Such notification shall include an explanation regarding any such increase or decrease. The scope or size of a project shall not increase or decrease by more than 10 percent unless an amended prospectus is submitted and approved pursuant to this section.</quote></text></section><section id="HA02D8B19E43B4E6B9DE7EE6321FC946D"><enum>3.</enum><header>Public safety at Federal buildings</header><subsection id="H436476BDD1DA4991B267D157F74DC9A2"><enum>(a)</enum><header>Data collection</header><text display-inline="yes-display-inline">The Administrator of General Services shall collect data from tenant Federal agencies reports of any safety incidents as a result of criminal or other activity impacting public safety in and around public buildings, as defined in section 3301 of title 40, United States Code.</text></subsection><subsection id="H6FCBFF4020274D9D99BC81FAE8A4FAD3"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report that—</text><paragraph id="HC502A7180521415F87A834B91FC331F5"><enum>(1)</enum><text>contains the data collected under subsection (a); and</text></paragraph><paragraph id="H4E0E47E7AFA448E488C7062FCC70857B"><enum>(2)</enum><text>describes any actions taken or planned, if necessary, to improve building management and operations to address such incidents.</text></paragraph></subsection></section><section id="HCA22F87D34CB4346853CAB4321B08283"><enum>4.</enum><header>Reducing waste in new projects</header><text display-inline="no-display-inline">Section 3307(b) of title 40, United States Code, is amended—</text><paragraph id="H6AC84D3B57A24C359F4C9A73E98295F8"><enum>(1)</enum><text>in paragraph (7) by striking <quote>and</quote> at the end; </text></paragraph><paragraph id="H065C25A55BD94AA48009AD25E11EB829"><enum>(2)</enum><text>in paragraph (8) by striking the period at the end and inserting a semicolon; and </text></paragraph><paragraph id="H0FCA0452C06140F39172A1112DC04014"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block id="H721E3153238F406290E91CBB596A0EAF" changed="added" reported-display-style="italic" committee-id="HPW00"><paragraph id="H37D7DAB163144A70913D6A7645A38A15"><enum>(9)</enum><text>information on any space occupied by the relevant agency in the geographical area of the proposed facility, including uses, utilization rates, any proposed consolidations, and, if not proposed to be consolidated, a justification for such determination;</text></paragraph><paragraph id="HF8594484DEAA4F7688AC3DA779182169"><enum>(10)</enum><text>a statement by the Administrator of whether the public building needs of the Government for the proposed space to be leased were formerly met by a federally owned building, including any building identified for disposal or sale; and</text></paragraph><paragraph id="H642337EE5CCE4A0184A3ECC439F9B59A"><enum>(11)</enum><text>details on actual utilization rates, including number of personnel assigned to the facility, number of personnel expected to work in-person at the facility and whether all personnel identified reflect filled and authorized positions.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HD4FE671905184ADE8F4BF742D6D31931"><enum>5.</enum><header>Review of special use space</header><subsection id="H035EB268C64C460D85CF65CFE1C97DF5"><enum>(a)</enum><header>Review</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall review the use of special use spaces in Federal buildings, including conference centers, fitness centers, and similar spaces to determine levels of utilization, opportunities for sharing, collocating, and other efficiencies.</text></subsection><subsection id="H448FB49F1F1B43C7AE987C8471D1D159"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report containing the review under subsection (a).</text></subsection></section><section id="H1511BE3292FB45DC970B09C43D15FDD4"><enum>6.</enum><header>Interagency space coordination</header><subsection id="H6A6ACC1B6E684EDA8EC1E65E409C1720"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/33">Chapter 33</external-xref> of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HBE7B973091F74EA2B447AB628EF7569F" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HPW00"><section id="H4CB517C8601D43398C564556B7BC6227"><enum>3319.</enum><header>Interagency space coordination</header><text display-inline="no-display-inline">Unless a Federal agency specifically restricts the sharing of the information described in this section for national security purposes, the Administrator of General Services shall share with tenant Federal agencies pursuing new or replacement office space information on any other Federal agencies located in the same geographical area for purposes of determining opportunities for consolidations, collocations, or other space sharing to reduce the costs of space and maximize space utilization.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H7E43479BD5894581A001E368BC3A2EC1"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/33">chapter 33</external-xref> of title 40, United States Code, is amended by adding at the end the following: </text><quoted-block style="USC" id="H3E4DB0E64C384DDBA23BA7127C635365" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HPW00"><toc regeneration="no-regeneration" changed="added" reported-display-style="italic" committee-id="HPW00"><toc-entry level="section">3319. Interagency space coordination.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HBB1CD96D817F4B33915573C87DA52C4E"><enum>7.</enum><header>Notification of milestones</header><text display-inline="no-display-inline">Section 3307 of title 40, United States Code, is amended by adding at the end the following: </text><quoted-block style="USC" id="H01754A5AD7534AEDAFBAF9132759D045" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HPW00"><subsection id="H1A6538132D7A46459A93A5E1A4311BC9"><enum>(i)</enum><header>Notification required</header><text display-inline="yes-display-inline">For each project approved under this section, the Administrator shall notify, in writing, the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate of any project milestones that are accomplished, including—</text><paragraph id="HBC41559A75E247EB9A709B40F8A1303A"><enum>(1)</enum><text>the solicitation and award of design and construction services;</text></paragraph><paragraph id="H22E429BB16194D3C8A9AACF0A7EA2EE3"><enum>(2)</enum><text>the completion of any actions required for such project pursuant to the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>);</text></paragraph><paragraph id="HD07B2A5743A549A5AFB4E49DB12357F9"><enum>(3)</enum><text>any ceremonies for the beginning or completion of such project;</text></paragraph><paragraph id="HC987A38E453046208F64006EA9BAB783"><enum>(4)</enum><text>a naming ceremony for such project; and</text></paragraph><paragraph id="H6F769E5CD28E484F9CE5588821AD596B"><enum>(5)</enum><text>the completion of such project.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><endorsement display="yes"><action-date date="20240306">March 6, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
