<section id="H6B867322BBB846EB9711E811EFDA03E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Intelligent Transportation Integration Act</short-title></quote>.</text></section> <section id="H9D994109881B473E8CC7ABA32B0A0810" section-type="subsequent-section" display-inline="no-display-inline"><enum>2.</enum><header>Third-party data integration program</header> <subsection id="H5BE4BE6A72994202B9A94A346288B2FF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after enactment of this Act, the Secretary of Transportation shall implement a program (in this section referred to as the <quote>program</quote>) to leverage anonymized data from third-party entities to improve transportation management capabilities and efficiency on Federal-aid highways.</text></subsection> 
<subsection id="H1B476E579E6B4805BD91119580178863"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">The Secretary shall enable the use of anonymized data derived from third-party entities—</text> <paragraph id="H2C89F33ECC0F4F139850763695E68674"><enum>(1)</enum><text>to inform infrastructure planning decisions relating to—</text> 
<subparagraph id="H6437847FDA6B4E41ABD8191C7EABEAE8"><enum>(A)</enum><text>reducing congestion;</text></subparagraph> <subparagraph id="H98E5B444CE8044A3992DC40969B1447F"><enum>(B)</enum><text>decreasing miles traveled;</text></subparagraph> 
<subparagraph id="H0DF4F0C577D34349AA7C49D65099B9BA"><enum>(C)</enum><text>increasing safety;</text></subparagraph> <subparagraph id="H4E57AA7F2CD24E83899A1E9A639F22CB"><enum>(D)</enum><text>improving freight efficiency;</text></subparagraph> 
<subparagraph id="HBF1517C36EDD4F2EA7F4D4A80259E42C"><enum>(E)</enum><text>reducing wait times at freight facilities; and </text></subparagraph> <subparagraph id="H3CD4AC2D46724C2E8E1D7F0AE544BC3F"><enum>(F)</enum><text>enhancing environmental conditions;</text></subparagraph></paragraph> 
<paragraph id="H25B3E6EE452B4660B3570CB474B9D0EE"><enum>(2)</enum><text>to facilitate integrated traffic management systems that leverage real-time data to provide dynamic and efficient traffic flow management for the purposes of—</text> <subparagraph id="HB8DB215ADB8A40E8A4A4095201800099" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">adjusting traffic light cycle times to optimize traffic management and decrease congestion;</text></subparagraph> 
<subparagraph id="H7F6A6AB3BEE848A7B80BB42FA1ABAB94"><enum>(B)</enum><text display-inline="yes-display-inline">expanding or contracting lane capacity to meet traffic demand;</text></subparagraph> <subparagraph id="HA158E8BDC5F04A4688EB4BB739FC979B"><enum>(C)</enum><text display-inline="yes-display-inline">enhancing traveler notification of service conditions; </text></subparagraph> 
<subparagraph id="HA990E01EEC4845249A046E67CC9883F0"><enum>(D)</enum><text display-inline="yes-display-inline">prioritizing high-priority vehicles such as emergency response and law enforcement within the transportation system; and</text></subparagraph> <subparagraph id="H9035DF6A12604E37832B13A7F7993376"><enum>(E)</enum><text display-inline="yes-display-inline">responding to severe weather events or conducting emergency evacuations; and</text></subparagraph></paragraph> 
<paragraph id="HB251088839844F9AAADDF85D918A91AD"><enum>(3)</enum><text display-inline="yes-display-inline">for any other purpose the Secretary determines is necessary to improve transportation management capabilities and efficiency on Federal-aid highways and other assets on the nation’s transportation system.</text></paragraph></subsection> <subsection id="H6C75E32834B04CCDBE8332B4E38B3B1B"><enum>(c)</enum><header>Partnership; consultation</header> <paragraph id="HD7D46D627611442EAC45FB028262ED7C"><enum>(1)</enum><header>In general</header><text>The Secretary is authorized to enter into agreements with public and private sector entities to accomplish the purposes described in subsection (b).</text></paragraph> 
<paragraph id="H5C8A86902BD84453B86B3F42BFA229EC"><enum>(2)</enum><header>Requirements</header><text>Any agreement entered into under paragraph (1) between the Secretary and a data provider shall—</text> <subparagraph id="H2A50E7FEDA2A46A4BC8E5D305F5463A3"><enum>(A)</enum><text>be disclosed to the public; and</text></subparagraph> 
<subparagraph id="HCBFB28AD1C0742879DB79233E1271BD5"><enum>(B)</enum><text display-inline="yes-display-inline">include provisions that require the use of data protections for consumer privacy.</text></subparagraph></paragraph> <paragraph id="H50CA599F48D240AFBB70744823875105"><enum>(3)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out the program, the Secretary shall consult with at least 1 organization that supports the development of intelligent transportation systems in the public and private sectors.</text></paragraph></subsection> 
