<section id="HB0E8BF2D3EBC4772836BDC51C8643EBA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vital Documents Access for Unaccompanied Homeless Youth Act of 2024</short-title></quote>.</text></section> <section id="HDBB450021F2E4C0FAA7F9003D4CDB4FC"><enum>2.</enum><header>Establishment of Interagency Task Force on Vital Documents Access for Unaccompanied Homeless Youth; reports</header> <subsection id="HC694510F4C394A67B0AA3F1064D60C8E"><enum>(a)</enum><header>Interagency task force</header> <paragraph id="H5AE85A0A9CC34F5DA501AFD69415F6D7"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this section, the covered Secretaries and the Commissioner of the Social Security Administration shall, jointly, establish the Interagency Task Force on Vital Documents Access for Unaccompanied Homeless Youth (referred to in this section as the <quote>Task Force</quote>) to coordinate efforts and share best policies and practices to increase vital documents access for unaccompanied homeless youth.</text></paragraph> 
<paragraph id="HB6D0B091CF79406BB469590681BB0BA0"><enum>(2)</enum><header>Membership</header> 
<subparagraph id="HF7B3290E59D644A086B284DC7F98DCFD"><enum>(A)</enum><header>In general</header><text>The Task Force shall be composed of—</text> <clause id="HFE4D1660838D492CA7627F2D8DFEBD79"><enum>(i)</enum><text display-inline="yes-display-inline">the Chair of the Task Force;</text></clause> 
<clause id="H396272C37B06442CA00BE69128A1E795"><enum>(ii)</enum><text>the Commissioner of the Social Security Administration;</text></clause> <clause id="H0D0BE8B45E144123953674281A524D33"><enum>(iii)</enum><text>the covered Secretaries;</text></clause> 
<clause id="H4A89285A6D624A6DB4CC7BE98404ACFE"><enum>(iv)</enum><text>three directors of State departments of human services, or equivalent State officials, of whom—</text> <subclause id="H250D99F5DAAD47BDB28A7F5E76001E69"><enum>(I)</enum><text display-inline="yes-display-inline">one shall be appointed by the President;</text></subclause> 
<subclause id="HFF0C260C484842CE81BA2C4FDC6CEF96"><enum>(II)</enum><text>one shall be appointed by the majority leader of the Senate, with the concurrence of the minority leader of the Senate; and</text></subclause> <subclause id="HB411552970A04FAA8C6DB94497A4492C"><enum>(III)</enum><text>one shall be appointed by the majority leader of the House of Representatives, with the concurrence of the minority leader of the House of Representatives; and</text></subclause></clause> 
<clause id="HFAE1E83DD6174D4F825A098EE2936052"><enum>(v)</enum><text>three representatives from national nonprofit organizations that work on youth homelessness, who shall be appointed by the President.</text></clause></subparagraph> <subparagraph id="HCD5295381288464490D83D5A627E9BCB"><enum>(B)</enum><header>Requirements for certain Members</header><text>The members of the Task Force appointed under clauses (iv) and (v) of subparagraph (A) shall each—</text> 
<clause id="H51EF0C8405424233849EEA064B718EC0"><enum>(i)</enum><text display-inline="yes-display-inline">have not attained the age of 30; and</text></clause> <clause id="H85AD15631C394B0A9A8CF79797D8926A"><enum>(ii)</enum><text>have lived-in experience for youth homelessness.</text></clause></subparagraph> 
<subparagraph id="H154B09C4EA7E4CF080EEA4700F9C989A"><enum>(C)</enum><header>Terms</header><text>Each member shall serve for the duration of the Task Force.</text></subparagraph> <subparagraph id="HB7B910AC55D64213A146FCE3B33DF06E"><enum>(D)</enum><header>Vacancy</header><text display-inline="yes-display-inline">In the case of a vacancy on the Task Force, such vacancy shall be filled not later than 30 days after arising and in the manner in which the original appointment was made.</text></subparagraph> 
<subparagraph id="HE5E8B0E5D5554361A3ACA57DBE69A37A"><enum>(E)</enum><header>Staff</header> 
<clause id="H8E1EE69E42564B728053CA64C0902386"><enum>(i)</enum><header>Chair</header><text display-inline="yes-display-inline">The Chair of the Task Force shall be chosen, jointly, by the Commissioner of the Social Security Administration and the covered Secretaries and shall lead the Task Force in executing the duties described under paragraph (3).</text></clause> <clause id="H63B172CBB2B84929ABE47F96DBEAF2DF"><enum>(ii)</enum><header>Support personnel</header><text>The Task Force may appoint additional support personnel as it considers appropriate to assist in executing the duties described under paragraph (3).</text></clause></subparagraph></paragraph> 
<paragraph id="H8C642E6A259F4741930671C0EFCD9081"><enum>(3)</enum><header>Duties</header><text>Beginning on the last day of the first fiscal quarter after the date on which the Task Force is established under paragraph (1), and quarterly thereafter, the Task Force shall meet to—</text> <subparagraph id="H4A2C7A8C09EA4E878A129B67FABE4215"><enum>(A)</enum><text display-inline="yes-display-inline">assess and discuss—</text> 
