R. 4688</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231205">December 5, 2023</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSEV00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Environment and Public Works</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20240522">May 22, 2024</action-date><action-desc>Reported by <sponsor name-id="S277">Mr. Carper</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>AN ACT</legis-type><official-title display="yes">To direct the Administrator of General Services to sell the property known as the Webster School.</official-title></form><legis-body id="HE09BA96D19A84FA9A9B53044DFD6E73C" style="OLC"><section id="HAEC18748789E4DB3ACE36A3BD6DC88E2" section-type="section-one" changed="deleted" reported-display-style="strikethrough" committee-id="SSEV00"><enum>1.</enum><header>Sale of Webster School</header><subsection id="HA2B85374870B4F7DB9487C7FB568E799"><enum>(a)</enum><header>Sale</header><text display-inline="yes-display-inline">Not later than December 31, 2025, the Administrator of General Services shall sell the property described in subsection (b) at fair market value and at highest and best use.</text></subsection><subsection id="H4F51ACE47E904322893883CB93B9BEB9"><enum>(b)</enum><header>Property described</header><text display-inline="yes-display-inline">The property described in this subsection is property located in the District of Columbia generally consisting of Lot 822 of Square 375 at 940 H Street Northwest in Washington, District of Columbia, including the building known as the Webster School, subject to survey and as determined by the Administrator of General Services.</text></subsection><subsection id="H050073D6E0CE4E339307429FBB3B0023"><enum>(c)</enum><header>Treatment of net proceeds; future appropriation</header><text display-inline="yes-display-inline">Any net proceeds received from the sale under this section shall be paid into an account in the Federal Buildings Fund established under section 592 of title 40, United States Code. Upon deposit, the net proceeds from the sale may be expended only subject to a specific future appropriation.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="id1d77b754-c87e-46a0-8f71-ad5687cd89f5" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSEV00"><enum>1.</enum><header>Sale of Webster School</header><subsection id="idd37a26cb-1cdc-4c16-a2ce-161dda343cf5" commented="no"><enum>(a)</enum><header>Sale</header><text display-inline="yes-display-inline">Not later than December 31, 2025, the Administrator of General Services (referred to in this section as the <term>Administrator</term>) shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idb71c3f2268814a3598033c4245ffb7fd"><enum>(1)</enum><text>dispose of the property described in subsection (b) pursuant to subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/5">chapter 5</external-xref> of title 40, United States Code; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id82f27e60fbfa4fc3a8cbe96f27fc219a"><enum>(2)</enum><text display-inline="yes-display-inline">if a disposal pursuant to paragraph (1) is not feasible, in the determination of the Administrator, sell the property described in that subsection at fair market value and for the highest and best use.</text></paragraph></subsection><subsection id="id47282547-4a56-4f17-8fed-39a66aaac87f"><enum>(b)</enum><header>Property described</header><text display-inline="yes-display-inline">The property referred to in subsection (a) is the property generally consisting of Lot 822 of Square 375 at 940 H Street Northwest in Washington, District of Columbia, including the building known as the Webster School, subject to a survey, as determined appropriate by the Administrator.</text></subsection><subsection id="id8e474abc-e231-4408-b74d-99b845b7a97b" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header>Treatment of net proceeds; future appropriation</header><paragraph commented="no" display-inline="no-display-inline" id="id65cd977b8d0242b89651ff5b4b8dd657"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Any net proceeds received from the disposal or sale under this section shall be deposited into an account in the Federal Buildings Fund established by section 592(a) of title 40, United States Code (referred to in this subsection as the <term>Fund</term>). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idae5838d6f0c54495a53a09957a93b883"><enum>(2)</enum><header>Future appropriation</header><text display-inline="yes-display-inline">On deposit of net proceeds into the Fund under paragraph (1), those net proceeds may only be expended pursuant to a specific future appropriation.</text></paragraph></subsection></section></legis-body><endorsement><action-date date="20240522">May 22, 2024</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
