R. 10551</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241220">December 20, 2024</action-date><action-desc><sponsor name-id="L000602">Ms. Lee of Pennsylvania</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 10, United States Code, to permit a retired member of the Armed Forces to serve as a required member of the funeral honors detail for the funeral of a veteran.</official-title></form><legis-body id="HC1600A99F4964BC7A87D819BBC6E9E0B" style="OLC"><section id="HCACCC8F0872D4E8DA6002E143B85EBF4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Honoring Our Nation’s Own Retired Servicemembers Act</short-title></quote> or the <quote><short-title>HONORS Act</short-title></quote> .</text></section><section id="H66D0687D962D49F99399BA3CA430998E" section-type="subsequent-section"><enum>2.</enum><header>Honors detail for the funeral of a veteran: required members may be retired</header><text display-inline="no-display-inline">Section 1491(b) of title 10, United States Code, is amended—</text><paragraph id="H90AEF507E91244AF97349E714FF571B7"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), in the first sentence, by inserting <quote>, subject to paragraph (4)</quote> after <quote>other than members in a retired status</quote>; and</text></paragraph><paragraph id="HD8198978907E4C4ABDE34046C464B5E4"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H97EC5D1FAEC64DE6BA5024C06F8456F4" display-inline="no-display-inline"><paragraph id="H90CA20EE6DED4BA490D1497743B7FE4A" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The two members described in the first sentence of paragraph (2) may, with the consent of the family of the veteran, be members in a retired status if the Secretary concerned determines that—</text><subparagraph id="HE2E7533B017D44259344C132CBB8AFD3"><enum>(A)</enum><text>no member who is not in a retired status is available within 50 miles of the location of the funeral; or</text></subparagraph><subparagraph id="H1173B03AFF814DD28ED1AD860C3D9A3E"><enum>(B)</enum><text>use of members in a retired status is fiscally necessary.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
