Development and Regulatory Improvement Act of 1994 to require the Director of the Community Development Financial Institutions Fund to testify on an annual basis before the Financial Services Committee of the House of Representatives and the Banking, Housing, and Urban Affairs Committee of the Senate.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HBA00" reported-display-style="italic" id="HCAD43A19D95648EE832D982E9B9FEA09"><section id="HD7C3736D1F494A6ABC17A8603C2C2B72" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CDFI Fund Transparency Act</short-title></quote>.</text></section><section id="H710D4C9317E64D91B352E7AFCDABFA36"><enum>2.</enum><header>Requirement to testify annually</header><text display-inline="no-display-inline">Section 104(b) of the Riegle Community Development and Regulatory Improvement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/12/4703">12 U.S.C. 4703(b)</external-xref>) is amended by adding to the end the following:</text><quoted-block style="OLC" id="HA60F794BC2464C0586EEC970C38E3202" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><paragraph id="H934093E7E3B6419FA6E1C14D381296A9"><enum>(5)</enum><header>Annual testimony</header><text display-inline="yes-display-inline">The Secretary of the Treasury (or a designee of the Secretary) shall, at the discretion of the Chair of the Financial Services Committee of the House of Representatives and the Chair of the Banking, Housing, and Urban Affairs Committee of the Senate, annually testify before such committees (or a subcommittee of such committees) regarding—</text><subparagraph id="HF1159DFA58CA4F89920BF82091B41261"><enum>(A)</enum><text>the operations of the Fund during the previous year;</text></subparagraph><subparagraph id="HF358C6316B514E02B6442E35AED104DB"><enum>(B)</enum><text display-inline="yes-display-inline">steps the Secretary and the Fund are taking to support the work of community development financial institutions participating in the State Small Business Credit Initiative;</text></subparagraph><subparagraph id="H25E5EBE7D79D40E6BC3396D0698C98DF"><enum>(C)</enum><text display-inline="yes-display-inline">steps the Secretary and the Fund are taking to support community development financial institutions, including those that are minority depository institutions, through the financial agent mentor-protégé program;</text></subparagraph><subparagraph id="H79963906C1094D468EB2748B5BB4502C"><enum>(D)</enum><text display-inline="yes-display-inline">how community development financial institutions, including minority depository institutions, that received amounts provided in the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 have used and are using such amounts; and</text></subparagraph><subparagraph id="H33455CA3166B407696F515E38B689FB8"><enum>(E)</enum><text>any steps the Secretary and the Fund are taking to—</text><clause id="H09223E753E1047CDB5E835EBBA41B843"><enum>(i)</enum><text>support minority lending institutions, including minority depository institutions, through coordination with prudential regulators to promote and preserve minority depository institutions pursuant to section 308 of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989;</text></clause><clause id="HEAB9AC93DFDC4DF087555B00E603E9DC"><enum>(ii)</enum><text>address technology challenges facing community development financial institutions, including those that are minority depository institutions;</text></clause><clause id="H32C110DA8FDC4A4D898A73C89C427342"><enum>(iii)</enum><text>incentivize community development financial institutions to provide start-up capital for young entrepreneurs;</text></clause><clause id="H00D564A3A1C04D178E153CBC04980F9D"><enum>(iv)</enum><text>raise public awareness about community development financial institutions and minority depository institutions, including providing a searchable map with institution locations; </text></clause><clause id="H1E242DC1B16A4FD3B07C72E519E4240C"><enum>(v)</enum><text>coordinate with regulators to ensure certification and reporting requirements are appropriately streamlined for community development financial institutions; and</text></clause><clause id="H32FAA43096CC4A88BDE470D304BE480A"><enum>(vi)</enum><text>explore securitization options that might help expand the reach of community development financial institutions.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><endorsement display="yes"><action-date date="20240830">August
