680BE51C92A"><enum>(1)</enum><text>coordinate the implementation of this title;</text></paragraph><paragraph id="H629EC96568094DDBA7BCAA91C15BEE28"><enum>(2)</enum><text display-inline="yes-display-inline">implement recommendations identified by the Task Force on Outdoor Recreation for Veterans established under section 203 of the Veterans Comprehensive Prevention, Access to Care, and Treatment Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/214">Public Law 116–214</external-xref>), including recommendations related to—</text><subparagraph id="H2ECF0DB95D7B4BC0B7E7319F67A7A682"><enum>(A)</enum><text>identifying new opportunities to formalize coordination between the Department of Veterans Affairs, Department of Agriculture, Department of the Interior, and partner organizations regarding the use of Federal recreational lands and waters for facilitating health and wellness for veterans;</text></subparagraph><subparagraph id="H29B4AA4F8FAB4CEAB8937BDFFC961359"><enum>(B)</enum><text>addressing identified barriers that exist to providing veterans with opportunities to augment the delivery of services for health and wellness through the use of outdoor recreation on Federal recreational lands and waters; and</text></subparagraph><subparagraph id="H6D47C34A5DBF4BC7941B7EBBA10CEBE5"><enum>(C)</enum><text>facilitating the use of Federal recreational lands and waters for promoting wellness and facilitating the delivery of health care and therapeutic interventions for veterans;</text></subparagraph></paragraph><paragraph id="HEC1EBA399ADD46F18537F660F8DB6BA5"><enum>(3)</enum><text>coordinate with Military Veterans Outdoor Recreation Liaisons at other Federal agencies and veterans organizations; and</text></paragraph><paragraph id="H652FDCB83F0D42779E7107A8B8D710BB"><enum>(4)</enum><text>promote outdoor recreation experiences for veterans on Federal recreational lands and waters through new and innovative approaches.</text></paragraph></subsection></section><section id="H8A4F5D5960A845558983C036E6AF20B8"><enum>203.</enum><header>Partnerships to promote military and veteran recreation</header><subsection id="HC1BEFAED5E7D4B9A8811B1463067271D"><enum>(a)</enum><header>In general</header><text>The Secretary concerned shall seek to enter into partnerships or agreements with State, Tribal, local, or private entities with expertise in outdoor recreation, volunteer, accessibility, and health and wellness programs for members of the Armed Forces or veterans.</text></subsection><subsection id="H24205246BE3F44B8ABCFB06A1EEBF218"><enum>(b)</enum><header>Partnerships</header><text>As part of a partnership or agreement entered into under subsection (a), the Secretary concerned may host events on Federal recreational lands and waters designed to promote outdoor recreation among members of the Armed Forces and veterans.</text></subsection><subsection id="H2E3A5148DF2B44B98CC69BB019654A45"><enum>(c)</enum><header>Financial and technical assistance</header><text>Under a partnership or agreement entered into pursuant to subsection (a), the Secretary concerned may provide financial or technical assistance to the entity with which the respective Secretary concerned has entered into the partnership or agreement to assist with—</text><paragraph id="H8E0A59E431A44BBE95A01742BDDF846F"><enum>(1)</enum><text>the planning, development, and execution of events, activities, or programs designed to promote outdoor recreation for members of the Armed Forces or veterans; or</text></paragraph><paragraph id="HF37979797D0547BDBDBA7D6E0A31FE8A"><enum>(2)</enum><text>the acquisition of assistive technology to facilitate improved outdoor recreation opportunities for members of the Armed Forces or veterans.</text></paragraph></subsection></section><section id="HE714FC24F6784E9F832A4492FB957B2B"><enum>204.</enum><header>National strategy for military and veteran recreation</header><subsection id="HA41EF49FFA854F1F969EC1947D8BADB1" commented="no"><enum>(a)</enum><header>Strategy</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretaries, acting jointly, shall develop and make public a strategy to increase visits to Federal recreational lands and waters by members of the Armed Forces, veterans, and Gold Star Family members.