Stafford Disaster Relief and Emergency Assistance Act to incentivize certain preparedness measures, and for other purposes.</official-title></form><legis-body id="H90A5002E329148E2A4F979970844E9DE" style="OLC"><section id="HE3DB98F26D734DA4958E79BC0B878704" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Investing in Community Resilience Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H375D57FCBBC74F70B954B94CAF9ACC9F"><enum>2.</enum><header display-inline="yes-display-inline">Emergency response teams</header><subsection commented="no" display-inline="no-display-inline" id="H9B4B14899D0C4322B339D4889FBE62CB"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline">Section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5172">42 U.S.C. 5172(b)(3)(A)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H0330D6C1178F44B2B5B57B63270C4BB4"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (ii), by inserting <quote>preparedness,</quote> after <quote>disaster relief,</quote>; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFAE12377D93440BA85AC2655E936F9DF"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (iv)—</text><subparagraph commented="no" display-inline="no-display-inline" id="HCA56953BB7E14E93B85765E7C6A6A52D"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>or programs designated by the Administrator that result in substantial science-based and verified increased resilience from building standards or land use practices for storms, tsunamis, floods, wildfires, or equivalent disasters</quote> after <quote>community rating system</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H94AAACB656624EE88AE248FC042254E9"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE884D9FCE09C4E9A9D357F322F77DD2E"><enum>(3)</enum><text display-inline="yes-display-inline">in clause (v), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE6B7A71D9F054B7EBCB2B7BA2DCAC42A"><enum>(4)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H71546278FCD94FA3B7773D7DDF41BFDF"><clause commented="no" display-inline="no-display-inline" id="HEE003A75D2B648B9AB46761357E7B9E8"><enum>(vi)</enum><text>support of viable community emergency response teams or equivalent non-governmental organizations that provide disaster assistance, including by providing or facilitating regular training, outreach, and soliciting participation in preparedness exercises.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFDAEEBFA01DC49BFBA0B9DE665DCC489"><enum>(b)</enum><header>Comprehensive guidance</header><text>Not later than 1 year after the date of enactment of this Act, the President, acting through the Administrator of the Federal Emergency Management Agency, shall issue comprehensive guidance to State and Tribal governments relating to the measures and investments described in section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5172">42 U.S.C. 5172(b)(3)(A)</external-xref>), as amended in subsection (a).</text></subsection></section><section id="H0E6F5D56712644EC953FDDFA6616D37E" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Effective date; appropriations</header><subsection commented="no" display-inline="no-display-inline" id="HC886986AA50B4562A6C74C9350CDDDE2"><enum>(a)</enum><header>Effective date</header><text display-inline="yes-display-inline">This Act, and the amendments made by this Act, shall take effect on the date that is 1 year after the date of enactment of this Act.</text></subsection><subsection id="HB108B1B6519A4E9189A535F69A733B0D"><enum>(b)</enum><header>Appropriations</header><text>The amendments made by this Act shall be carried out only with funds appropriated to the Federal Emergency Management Agency on or after the date of enactment of this Act.</text></subsection><subsection id="HCC816DE3F86A4065B93BD33383DD094F"><enum>(c)</enum><header>No additional funds</header><text display-inline="yes-display-inline">No additional funds are authorized to be appropriated for the purpose of carrying out this Act.</text></subsection></section></legis-body></bill>