<subsection id="H114B4CC5A2144789B138BC599C8F80F3"><enum>(d)</enum><header>Data privacy and accuracy</header><text>In carrying out the program, the Secretary shall issue guidance on—</text> <paragraph id="H4087898924154FAAB241C1EF71E6E77F"><enum>(1)</enum><text>the protection of privacy for all consumers and sources of data utilized in the program by—</text> 
<subparagraph id="HA0A106E926E0485C8F0533C80A2FD8B6"><enum>(A)</enum><text display-inline="yes-display-inline">preventing reidentification of consumer data;</text></subparagraph> <subparagraph id="H1325A233FD574F76AFAB6EC6CDC56CE7"><enum>(B)</enum><text display-inline="yes-display-inline">precluding the sources from providing the program with biometric, electronic logging device, or automatic license plate reader data; and</text></subparagraph> 
<subparagraph id="HFF949F3863A0476E9A471310F9C4CE27"><enum>(C)</enum><text display-inline="yes-display-inline">preventing data utilized in the program from being used by any government entity for any purpose other than the purposes described in subsection (b) (including for automated traffic enforcement, red light camera systems, and speed camera systems); and</text></subparagraph></paragraph> <paragraph id="H9BADDCF661624B289FD9D866138EA083"><enum>(2)</enum><text display-inline="yes-display-inline">the accuracy of data utilized in the program by preventing—</text> 
<subparagraph id="H72C2A3F5D0E34752B8F32AB9E7889029"><enum>(A)</enum><text display-inline="yes-display-inline">hacking, spoofing, and disruption of connected and automated transportation systems; and</text></subparagraph> <subparagraph id="H93CC1C8D702D4630962DE925FF5CFE47"><enum>(B)</enum><text display-inline="yes-display-inline">the incorporation of inaccurate data, including inaccurate data generated by artificial intelligence.</text></subparagraph></paragraph></subsection> 
<subsection id="H770762D538A1423C8E6BB3983FD18C24"><enum>(e)</enum><header>Program locations</header><text>In carrying out the program, the Secretary shall enter into agreements with public and private sector entities serving a variety of areas, including urban, suburban, rural, tribal, or any other appropriate settings.</text></subsection> <subsection id="H5C567BB05BFB4977B44A647B45F1B291"><enum>(f)</enum><header>Best practices</header><text>Not later than 3 years after date of enactment of this Act, the Secretary shall publicly make available best practices to leverage private consumer data to support improved transportation management capabilities and efficiency, including—</text> 
<paragraph id="HAFB679D3607D42158D734EAF501AA161"><enum>(1)</enum><text>legal considerations when acquiring private consumer data for public purposes; and</text></paragraph> <paragraph id="H47AE4A4F6B364791A3A3213202B42B6D"><enum>(2)</enum><text>protecting privacy and security of individual consumer data.</text></paragraph></subsection> 
<subsection id="HE9D5DD791FC24F87BA3DE5CA0A54F1FE"><enum>(g)</enum><header>Effective implementation</header><text display-inline="yes-display-inline">The Secretary may take such actions as necessary to maximize the effective implementation of this Act, including consolidating requirements under this Act within other activities of the Department of Transportation. </text></subsection> <subsection id="HC1B2752DF09A4ECB8E8A23716533BAB8"><enum>(h)</enum><header>Report</header><text>The Secretary shall submit an annual report to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate detailing—</text> 
<paragraph id="H98865673AE834F0286864BEA7D337D94"><enum>(1)</enum><text>a description of the activities carried out under the program;</text></paragraph> <paragraph id="H5200F90EC4E74503A52114DF74C30AF9"><enum>(2)</enum><text>an evaluation of the effectiveness of the program in meeting the purposes described in subsection (b); </text></paragraph> 
<paragraph id="HC31A1FA04FE741FC9894C50FE226ECA9"><enum>(3)</enum><text display-inline="yes-display-inline">policy recommendations to improve the implementation of anonymized data into planning decisions; and</text></paragraph> <paragraph id="HA32E5BA77DD7453B9E214BBB4C14DF31"><enum>(4)</enum><text>a description of costs associated with equipping and maintaining integrated traffic management systems.</text></paragraph></subsection></section>
