R. 10212</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241121">November 21, 2024</action-date><action-desc><sponsor name-id="C001114">Mr. Curtis</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Federal Communications Commission to provide an online tool that uses artificial intelligence to identify likely scams for the public, and for other purposes.</official-title></form><legis-body id="H9D2B488613724C73A87CF22C85EFA798" style="OLC"><section id="HF8B09EFD0FDF44698A859A9583F465DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Spam Communication Assessment and Mitigation Platform Act</short-title></quote> or the <quote><short-title>SCAM Platform Act</short-title></quote>.</text></section><section id="H41B743A4025C4E5E94348E52E10FD451" section-type="subsequent-section"><enum>2.</enum><header>Scam identification tool</header><subsection id="HBC74863FEB7440B496675B255B08EB14"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Commission shall provide on the website of the Commission a tool that uses artificial intelligence to assist the public in identifying likely scams.</text></subsection><subsection id="H1A0A671ABBE44B96AF9B01E743A438D5"><enum>(b)</enum><header>Requirements</header><text>The tool described in subsection (a) shall—</text><paragraph id="HFB8EE7D85FC5435EAEF806C52A520801"><enum>(1)</enum><text display-inline="yes-display-inline">accept a submission from an individual in a variety of formats, including emails, text messages, website addresses, and scans or photographs of physical materials;</text></paragraph><paragraph id="HEE2A43F4A9F14B9999D1A76E294EC2B4"><enum>(2)</enum><text display-inline="yes-display-inline">evaluate the likelihood that such submission is a scam; and</text></paragraph><paragraph id="H2710C0047ED0400E9735A034C3DF44AB"><enum>(3)</enum><text display-inline="yes-display-inline">provide such submission a rating, on a scale to be determined by the Commission, that reflects the likelihood that such submission is a scam.</text></paragraph></subsection><subsection id="H7196E926D1B94786A609901EC194736D"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HBC4025E3C3844923863136B20609699D"><enum>(1)</enum><header>Artificial intelligence</header><text display-inline="yes-display-inline">The term <quote>artificial intelligence</quote> has the meaning given such term in section 5002 of the National Artificial Intelligence Initiative Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>).</text></paragraph><paragraph id="H2A25C8BB97FC410D8545B7DDE54F2444"><enum>(2)</enum><header>Commission</header><text>The term <quote>Commission</quote> means the Federal Communications Commission. </text></paragraph><paragraph id="H57EA8A3283764979B34F8CE1B4F744F4" commented="no"><enum>(3)</enum><header>Scam</header><text>The term <quote>scam</quote> means a scheme or artifice to defraud, including a communication that attempts through false or misleading information to induce a recipient to pay money, provide personal information, or otherwise act contrary to the interest of the recipient.</text></paragraph></subsection></section></legis-body></bill>
