which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require that opioid overdose rescue kits be located at public institutions of higher education, and for other purposes.</official-title></form><legis-body id="HC7CC827C06964B309641C242DB650E54" style="OLC"><section id="H80185FA93F23473AB703539AEFCCA845" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving Lives on Campuses Act of 2024</short-title></quote>.</text></section><section id="H32519F8A5F1143E89A34EAED87152FC5"><enum>2.</enum><header>Opioid overdose rescue kit required</header><subsection id="HE9CD90BA0CE14B2383C4BCA19AF98861"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of Education, in consultation with the Secretary of Health and Human Services, shall require each public institution of higher education that receives funds under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>) to make available opioid overdose rescue kits in accordance with subsection (b).</text></subsection><subsection id="H05E1CAB320D24F09AAB5B1B98886E1B6" commented="no"><enum>(b)</enum><header>Location</header><paragraph id="H0A4E732F0EF94089AB56C4FF6670AC52" commented="no"><enum>(1)</enum><header>In general</header><text>An opioid overdose kit required under subsection (a) shall be—</text><subparagraph id="H32225B531A1146D99994E2648736C253" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">available in each classroom facility, library, laboratory facility, dormitory (including dining facilities), or other facility customarily used by an institution for instructional or research purposes or for housing students, faculty, and staff;</text></subparagraph><subparagraph id="H281CF62272474CAB8305655E0622A104"><enum>(B)</enum><text>in the case of a facility described in subparagraph (A) that has an automated external defibrillator for public use, placed, where feasible, near such automated external defibrillator; and</text></subparagraph><subparagraph id="H57298EE34B10472887C7255BA33FC4D1" commented="no"><enum>(C)</enum><text>on the person of each individual employed by the institution as emergency medical services personnel, as applicable.</text></subparagraph></paragraph><paragraph id="H547B4C3C301E431BA0CEF2BBDAEC8D2A" commented="no"><enum>(2)</enum><header>Registration</header><text>The location of each opioid overdose rescue kit required under subsection (a) shall be registered with the health center of the institution or campus emergency medical services, as applicable.</text></paragraph></subsection><subsection id="H00130CCE6AB74125AA00580C9CF4893A"><enum>(c)</enum><header>Additional requirements</header><text>Each institution shall—</text><paragraph id="H4831760FD0464663B93154C4D81B796D"><enum>(1)</enum><text>replace used or expired opioid overdose rescue kits located on the campus of the institution, as necessary; </text></paragraph><paragraph id="H9D682EEB50BF4047B1DC830761C63D4E"><enum>(2)</enum><text display-inline="yes-display-inline">make available, through the health center of the institution or campus emergency medical services, as applicable, a list of locations of each opioid overdose rescue kit; and</text></paragraph><paragraph id="H4EB6E7EA06C545C7A7CB7A47D26F5B2E"><enum>(3)</enum><text>provide training regarding the use and location of each opioid overdose rescue kit during each student orientation program carried out by the institution.</text></paragraph></subsection><subsection id="H6740F14D27E041948096ADF6D0B4286B"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H2A6478F97B534A36B580BBDBCA6395B2" commented="no"><enum>(1)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given the term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph><paragraph id="H633319608B8A4FE796B7148993519B7D"><enum>(2)</enum><header>Opioid overdose rescue kit</header><text>The term <term>opioid overdose rescue kit</term> means a kit that—</text><subparagraph id="HAC1EC83863054C3D86F565122574F0ED"><enum>(A)</enum><text display-inline="yes-display-inline">is labeled with the words <quote>Overdose Rescue Kit—Naloxone Nasal Spray</quote> or other language approved by the Secretary of Health and Human Services; and</text></subparagraph><subparagraph id="HE02698C78268486BA064F7297C76BAF2"><enum>(B)</enum><text>includes—</text><clause id="HB8C25046EEE1445F964116D01E26827D"><enum>(i)</enum><text>Narcan;</text></clause><clause id="H8F461AEF56564DCFADCFB1614E880709"><enum>(ii)</enum><text>naloxone; or</text></clause><clause id="H6AF11BCD933B41A7B0386E9886E64D5C"><enum>(iii)</enum><text>another medication approved by the Food and Drug Administration that, when administered, negates or neutralizes, in whole or in part, the pharmacological effects of an opioid in the human body.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
