to reauthorize and improve the National Breast and Cervical Cancer Early Detection Program for fiscal years 2024 through 2028, and for other display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Screening for Communities to Receive Early and Equitable Needed Services for Cancer Act of 2024</short-title></quote> or the <quote><short-title>SCREENS for Cancer Act of 2024</short-title></quote>.</text></section><section id="H218C6F9CAA564A3A873A45551418A756"><enum>2.</enum><header>National breast and cervical cancer early detection program</header><subsection id="HB65309F5B9AA4A3086C7BE3BD80142F5"><enum>(a)</enum><header>Program of grants to States</header><text display-inline="yes-display-inline">Section 1501 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300k">42 U.S.C. 300k</external-xref>) is amended—</text><paragraph id="H7E75E1AC40BB4C23B51A27ADEF60CD1B"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H447DDDD11B714EFF9C8912BD2F30DA67"><enum>(A)</enum><text>in paragraph (2), by striking <quote>the provision of appropriate follow-up services and support services such as case management</quote> and inserting <quote>that appropriate follow-up services are provided</quote>;</text></subparagraph><subparagraph id="H86E2045D717A4FE3967200E22DA46937"><enum>(B)</enum><text>in paragraph (3), by striking <quote>programs for the detection and control</quote> and inserting <quote>for the prevention, detection, and control</quote>;</text></subparagraph><subparagraph id="H30DBFA6421C444B5930728D271F8ECA3"><enum>(C)</enum><text>in paragraph (4), by striking <quote>the detection and control</quote> and inserting <quote>the prevention, detection, and control</quote>;</text></subparagraph><subparagraph id="H9B8A50889BD44DE5AAD1A2FC084526D7"><enum>(D)</enum><text>in paragraph (5)—</text><clause id="HB680C9F52DDD409288989640C41FBC0E"><enum>(i)</enum><text>by striking <quote>monitor</quote> and inserting <quote>ensure</quote>; and</text></clause><clause id="H9EB3FB12F8B045D6AC68429420A6E03E"><enum>(ii)</enum><text>by striking <quote>; and</quote> and inserting a semicolon;</text></clause></subparagraph><subparagraph id="HB265BB4C1D244EB4ACD23A58F21E70C9"><enum>(E)</enum><text>by redesignating paragraph (6) as paragraph (9);</text></subparagraph><subparagraph id="HBC727628B3F64122879622713F141ECE"><enum>(F)</enum><text>by inserting after paragraph (5), the following:</text><quoted-block id="H4FC9D21EB64C4A6ABB0D7E2687C84456" style="OLC" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H328680CD1E6D48A6B494C08E366E27B4"><enum>(6)</enum><text>to enhance appropriate support activities to increase breast and cervical cancer screening, such as—</text><subparagraph id="HAF4CADBE073940BB84435178FF9D7438"><enum>(A)</enum><text>patient navigation;</text></subparagraph><subparagraph id="HB9D2D0B359164A9BA279DFBE99BBF34A"><enum>(B)</enum><text>implementation of evidence-based or evidence-informed strategies proven to increase breast and cervical cancer screening in health care settings; and</text></subparagraph><subparagraph id="H1BB01A069C724832A2BB23065865D1AA"><enum>(C)</enum><text>facilitating access to health care settings that provide breast and cervical cancer screenings;</text></subparagraph></paragraph><paragraph id="H41720AA01DA049A68F07CB0E4252AEF9"><enum>(7)</enum><text>to reduce disparities in incidents of and deaths due to breast and cervical cancer in populations with higher than average rates;</text></paragraph><paragraph id="H2FB212106EE64450ACD680DFD33F9B43"><enum>(8)</enum><text display-inline="yes-display-inline">to improve access to breast and cervical cancer screening and diagnostic services and reduce related barriers, including factors that relate to negative health outcomes; and</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HE7AAE39AAA2B4560A7A82EF0F846FE74"><enum>(G)</enum><text>in paragraph (9), as so redesignated, by striking <quote>through (5)</quote> and inserting <quote>through (8)</quote>; and</text></subparagraph></paragraph><paragraph id="H37B71F8020C94FA0814D0C9536CFCDA5"><enum>(2)</enum><text>by striking subsection (d).