</text></subsection><subsection id="H7F5255E846B042E8B2A7CB914C3A2D45"><enum>(b)</enum><header>Requirements</header><text>A strategy developed under subsection (a)—</text><paragraph id="H44A0F1D8CE0C436282F039AABCDCC35F"><enum>(1)</enum><text>shall—</text><subparagraph id="H2E3A3D0A4B664043A6E461A82B61BD9A"><enum>(A)</enum><text>establish objectives and quantifiable targets for increasing visits to Federal recreational lands and waters by members of the Armed Forces, veterans, and Gold Star Family members;</text></subparagraph><subparagraph id="H5AA4DF62FD4940DB94BE84B68BFA0885"><enum>(B)</enum><text>include an opportunity for public notice and comment;</text></subparagraph><subparagraph id="H1CFC77E2E9B24BE2A9297D29499B430F"><enum>(C)</enum><text>emphasize increased recreation opportunities on Federal recreational lands and waters for members of the Armed Forces, veterans, and Gold Star Family members; and</text></subparagraph><subparagraph id="H419179C2BA0F4DA18C75D6067C6E47BA"><enum>(D)</enum><text>provide the anticipated costs to achieve the objectives and meet the targets established under subparagraph (A); and</text></subparagraph></paragraph><paragraph id="HAFF76C148F1643EEA0A4C1A1F9F071AD"><enum>(2)</enum><text>shall not establish any preference between similar recreation facilitated by noncommercial or commercial entities.</text></paragraph></subsection><subsection id="H60086429091E4DB283CBB94099BF583C"><enum>(c)</enum><header>Update to strategy</header><text>Not later than 5 years after the date of the publication of the strategy required under subsection (a), and every 5 years thereafter, the Secretaries, acting jointly, shall update the strategy and make public the update.</text></subsection></section><section id="HEF256444A69F4816862646F0B3745ED4"><enum>205.</enum><header>Recreation resource advisory committees</header><text display-inline="no-display-inline">Section 804(d) of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6803">16 U.S.C. 6803(d)</external-xref>), is amended—</text><paragraph id="HE4DDF08D6B794C47873266C0DB3E5E47"><enum>(1)</enum><text>in paragraph (5)(A), by striking <quote>11</quote> and inserting <quote>12</quote>; and</text></paragraph><paragraph id="H1391EFD9E1D243028C7D53107CCD0CBB"><enum>(2)</enum><text>in paragraph (5)(D)(ii)—</text><subparagraph id="H2989A95D08C64C7AA495C67AC4E74555"><enum>(A)</enum><text>by striking <quote>Three</quote> and inserting <quote>Four</quote>; and</text></subparagraph><subparagraph id="H1DB5D79450CA41FCA0FF03DDEF3F9D55"><enum>(B)</enum><text>after subclause (III), by inserting the following:</text><quoted-block id="H923679729A8445ECA5BB93C5187544AB" style="OLC" changed="added" reported-display-style="italic" committee-id="HII00"><subclause id="H6BA3C394F9FD4C26AE1A4CFDB7C7290C"><enum>(IV)</enum><text>Veterans organizations, as such term is defined in section 201 of the <short-title>MVP Act</short-title>.</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HE07A7226F8E3495FA93486EEFCF545E4"><enum>(3)</enum><text display-inline="yes-display-inline">in paragraph (8) by striking <quote>Eight</quote> and inserting <quote>Six</quote>. </text></paragraph></section><section id="HC192C7B260DA4D7489E5E0054A7692FD"><enum>206.</enum><header>Career and volunteer opportunities for veterans</header><subsection id="H189165AFDB7648859EAF51DA0608BDD9"><enum>(a)</enum><header>Veteran hiring</header><text>The Secretaries are strongly encouraged to hire veterans in all positions related to the management of Federal recreational lands and waters.</text></subsection><subsection id="HE13CE774E0E547369C3EED37A5AD636B"><enum>(b)</enum><header>Pilot program</header><paragraph id="H2BABAE2197A84D27B948DCD954C26A9B"><enum>(1)</enum><header>Establishment</header><text>The Secretary, in consultation with the Assistant Secretary of Labor for Veterans’ Employment and Training and the Secretary of Veterans Affairs, shall establish a pilot program under which veterans are employed by the Federal Government in positions that relate to the conservation and resource management activities of the Department of the Interior.