which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To repeal certain unnecessary criminal offenses.</official-title></form><legis-body id="HFE61C0367D1D419B8EA98333B646D777" style="OLC"><section id="HBA6683E3FCD24775A7E0C944D3DED509" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End Endless Criminal Statutes Act</short-title></quote>.</text></section><section id="H7DA86871A7224C7AA2ABA7C72C52474E"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline"> Congress finds that actions which may unnecessarily carry criminal penalties under Federal statues include the following:</text><paragraph id="HB2CA4C01E8E243E2B5C88F52C5AD4281" display-inline="no-display-inline"><enum>(1)</enum><text>Writing a check for less than $1.</text></paragraph><paragraph id="HFA8615A2359C470FB949B1499ACA76FB"><enum>(2)</enum><text>Selling or possessing colored oleomargarine or colored margarine unless they are packaged and labeled or served in a triangular shape.</text></paragraph><paragraph id="H0BC485DEC74843FFBF2C00A5258833A2"><enum>(3)</enum><text>Discarding produce without sufficient cause or making a false report concerning that produce.</text></paragraph><paragraph id="H85A11F4E2C6B49D9B14C319B4B0A20A8"><enum>(4)</enum><text>Removing a stamp from any mail matter.</text></paragraph><paragraph id="HABB9A2745F96406CBF01A771FF4153D0"><enum>(5)</enum><text>Making metal coins of original design or attempting to use such coins.</text></paragraph><paragraph id="H3ED1AA9AF4A947DA83847519982F7067"><enum>(6)</enum><text>Wearing the uniform of letter carriers of the Postal Service.</text></paragraph><paragraph id="H355F159654374B63B9F1605D9D116DFF"><enum>(7)</enum><text>Detaining a seaman’s clothing.</text></paragraph><paragraph id="H65DA6CA9428941DD84C6C63618102E87"><enum>(8)</enum><text>Boarding any vessel about to arrive at her destination before such arrival is complete.</text></paragraph><paragraph id="H97829FC4EE234762BE83B572B81D5609"><enum>(9)</enum><text>Placing mailable matter in a mailbox without postage attached to it.</text></paragraph><paragraph id="HA04774BA818740FAAA2EB6D2E40F79CC"><enum>(10)</enum><text>Sledding on the Capitol grounds when the Capitol Police are directed to prevent any portion of the Capitol grounds from being used as a playground.</text></paragraph></section><section id="HBBC4492D6CC64A15AF46D72C27CC2323"><enum>3.</enum><header>Repeal of Federal provisions</header><subsection id="H61E198931CD5414093DE6A5B3FF6D250"><enum>(a)</enum><text>Section 336 of title 18, United States Code, is repealed.</text></subsection><subsection id="H1EA209BBF1B04C0EB56049285DF58D62"><enum>(b)</enum><text>Subsections (b), (c), and (d) of section 407 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/347">21 U.S.C. 347</external-xref>) are repealed. </text></subsection><subsection id="H285125F03B6540518708593B1E02FCF2"><enum>(c)</enum><text display-inline="yes-display-inline">Section 1 of the Act of March 3, 1927 (<external-xref legal-doc="usc" parsable-cite="usc/7/491">7 U.S.C. 491</external-xref>; 44 Stat. 1355) is repealed. </text></subsection><subsection id="H03AFE2ACB95148428BC6398B6500B701"><enum>(d)</enum><text>Section 1720 of title 18, United States Code, is amended by striking <quote>Whoever unlawfully and willfully removes from any mail matter any stamp attached thereto in payment of postage; or</quote>. </text></subsection><subsection id="H96216D64674B4BF2A0ED1E1CC9D167F0"><enum>(e)</enum><text>Section 486 of title 18, United States Code, is amended by striking <quote>or of original design.</quote>.</text></subsection><subsection id="H863F0C3E9C404DFE949E013F33EAF46D"><enum>(f)</enum><text>Section 1730 of title 18, United States Code, is repealed.</text></subsection><subsection id="HDAA3D75EDE9849D1A7305173647BC11E"><enum>(g)</enum><text>Section 11110 of title 46, United States Code, is amended by striking the second sentence.</text></subsection><subsection id="H425DCB61EBF1434BBA75D4AD1B905643"><enum>(h)</enum><text>Section 2279 of title 18, United States Code, is repealed.</text></subsection><subsection id="H10614712CEFC4A628425F2A83ACA73BA"><enum>(i)</enum><text>Section 1725 of title 18, United States Code, is repealed.</text></subsection><subsection id="HBA6E8A4C65FF4C72BC0549089D76266A"><enum>(j)</enum><text>The Act entitled <quote>An Act to protect the public property, turf, and grass of the Capitol Grounds from injury.</quote> (<external-xref legal-doc="usc" parsable-cite="usc/2/1963">2 U.S.C. 1963</external-xref>) is repealed. </text></subsection></section></legis-body></bill>
