RES. 83</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240118">January 18, 2024</action-date><action-desc><sponsor name-id="P000605">Mr. Perry</sponsor> (for himself and <cosponsor name-id="T000468">Ms. Titus</cosponsor>) submitted the following concurrent resolution; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>CONCURRENT RESOLUTION</legis-type><official-title display="yes">Authorizing the use of the Capitol Grounds for the National Peace Officers Memorial Service and the National Honor Guard and Pipe Band Exhibition.</official-title></form><resolution-body style="OLC" id="H28984E4391144F2E8E5AEB1B66987647"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HB0E765FADA194842A6217826BA06A9AA"><text>That </text></section><section id="HFC6D58B5483A4E4093A543AE69ACD173" section-type="section-one"><enum>1.</enum><header>Use of the Capitol Grounds for National Peace Officers Memorial Service</header><subsection id="HB2A9C03CDE2A4546B37C658D4579E464"><enum>(a)</enum><header>In general</header><text>The Grand Lodge of the Fraternal Order of Police and its auxiliary shall be permitted to sponsor a public event, the 43d Annual National Peace Officers Memorial Service (in this resolution referred to as the <quote>Memorial Service</quote>), on the Capitol Grounds, in order to honor the law enforcement officers who died in the line of duty during 2023.</text></subsection><subsection id="H78F6AE01C5874A70B4AD4A87D24E48CB"><enum>(b)</enum><header>Date of Memorial Service</header><text>The Memorial Service shall be held on May 15, 2024, or on such other date as the Speaker of the House of Representatives and the Committee on Rules and Administration of the Senate jointly designate, with preparation for the event to begin on May 10, 2024, and takedown completed on May 16, 2024.</text></subsection></section><section id="H2C358B77177E49939429E8E09EC5E564"><enum>2.</enum><header>Use of the Capitol Grounds for National Honor Guard and Pipe Band Exhibition</header><subsection id="H717701F992C44226B677003C1C622542"><enum>(a)</enum><header>In general</header><text>The Grand Lodge of the Fraternal Order of Police and its auxiliary shall be permitted to sponsor a public event, the National Honor Guard and Pipe Band Exhibition (in this resolution referred to as the <quote>Exhibition</quote>), on the Capitol Grounds, in order to allow law enforcement representatives to exhibit their ability to demonstrate Honor Guard programs and provide for a bagpipe exhibition.</text></subsection><subsection id="HFB641399924A43A5BCE42B7456ECAAA1"><enum>(b)</enum><header>Date of Exhibition</header><text>The Exhibition shall be held on May 14, 2024, or on such other date as the Speaker of the House of Representatives and the Committee on Rules and Administration of the Senate jointly designate.</text></subsection></section><section id="H20D696777F674338A79BA1C2E53F5AFA"><enum>3.</enum><header>Terms and conditions</header><subsection id="HAE8E960EAF674AFF97E3B8EBF91B559A"><enum>(a)</enum><header>In general</header><text>Under conditions to be prescribed by the Architect of the Capitol and the Capitol Police Board, the event shall be—</text><paragraph id="H06714D10663045AE8973777CB0398A5E"><enum>(1)</enum><text>free of admission charge and open to the public; and</text></paragraph><paragraph id="H8B3CF94436D04A89BBFA36EB264DB059"><enum>(2)</enum><text>arranged not to interfere with the needs of Congress.</text></paragraph></subsection><subsection id="HE04D6D2F2F134A309D16CA5808F3F69C"><enum>(b)</enum><header>Expenses and liabilities</header><text>The sponsors of the Memorial Service and Exhibition shall assume full responsibility for all expenses and liabilities incident to all activities associated with the events.</text></subsection></section><section id="H790ECF1CF81E4158922A149F48B00E62"><enum>4.</enum><header>Event preparations</header><text display-inline="no-display-inline">Subject to the approval of the Architect of the Capitol, the sponsors referred to in section 3(b) are authorized to erect upon the Capitol Grounds such stage, sound amplification devices, and other related structures and equipment, as may be required for the Memorial Service and Exhibition.</text></section><section id="H48EC29C5484848828E80A1A9AECA6C42"><enum>5.</enum><header>Enforcement of restrictions</header><text display-inline="no-display-inline">The Capitol Police Board shall provide for enforcement of the restrictions contained in section 5104(c) of title 40, United States Code, concerning sales, advertisements, displays, and solicitations on the Capitol Grounds, as well as other restrictions applicable to the Capitol Grounds, in connection with the events.</text></section></resolution-body></resolution>
