R. 10038</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241025">October 25, 2024</action-date><action-desc><sponsor name-id="D000632">Mr. D'Esposito</sponsor> (for himself, <cosponsor name-id="T000483">Mr. Trone</cosponsor>, <cosponsor name-id="L000598">Mr. LaLota</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, and <cosponsor name-id="L000600">Mr. Langworthy</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to conduct a pilot program on the provision of naloxone to veterans and their caregivers, and for other purposes.</official-title></form><legis-body id="HF35E94EC470742499C67D84E115BC79B" style="OLC"><section id="HA4C6028BC5C849F980BF99437815C1E3" section-type="section-one"><enum>1.</enum><header>Department of Veterans Affairs pilot program on provision of naloxone to veterans and their caregivers</header><subsection id="HC883D46561F64E5DB19B043E80D2A177"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall carry out a two-year pilot program under which the Secretary shall make naloxone available at pharmacies and medical facilities of the Department to any veteran or registered caregiver of a veteran at no charge and without a prescription.</text></subsection><subsection id="H260BF72731D24AAFA9DFA6812A509004"><enum>(b)</enum><header>Provision of information</header><text display-inline="yes-display-inline">The Secretary shall ensure that any veteran or registered caregiver who receives naloxone under the pilot program also receives—</text><paragraph id="H04CEC627A9834B0FA4EBF30C02A8BB63"><enum>(1)</enum><text>information about addiction services, suicide prevention services, mental health services, and other related services provided by the Department of Veterans Affairs; and</text></paragraph><paragraph id="H6FE7F648EB90452FBF4B72203AC18900"><enum>(2)</enum><text>information about available resources for education on the use and application of naloxone.</text></paragraph></subsection><subsection id="HDECD90B87850450AA236D61860AEF906"><enum>(c)</enum><header>Report</header><text>Not later than 90 days after the completion of the pilot program under this section, the Secretary shall submit to Congress a report on the pilot program. Such report shall include each of the following:</text><paragraph id="H84F7C77EA5764EAAA94531B2131A7143"><enum>(1)</enum><text display-inline="yes-display-inline">The number of veterans and registered caregivers who received naloxone under the pilot program.</text></paragraph><paragraph id="H92D8DD0648964B77ABF6BEA90A23146E"><enum>(2)</enum><text>An assessment of the feasibility of expanding the pilot program in order to provide naloxone to immediate family members of veterans.</text></paragraph><paragraph id="H0F7C8167DD17421CB689D24624B4208B"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of the feasibility or expanding the pilot program to include non-Department medical providers through which the Secretary furnishes hospital care, medical services, and extended care services to veterans under section 1703 of title 38, United States Code.</text></paragraph><paragraph id="H8C0CA34D3D9D4ED68D50DA7CB8CFC821"><enum>(4)</enum><text>An assessment of the effect of a requirement for a consultation by an appropriate medical provider of the Department when providing naloxone to any veteran or registered caregiver for a second time, including whether such a consultation requirement would be likely to reduce the number of veterans and registered caregivers who request naloxone for a second time.</text></paragraph><paragraph id="H1D60308826BF4426862236C2DD753C2E"><enum>(5)</enum><text>Any budgetary considerations associated with continuing, expanding, or making permanent the pilot program.</text></paragraph><paragraph id="HEB6B80C74FE748EB9FB653E35045C884"><enum>(6)</enum><text>Any other recommendations of the Secretary with respect to modifying or continuing the pilot program.</text></paragraph></subsection></section></legis-body></bill>
