R. 5509</legis-num><associated-doc role="report" display="yes">[Report No. 118–682]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230914">September 14, 2023</action-date><action-desc><sponsor name-id="P000618">Ms. Porter</sponsor> (for herself and <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc>Additional sponsors: <cosponsor name-id="D000032">Mr. Donalds</cosponsor>, <cosponsor name-id="P000619">Mrs. Peltola</cosponsor>, <cosponsor name-id="M001221">Mr. Molinaro</cosponsor>, and <cosponsor name-id="C001117">Mr. Casten</cosponsor></action-desc></action><action display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on September 14, 2023</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To modernize permitting systems at the Department of the Interior, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HII00" reported-display-style="italic" id="HAB62D8C092A94883A208A49E2380BFA2"><section id="H233527CB550A486FABD843928A9A6472" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Electronic Permitting Modernization Act</short-title></quote>. </text></section><section id="HC7430D577E5E4133B84D56113A57CDDE"><enum>2.</enum><header>Department of the Interior permit accessibility</header><text display-inline="no-display-inline">In order to improve the overall economy, efficiency, and management of operations and activities of the Department of the Interior (referred to in this section as the <quote>Department</quote>), reduce paperwork, and provide high-quality services and access to the public, the Secretary of the Interior shall, to the extent practicable—</text><paragraph id="H6C6BB2B15F5341039663E9C1108DDA47"><enum>(1)</enum><text>design and deliver modernized electronic permitting systems to accept, process, and record applications (including plan submissions, payment activity, and other related correspondence) for permits, forms, and other paperwork required for activities regulated by the Department;</text></paragraph><paragraph id="HA7F867E9715348A2A838B4E4376FEBD9"><enum>(2)</enum><text> provide a centralized electronic permitting system online repository, available to the public on the Department’s website, that includes—</text><subparagraph id="H66895C7F79D64D40B0DDAABCCA02B8F2"><enum>(A)</enum><text>hyperlinks to facilitate navigation to all Department electronic permitting systems; and</text></subparagraph><subparagraph id="H43F8160A558B4012BE4D32706403C6D7"><enum>(B)</enum><text>with respect to permits, the contact information for the appropriate Department employees providing assistance to State, Tribal, and local governments; and</text></subparagraph></paragraph><paragraph id="H0ECCFECB60CE43A6828F67683823264E"><enum>(3)</enum><text display-inline="yes-display-inline">provide to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate periodic updates on the implementation of paragraphs (1) and (2).</text></paragraph></section><section id="H1C93EA6F8ECA42D682CB05A97685A825"><enum>3.</enum><header>Conforming amendment to ensure consistency with the Fiscal Responsibility Act of 2023</header><text display-inline="no-display-inline"> In developing the permitting systems required under section 2 of this Act, the Secretary of the Interior shall ensure that the Department’s electronic permitting systems are consistent with the priorities identified in section 110 of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4336d">42 U.S.C. 4336d</external-xref>) with respect to any permit that requires review under that Act. </text></section></legis-body><endorsement display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
