<section id="H916A6A7B6C78478896D662E0CB38840E" section-type="section-one"><enum>1.</enum><header>Plum Island special resource study</header> 
<subsection id="H49A3C0AC28E74915B084CE2107CFFD97"><enum>(a)</enum><header>In general</header><text>The Secretary shall conduct a special resource study of the study area.</text></subsection> <subsection id="H50F5A75CD2734248B8501FB7FB51CC25"><enum>(b)</enum><header>Contents</header><text>In conducting the study under subsection (a), the Secretary shall—</text> 
<paragraph id="HFA1B5F5082074AA4A3257BF0F9F0F34A"><enum>(1)</enum><text>evaluate the national significance of the study area;</text></paragraph> <paragraph id="H469A5D7D70B94589AA5F4EFFA0B69A92"><enum>(2)</enum><text>determine the suitability and feasibility of designating the study area as a unit administered by the Department of the Interior;</text></paragraph> 
<paragraph id="H51C4DDC1847742EB9A95F2996A03DCC7"><enum>(3)</enum><text>consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local governmental entities, or private and nonprofit organizations;</text></paragraph> <paragraph id="HC4B3CDA0790744E19138CA6138B3BBF7"><enum>(4)</enum><text>consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and</text></paragraph> 
<paragraph id="H76AD26FC46794A8381AD6070F052A17D"><enum>(5)</enum><text>identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives considered.</text></paragraph></subsection> <subsection id="H69D2F20F4B7F4852B10C73DC6F3E0C23"><enum>(c)</enum><header>Applicable law</header><text>The study required under subsection (a) shall be conducted in accordance with section 100507 of title 54, United States Code.</text></subsection> 
<subsection id="H7E2CA807E5364C5293E5A7B5FF7879EE"><enum>(d)</enum><header>Report</header><text>Not later than 3 years after the date on which funds are first made available to carry out the study under subsection (a), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes—</text> <paragraph id="HE75228E2767240AE9CB1CA8182E6B847"><enum>(1)</enum><text>the findings and conclusions of the study; and</text></paragraph> 
<paragraph id="H937677B2D9434608B3EDAE84B8CBAC07"><enum>(2)</enum><text>any recommendations of the Secretary.</text></paragraph></subsection> <subsection id="H2EBDFE1611EB4DC3A5FC91FD1FA95F72"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H81298DC4D1B9441387E24BD6676124FA"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph> <paragraph id="H2DC127CE6A634F01815319359FF15ED8"><enum>(2)</enum><header>Study area</header><text>The term <term>study area</term> means the Federal property commonly known as <quote>Plum Island</quote> in the State of New York, including—</text> 
<subparagraph id="H90A1793861044A9CBC888F11F102CEF3"><enum>(A)</enum><text>the Orient Point facility; and</text></subparagraph> <subparagraph id="H07F4EF67000B4099A3476B8C0B3AB34C"><enum>(B)</enum><text>all real and personal property and transportation assets that support—</text> 
<clause id="HC2674E5BC2C8435B9AA97A9C72428045"><enum>(i)</enum><text>Plum Island operations; and</text></clause> <clause id="HD7DF8C8EFD7E49AAB0B13751DF2A4AD2"><enum>(ii)</enum><text>access to Plum Island.</text></clause></subparagraph></paragraph></subsection></section>