<clause id="HFCBFEA9F059248DDAC29E271006875BE" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">the progress each Task Force member has made on increasing vital documents access for unaccompanied homeless youth;</text></clause> <clause id="H36A7E82923BC49F4AE51E9D911701AE9"><enum>(ii)</enum><text display-inline="yes-display-inline">each policy and practice implemented by a Task Force member that increased vital documents access for unaccompanied homeless youth;</text></clause> 
<clause id="HAB1D79E1B68745E092C0C46DC055CAB8"><enum>(iii)</enum><text display-inline="yes-display-inline">each challenge faced by a Task Force member while working towards increasing vital documents access for unaccompanied homeless youth; and</text></clause> <clause id="H990DFC80ABB04A4485A79EC62A28D8AE"><enum>(iv)</enum><text display-inline="yes-display-inline">each method used by a Task Force member to refine each policy and practice implemented to improve vital documents access for unaccompanied homeless youth; </text></clause></subparagraph> 
<subparagraph id="HA9BB756BF5F44A2DBF4E31ABE010A577"><enum>(B)</enum><text display-inline="yes-display-inline">establish a framework for collecting data on the effectiveness of each policy and practice implemented by a Task Force member to increase vital documents access for unaccompanied homeless youth;</text></subparagraph> <subparagraph id="H2A778B072D6647549D111C06B3EDEB8C"><enum>(C)</enum><text>using the data collected under subparagraph (B)—</text> 
<clause id="H0CFD43B0BE924457BA4D50A42718B0E3"><enum>(i)</enum><text display-inline="yes-display-inline">formulate policies and practices to increase vital documents access for unaccompanied homeless youth; and</text></clause> <clause id="HEFA2334CB234431E87322C3D1C4B66B7"><enum>(ii)</enum><text>evaluate the success of each such policy and practice in increasing such access; and</text></clause></subparagraph> 
<subparagraph id="H3B32C345026E44D1A2E891EC5D6204CE"><enum>(D)</enum><text display-inline="yes-display-inline">develop policies and practices that can be implemented by Federal, State, and local agencies to improve vital documents access for unaccompanied homeless youth.</text></subparagraph></paragraph></subsection> <subsection id="H03D908099BD84F90935DB5FF6BC0A984"><enum>(b)</enum><header>Reports</header> <paragraph id="H58EB33A6054A4AFA88B3F341E70EAA68"><enum>(1)</enum><header>Initial report</header> <subparagraph id="HE75336355DAF4CCEB668F916C63D0637"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date on which the Task Force is established under subsection (a)(1), the covered Secretaries and the Commissioner of the Social Security Administration shall, jointly, submit to Congress an initial report on how to increase vital documents access for unaccompanied homeless youth.</text></subparagraph> 
<subparagraph id="HE9BFCC8C81F744B690E6F2B772785509"><enum>(B)</enum><header>Elements</header><text>The initial report required under subparagraph (A) shall include the following:</text> <clause id="HE8AB589664F341B6897D19CB5B2D8E50"><enum>(i)</enum><text display-inline="yes-display-inline">The covered Secretaries shall, jointly, provide—</text> 
<subclause id="H1DCB5ABAB28841BCBFAE11DF5749AC72"><enum>(I)</enum><text display-inline="yes-display-inline">a detailed analysis of each challenge that unaccompanied homeless youth without vital documents face in accessing all programs under the separate and joint administrative jurisdictions of the covered Secretaries, including programs related to housing assistance, homelessness prevention, health care, child welfare, or other social services; </text></subclause> <subclause id="H679B80A1F61942E3864ED9835080B660"><enum>(II)</enum><text display-inline="yes-display-inline">any recommendations for legislation and administrative action the covered Secretaries determine appropriate to increase access to each such program by unaccompanied homeless youth without vital documents, including enhanced training requirements for agency staff and increased collaboration between the agencies of the covered Secretaries;</text></subclause> 
<subclause id="H62DA8289A9374A3F97B18AEF8BB82D77"><enum>(III)</enum><text display-inline="yes-display-inline">a list of each State and local policy that increased vital documents access for unaccompanied homeless youth, as determined by the covered Secretaries, and recommendations for legislation and administrative action to expand such State and local policy; and</text></subclause> <subclause id="H82832BA9B62C4BC8A29435E588AE74C5"><enum>(IV)</enum><text display-inline="yes-display-inline">a detailed assessment of each such policy identified by the covered Secretaries under subclause (III) and any suggestion the covered Secretaries determine appropriate to expand or replicate each such policy within the Federal Government.</text></subclause></clause> 
