R. 10343</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241210">December 10, 2024</action-date><action-desc><sponsor name-id="L000602">Ms. Lee of Pennsylvania</sponsor> (for herself, <cosponsor name-id="T000487">Ms. Tokuda</cosponsor>, <cosponsor name-id="J000305">Ms. Jacobs</cosponsor>, <cosponsor name-id="M000312">Mr. McGovern</cosponsor>, <cosponsor name-id="M001143">Ms. McCollum</cosponsor>, <cosponsor name-id="L000397">Ms. Lofgren</cosponsor>, <cosponsor name-id="P000607">Mr. Pocan</cosponsor>, <cosponsor name-id="G000553">Mr. Green of Texas</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, and <cosponsor name-id="C001072">Mr. Carson</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To codify Executive Order 14115 imposing certain sanctions on persons undermining peace, security, and stability in the West Bank.</official-title></form><legis-body id="H1BAE4A1997034C8D96ADBB61CBE2F217" style="OLC"><section id="HFCD10ACA4C5741DCB7D8081D04893A92" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sanctions and Accountability for Non-Compliance and Transparent Investigative Oversight for National Security in the West Bank Act</short-title></quote> or the <quote><short-title>SANCTIONS in the West Bank Act</short-title></quote>.</text></section><section id="H5E1D9169A90240DC93B970C3F8859278" section-type="subsequent-section"><enum>2.</enum><header>Codification of sanctions on persons undermining peace, security, and stability in the West Bank</header><subsection id="H0A24E8A438C44086A9C438DA5010E254"><enum>(a)</enum><header>Codification</header><text>United States sanctions provided for in Executive Order 14115 (89 Fed. Reg. 7605; relating to imposing certain sanctions on persons undermining peace, security, and stability in the West Bank), as in effect on the day before the date of the enactment of this Act, including with respect to all persons sanctioned under that Executive order, shall remain in effect except as provided in subsection (b).</text></subsection><subsection id="H2523590AE3724DF5BCA1440BCEC3FD10"><enum>(b)</enum><header>Termination of certain sanctions</header><paragraph commented="no" display-inline="no-display-inline" id="HCCBDAD32E3A24ED89522509C18F5A4DF"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The President may terminate the application of sanctions described in subsection (a) that are imposed with respect to a person in connection with activity conducted by the person if the President submits to the appropriate congressional committee a notice that—</text><subparagraph id="H743BDDBF34484529A2DB7DF90FC08E45"><enum>(A)</enum><text>the person is not engaging in the activity that was the basis for the sanctions or has taken significant verifiable steps toward stopping the activity; and</text></subparagraph><subparagraph id="HBA1300001B0A4FB4BB5F800548664B78"><enum>(B)</enum><text>the President has received reliable assurances that the person will not knowingly engage in activity subject to sanctions described in subsection (a) in the future. </text></subparagraph></paragraph><paragraph id="H1FBF9FBB929C40BB8C870AC8E5A09E03"><enum>(2)</enum><header>Timing for notice</header><text>The President shall submit the notice required by paragraph (1) with respect to the termination of the application of sanctions with respect to a person—</text><subparagraph commented="no" display-inline="no-display-inline" id="HA08B69EA93B142FB97C96275F4BB1C0C"><enum>(A)</enum><text display-inline="yes-display-inline">except as provided by subparagraph (B), not less than 15 days before terminating the application of such sanctions; and</text></subparagraph><subparagraph id="H7CAB09A7D18B48CFA9F2A0F08FD0889F"><enum>(B)</enum><text>in the event of exigent circumstances, as soon as practicable, but in no event later than 3 business days after terminating the application of such sanctions.</text></subparagraph></paragraph></subsection><subsection id="H43247893C949407FB14E252F31C85EE8"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="H98B80AA110E64C088FC7ED0AEAC73A1C"><enum>(1)</enum><text>the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate; and</text></paragraph><paragraph id="H80D59E5E4C9F4CD09C41AD3FBF4550FA"><enum>(2)</enum><text>the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives. </text></paragraph></subsection></section></legis-body></bill>
