R. 10181</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241120">November 20, 2024</action-date><action-desc><sponsor name-id="D000617">Ms. DelBene</sponsor> (for herself, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, <cosponsor name-id="B000574">Mr. Blumenauer</cosponsor>, <cosponsor name-id="L000557">Mr. Larson of Connecticut</cosponsor>, <cosponsor name-id="S001185">Ms. Sewell</cosponsor>, <cosponsor name-id="C001080">Ms. Chu</cosponsor>, <cosponsor name-id="P000613">Mr. Panetta</cosponsor>, <cosponsor name-id="S001190">Mr. Schneider</cosponsor>, <cosponsor name-id="K000380">Mr. Kildee</cosponsor>, and <cosponsor name-id="H001066">Mr. Horsford</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committee on <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To exclude the imposition of duties and import quotas from the authorities provided to the President under the International Emergency Economic Powers Act.</official-title></form><legis-body id="H6FD27AAAD62446309A84924B053F292E" style="OLC"><section id="H6162B351BFA947708208B192899F0172" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prevent Tariff Abuse Act</short-title></quote>.</text></section><section id="HB4B1C72938514A86A65FEDA0F9946EDE"><enum>2.</enum><header>Prohibition on the imposition of import duties and quotas from presidential authorities under the International Emergency Economic Powers Act</header><text display-inline="no-display-inline">Section 203 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1702">50 U.S.C. 1702</external-xref>) is amended—</text><paragraph id="H1DD9DDDAB2D240CCA2C8C5E8BB918943"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text></paragraph><paragraph id="HFE25BA96398F4F909B0A876F7E13977B"><enum>(2)</enum><text>by inserting after subsection (b) the following: </text><quoted-block style="OLC" id="HB2B7C26B1F7D4C4F96FE0E7AAF2EECC8" display-inline="no-display-inline"><subsection id="HC07D98F95B82463AB3051EAD51A709FB"><enum>(c)</enum><text display-inline="yes-display-inline">The authority granted to the President by this section does not include the authority to impose duties, tariff-rate quotas, or other quotas on articles entering the United States. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
