R. 3317</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240522">May 22, 2024</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend title 49, United States Code, to remove the lifetime exemption from the prohibition on procurement of rolling stock from certain vehicle manufacturers for parties to executed contracts.</official-title></form><legis-body id="H02341EC826A346938D3D5EF00FE5322F" style="OLC"><pagebreak></pagebreak><section id="HE8EC5E50E5C64C60A3A4399FA02DC5E3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rolling Stock Protection Act</short-title></quote>.</text></section><section id="H4BB3ABD6090447CCA1FFAB094D8849A4" section-type="subsequent-section"><enum>2.</enum><header>Removal of lifetime exemption from prohibition on procurement of rolling stock for parties to executed contracts</header><text display-inline="no-display-inline">Section 5323(u)(5) of title 49, United State Code, is amended—</text><paragraph id="HFF01575119F94143BF061252913AA43B"><enum>(1)</enum><text>in subparagraph (B) by striking <quote>Except as provided in subparagraph (C) and for a contract or subcontract that is not described in subparagraph (A)</quote> and inserting <quote>Except as provided in subparagraph (B)</quote>;</text></paragraph><paragraph id="H48C6D5B111BC4658AB86821038568DBB"><enum>(2)</enum><text>in subparagraph (C) by striking <quote>Subparagraph (B)</quote> and inserting <quote>Subparagraph (A)</quote>; </text></paragraph><paragraph id="H29FBD467FB4847F984DA7C63A3340C2B"><enum>(3)</enum><text>by striking subparagraph (A); and</text></paragraph><paragraph id="HDCFF7B9FCA904165ADAB7DAD715B2156"><enum>(4)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) and (C) as subparagraphs (A) and (B), respectively.</text></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20240521" chamber="House">Passed the House of Representatives May 21, 2024.</attestation-date><attestor display="yes">Kevin F.