</text></paragraph><paragraph id="H6E5CDFB542A84D2B93FC847056F3788C"><enum>(2)</enum><header>Positions</header><text>The Secretary shall—</text><subparagraph id="H289FDB27B1DA4922A3F16E02A22BCBD6"><enum>(A)</enum><text>identify vacant positions in the Department of the Interior that are appropriate to fill using the pilot program; and</text></subparagraph><subparagraph id="H9C01E6032C8E45B690383E760FA87CC7"><enum>(B)</enum><text>to the extent practicable, fill such positions using the pilot program.</text></subparagraph></paragraph><paragraph id="H5D796F48EC02415C900BF6EB7CB22DC5"><enum>(3)</enum><header>Application of civil service laws</header><text>A veteran employed under the pilot program shall be treated as an employee as defined by section 2105 of title 5, United States Code.</text></paragraph><paragraph id="H9066D51D722740469188183EC77C8565"><enum>(4)</enum><header>Briefings and report</header><subparagraph id="H4C67058478B84592B364AE7C6E8138AF"><enum>(A)</enum><header>Initial briefing</header><text>Not later than 60 days after the date of the enactment of this Act, the Secretary and the Assistant Secretary of Labor for Veterans’ Employment and Training shall jointly provide to the appropriate congressional committees a briefing on the pilot program under this subsection, which shall include—</text><clause id="HA8BF68B336944DF8A7AFD3BB701C12B2"><enum>(i)</enum><text>a description of how the pilot program will be carried out in a manner to reduce the unemployment of veterans; and</text></clause><clause id="H0D47F79BDDB4461C818C283E767B554E"><enum>(ii)</enum><text>any recommendations for legislative actions to improve the pilot program.</text></clause></subparagraph><subparagraph id="HF82C559FFA204367AC6143B28973B2E3"><enum>(B)</enum><header>Implementation briefing</header><text>Not later than 1 year after the date on which the pilot program under subsection (a) commences, the Secretary and the Assistant Secretary of Labor for Veterans’ Employment and Training shall jointly provide to the appropriate congressional committees a briefing on the implementation of the pilot program.</text></subparagraph><subparagraph id="HA344283D1BB84696AA0E78C7AA2317C5"><enum>(C)</enum><header>Final report</header><text>Not later than 30 days after the date on which the pilot program under subsection (a) terminates under paragraph (5), the Secretary and the Assistant Secretary of Labor for Veterans’ Employment and Training shall jointly submit to the appropriate congressional committees a report on the pilot program that includes the following:</text><clause id="H13FA4770562C4CE8A7CA2D6F7AEA67E7"><enum>(ii)</enum><text>The number of such veterans employed under the pilot program.</text></clause><clause id="H5AFD8EB121514B8694566B98DD9A1452"><enum>(iii)</enum><text>The number of veterans identified in clause (ii) who transitioned to full-time positions with the Federal Government after participating in the pilot program.</text></clause><clause id="HF07E379F5104460AAC045639F0E5C0FD"><enum>(iv)</enum><text>Any other information the Secretary and the Assistant Secretary of Labor for Veterans’ Employment and Training determine appropriate with respect to measuring the effectiveness of the pilot program.</text></clause></subparagraph></paragraph><paragraph id="H63AF950733E543C1A79A2140C07F49FC"><enum>(5)</enum><header>Duration</header><text>The authority to carry out the pilot program under this subsection shall terminate on the date that is 2 years after the date on which the pilot program commences.</text></paragraph></subsection><subsection id="HE742104686B746A0BE766387B3F7C20D"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="H2FB28BDD347243C7BA4EC1CB1160DFBB"><enum>(1)</enum><text>the Committee on Veterans’ Affairs and the Committee on Natural Resources of the House of Representatives; and</text></paragraph><paragraph id="H6F0AA65791BB46B7B4D9E09265F1F46F"><enum>(2)</enum><text>the Committee on Veterans’ Affairs and the Committee on Energy and Natural Resources of the Senate.</text></paragraph></subsection><subsection id="HC65FB7071FFC47D3BCA9F53D8EC98E14"><enum>(d)</enum><header>Outdoor recreation program attendance</header><text>Each Secretary of a military department is encouraged to allow members of the Armed Forces on active duty status to participate in programs related to
