Stafford Disaster Relief and Emergency Assistance Act in response to Hurricane Helene, and for other purposes.

1.

Short title

This Act may be cited as the Americans First Disaster Relief Act.

2.

Supplemental appropriations for disaster relief related to hurricane Helene

In addition to amounts otherwise available, there is appropriated, out of any money in the Treasury not otherwise appropriated, $10,000,000,000 to the Administrator of the Federal Emergency Management Agency to provide assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) in response to Hurricane Helene.

Rescission of certain balances made available for the internal revenue service

Of the unobligated balances of amounts appropriated or otherwise made available for activities of the Internal Revenue Service by paragraphs (1)(A)(iii), (1)(B), (2), (3), (4), and (5) of section 10301 of Public Law 117–169 (commonly known as the Inflation Reduction Act of 2022) as of the date of the enactment of this Act, $10,000,000,000 are hereby rescinded.

4.

Prohibition of funds

None of the funds made available by this Act may be used to provide any benefit (including the provision of food, shelter, healthcare services, legal services, and transportation) to any alien who is present in the United States without lawful status under the immigration laws (as such terms are defined in section 101 of the Immigration and Nationality Act).
