R. 10387</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241212">December 12, 2024</action-date><action-desc><sponsor name-id="C001091">Mr. Castro of Texas</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Department of State Authorization Act of 2022 to expand opportunities for certain internship programs.</official-title></form><legis-body id="H9B7449D6DBE04A18AA410A5FD0217CD4" style="OLC"><section id="HC461997AE61C4136B833ED61A833A834" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of State Student Internship Program Improvements Act</short-title></quote>.</text></section><section id="H5646A8BDB322414EA2FD0680D6E584F5"><enum>2.</enum><header>Expanding opportunities for department-paid student internship program</header><text display-inline="no-display-inline">Section 9201 of the Department of State Authorization Act of 2022 (22 U.S. 2737) is amended—</text><paragraph id="H3C2838E7364540298474B621A81B0A42"><enum>(1)</enum><text>in subsection (b)(2)(A), by inserting <quote>or have graduated from such an institution within the 6 months preceding application to the Program</quote> after <quote>paragraph (1)</quote>;</text></paragraph><paragraph id="H374338D6FDF044F395D5694370BE5AE9"><enum>(2)</enum><text>in subsection (c), by inserting <quote>and gives preference to individuals who have not previously completed internships within the Department of State and the United States Agency for International Development</quote> after <quote>career in foreign affairs</quote>; and</text></paragraph><paragraph id="H77F683079C234432B44EDC3E156AE387"><enum>(3)</enum><text>by adding at the end the following subsections:</text><quoted-block id="H435E00AD3E1F499C9F36D886A805F48C" style="OLC"><subsection id="H54D7F00F0D8C42A290EEEB691FE6D2AC"><enum>(k)</enum><header>Work hours flexibility</header><text>Students participating in the Program may work fewer than 40 hours per week and a minimum of 24 hours per week to accommodate their academic schedules, provided that the total duration of the internship remains consistent with program requirements.</text></subsection><subsection id="HE8E4799336B1451DB3C1BD2D00A602B2"><enum>(l)</enum><header>Mentorship program</header><text>The Secretary and Administrator are authorized to establish a mentoring and coaching program that pairs Foreign Service or Civil Service employees with interns who choose to participate throughout the duration of their internship.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