<clause id="H620B466D67674256A491B73E2D8F34A6"><enum>(ii)</enum><text display-inline="yes-display-inline">The Commissioner of the Social Security Administration shall provide—</text> <subclause id="H38D2E37C00C14EDEA192FFD61D68BBE4"><enum>(I)</enum><text display-inline="yes-display-inline">a detailed assessment of each policy related to issuing social security cards to unaccompanied homeless youth, including any discretion the Commissioner has to waive any documentation requirement in the social security card application process;</text></subclause> 
<subclause id="H3832EAA2FC4C40F89A89C879B0115679"><enum>(II)</enum><text display-inline="yes-display-inline">any recommendation the Commissioner determines appropriate to increase social security card access for unaccompanied homeless youth, including enhanced training requirements for Administration staff on how to better assist unaccompanied homeless youth;</text></subclause> <subclause id="H7AF4524CDD034A458C88BC19A30AB6A9"><enum>(III)</enum><text>any proposal for issuing new educational materials, or expanding upon existing materials, to assist unaccompanied homeless youth with the social security card application process;</text></subclause> 
<subclause id="H32E25805A688436EBC181999597BCCBA"><enum>(IV)</enum><text display-inline="yes-display-inline">a plan to enhance outreach and collaboration efforts among Federal, State, and local agencies, as well as community-based organizations, to increase social security card access for unaccompanied homeless youth; and</text></subclause> <subclause id="HEA44794F539B4689964FCEBB1D674408"><enum>(V)</enum><text>any recommendation that the Commissioner determines appropriate for State legislation and administrative action to increase social security card access for unaccompanied homeless youth.</text></subclause></clause></subparagraph></paragraph> 
<paragraph id="H656A0565145C47B19BAFB16DFDF69270"><enum>(2)</enum><header>Final report</header> 
<subparagraph id="H326706DD9D7043F1BC6F391F9174BF43"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than three years after the date on which the Task Force is established under subsection (a)(1), the Task Force shall submit to Congress a final report.</text></subparagraph> <subparagraph id="H0C1817C2FC2F4066AF2A4746A9B7E441"><enum>(B)</enum><header>Elements</header><text>The final report required under subparagraph (A) shall include the following:</text> 
<clause id="HA2804BE47811426CBDB2E07C51566EDB"><enum>(i)</enum><text display-inline="yes-display-inline">Each change undertaken by a Task Force member based on recommendations made in the initial report under paragraph (1).</text></clause> <clause id="H7F8F38F4C5374D6E85FC1A47CDCF381D"><enum>(ii)</enum><text>The effectiveness of each change described in clause (i) in increasing vital documents access for unaccompanied homeless youth.</text></clause> 
<clause id="H211B95F5168E44D3AED327D30C5613EF"><enum>(iii)</enum><text>A detailed assessment of the merits of making the Task Force permanent.</text></clause></subparagraph></paragraph></subsection> <subsection id="HA0A442CE1D1C4F8F8A4755808597C51B"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HC7CBD8DE18F24451B68B932D5863FB9A"><enum>(1)</enum><header>Covered Secretaries</header><text display-inline="yes-display-inline">The term <term>covered Secretaries</term> means—</text> <subparagraph id="H15128F4A18FC49EE97A1F8F01A13A09F"><enum>(A)</enum><text>the Secretary of Housing and Urban Development; and</text></subparagraph> 
<subparagraph id="H5A29874216124524AD04C2E1CD37F274"><enum>(B)</enum><text>the Secretary of Health and Human Services.</text></subparagraph></paragraph> <paragraph id="HFB7970F369FA4A59BEA6EF6C7B85207C" display-inline="no-display-inline"><enum>(2)</enum><header>Unaccompanied homeless youth</header><text>The term <term>unaccompanied homeless youth</term> means an individual who is—</text> 
<subparagraph id="HC450AB812B244F62B34F510576267AAC"><enum>(A)</enum><text display-inline="yes-display-inline">a homeless child or youth (as defined in section 725 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11434a">42 U.S.C. 11434a</external-xref>)); and</text></subparagraph> <subparagraph id="HCDDDFBC5633F4305B3951D60BBD01F8C"><enum>(B)</enum><text>not in the physical custody of a parent or guardian.</text></subparagraph></paragraph> 
<paragraph id="HEC6D5A18505B4907BA858C7E0C13FF65"><enum>(3)</enum><header>Vital documents</header><text display-inline="yes-display-inline">The term <term>vital documents</term>—</text> <subparagraph id="H07BD3B5B8DC6478DABC997E8755E8251"><enum>(A)</enum><text>means any State or Federal document issued to an individual that can be used to establish the identity of such individual; and</text></subparagraph> 
<subparagraph id="H3D36A7A8916841F59D25F97D72ECD81C"><enum>(B)</enum><text display-inline="yes-display-inline">includes a social security card and a birth certificate.</text></subparagraph></paragraph></subsection> <subsection id="H1CD21B7C20D747A99587DF8E60C33D57"><enum>(d)</enum><header>Termination</header><text>The Task Force shall terminate on the date that is three years after the date on which the Task Force is established under subsection (a)(1).</text></subsection></section>
