R. 3277</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240306">March 6, 2024</action-date><action-desc>Received</action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the Department of Energy Organization Act with respect to functions assigned to Assistant Secretaries, and for other purposes.</official-title></form><legis-body id="H39585E23ABCD4CE6AD6DDD5FAD8C7F3C" style="OLC"><pagebreak></pagebreak><section id="H0897E99D5C864C69AEE5C019D60EB440" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Emergency Leadership Act</short-title></quote>.</text></section><section id="H220F435B36C942CBB3D8E0DC33A6B386"><enum>2.</enum><header>Functions assigned to Assistant Secretaries</header><subsection id="HFDB578331E52489EBB7B289D8EFCA323"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (a) of section 203 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7133">42 U.S.C. 7133(a)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H77BFF389BA974C51A24EE910CBC76683" style="OLC"><paragraph id="HDB565B0D88FB4C91AA0619C4352B6217"><enum>(12)</enum><text display-inline="yes-display-inline">Energy emergency and energy security functions, including—</text><subparagraph id="H9FD10417F6A94B8D8FD717897F18DBAC"><enum>(A)</enum><text>responsibilities with respect to infrastructure, cybersecurity, emerging threats, supply, and emergency planning, coordination, response, and restoration; and</text></subparagraph><subparagraph id="H81BC9FFE0E274D17B6FEFC696B2959E3"><enum>(B)</enum><text display-inline="yes-display-inline">upon request of a State, local, or tribal government or energy sector entity, and in consultation with other Federal agencies as appropriate, provision of technical assistance, support, and response capabilities with respect to energy security threats, risks, and inci-<pagebreak></pagebreak> dents.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HABF28E4D7967466C9805E821B1681CAC"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Secretary of Energy shall ensure that the functions of the Secretary described in section 203(a)(12) of the Department of Energy Organization Act (as added by this Act) are performed in coordination with relevant Federal agencies.</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20240305" chamber="House">Passed the House of Representatives March 5, 2024.</attestation-date><attestor display="yes">Kevin F.