</text></paragraph></subsection><subsection id="H897B4AE4CC384ED58C21F0C60549ED7D"><enum>(b)</enum><header>Requirements with respect to type and quality of services</header><text>Section 1503 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300m">42 U.S.C. 300m</external-xref>) is amended—</text><paragraph id="HC789B03EC9744E7BBA65E7DF45EBA71C"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H9E8B65C9BAC543E192CF0EC037C96F7D"><enum>(A)</enum><text>in paragraph (1), by striking <quote>that, initially</quote> and all that follows through the semicolon and inserting <quote>that appropriate breast and cervical cancer screening and diagnostic services are provided based on national recommendations; and</quote>;</text></subparagraph><subparagraph id="H04E4BE5CA23D4483A1424282BD23E016"><enum>(B)</enum><text>by striking paragraphs (2) and (4);</text></subparagraph><subparagraph id="HE840358E99DA44638F3525CF3619098A"><enum>(C)</enum><text>by redesignating paragraph (3) as paragraph (2); and</text></subparagraph><subparagraph id="H9E402A6BD65D461B9A0B69EDDDE6FEB8"><enum>(D)</enum><text>in paragraph (2), as so redesignated, by striking <quote>; and</quote> and inserting a period; and</text></subparagraph></paragraph><paragraph id="H7FF23816C6EA40519D020115ABBC9791"><enum>(2)</enum><text>by striking subsection (d).</text></paragraph></subsection><subsection id="HF8538951FCDB4550BEB5BF70EC3AEFAE"><enum>(c)</enum><header>Reports to Congress</header><text>Section 1508(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300n-4">42 U.S.C. 300n–4(b)</external-xref>) is amended—</text><paragraph id="H138962BC7B60480786F66BAF3F04B829"><enum>(1)</enum><text>in the heading, by striking <quote><header-in-text level="subsection" style="OLC">Report</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Reports</header-in-text></quote>; </text></paragraph><paragraph id="HE9A590BB85DA42AFA90BB270B54CCD7A"><enum>(2)</enum><text>by striking <quote>1 year after the date of the enactment of the National Breast and Cervical Cancer Early Detection Program Reauthorization of 2007, and annually thereafter,</quote> and inserting <quote>2 years after the date of enactment of the <short-title>SCREENS for Cancer Act of 2024</short-title>, and every 5 years thereafter,</quote>;</text></paragraph><paragraph id="H93E329D18D7D42D1832AD736A038AFB6"><enum>(3)</enum><text>by striking <quote>Labor and Human Resources</quote> and inserting <quote>Health, Education, Labor, and Pensions</quote>; and</text></paragraph><paragraph id="HA6F28858654B401D9F596A5AFCA9957E"><enum>(4)</enum><text>by striking <quote>preceding fiscal year</quote> and inserting <quote>preceding 2 fiscal years in the case of the first report after the date of enactment of the <short-title>SCREENS for Cancer Act of 2024</short-title>, and preceding 5 fiscal years for each report thereafter,</quote>.</text></paragraph></subsection><subsection id="HD023AA8E0F4B4298A3B94AF9A46E29A7"><enum>(d)</enum><header>Authorization of appropriations</header><text>Section 1510(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300n-5">42 U.S.C. 300n–5(a)</external-xref>) is amended—</text><paragraph id="H6758CA9D5F8A43FC9A45DCF318014F4F"><enum>(1)</enum><text>by striking <quote>and</quote> after <quote>2011,</quote>; and</text></paragraph><paragraph id="HDDC87B1D7956470E96C63ED8DB98F3E4"><enum>(2)</enum><text>by inserting <quote>, and $275,000,000 for each of fiscal years 2025 through 2029</quote> before the period at the
