which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the SUPPORT for Patients and Communities Act to authorize the use of certain grants to prevent suicide or overdose by children, adolescents, and young adults, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H278D127CE7B34C11BA4FC97795D465F9"><section section-type="section-one" id="H2C213B8B6A8A4B2F947A62436946E403"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kid Providing Resources for Optimal Outcomes against Fatalities Act of 2023</short-title></quote> or the <quote><short-title>Kid PROOF Act of 2023</short-title></quote>. </text></section><section id="H532EABA8776048E6A000375065396856"><enum>2.</enum><header>Substance abuse treatment services for children, adolescents, and young adults</header><text display-inline="no-display-inline">Section 7102(c) of the SUPPORT for Patients and Communities Act (42 U.S.C. 290bb–7a(c)) is amended—</text><paragraph id="H62B81FD0384540F98D6A4CAE27FE7025"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>and suicide</quote> before <quote>for children</quote>;</text></paragraph><paragraph id="H440C9400D3D647F0BAB37425796FF707"><enum>(2)</enum><text>in paragraph (2)(A)—</text><subparagraph id="H58F0649F93AE47A49EC8379B1651379B"><enum>(A)</enum><text>in clause (vi), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="H9B123FAA02DD45D987AF7EE71DCA9434"><enum>(B)</enum><text>in clause (vii), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="HF0EB082FC0454636A5BD0489EAC9A5E4"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HA6F37EA8C5BF4789B32C979F0718B446"><clause id="H2AE9469A9C824DE2801B8FB0461FEACF"><enum>(viii)</enum><text display-inline="yes-display-inline">a health care agency, health care site, facility, nonprofit entity, or provider treating children and adolescents (including any such agency, site, facility, or provider specializing in pediatrics and family medicine), a child and adolescent mental and behavioral health specialist, a children’s hospital, a hospital emergency department, or a health facility or program operated by or in accordance with a contract with or grant from the Indian Health Service.</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6673F445186E462BA9B9FC1108B6D4B9"><enum>(3)</enum><text>in paragraph (4)—</text><subparagraph id="H843542119B4D4216A036C6B4FCFE12B7"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="HC3D2680CA2C0479D8B5010A7C843EA57"><enum>(B)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="HCC7078F8494D4355B7F274AAB11FA6E0"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H4B9E6E2D633E428B843B16CC7C3B4357"><subparagraph id="H8C5BADCDC97C44DBA0D820B68E91E6AE"><enum>(D)</enum><text display-inline="yes-display-inline">in the case of an eligible entity described in paragraph (2)(A)(viii), or in the case of an eligible entity that is an Indian tribe or a tribal organization, interventions, with the consent of parents or legal guardians of minors, to support the prevention of, treatment of, and recovery from suicide or overdose by children, adolescents, and young adults, by—</text><clause id="HA8850AD65FEF4A2990D856B186ECDB9E"><enum>(i)</enum><text>providing counseling to parents or legal guardians on best practices to prevent overdose and suicide; and</text></clause><clause id="H21DE00885A6D4063857422BDB53A60E9"><enum>(ii)</enum><text>furnishing supplies to parents or legal guardians to prevent the misuse of lethal means commonly used in overdose or suicide.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H3C4F1FC2485A41758B1B853784E778AF"><enum>(4)</enum><text>in paragraph (9)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8f2e9f72684045828054c8b1c2135eb6"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>2019 through 2023</quote> and inserting <quote>2024 through 2028</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc0906d0f3dc44493ab97a08544e1e9c9"><enum>(B)</enum><text>by striking <quote>There is authorized</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE0293294860E4EAD8C74BBEFBB5B9C27"><subparagraph id="id27264e8b1c9548cf9cc2588ec3137f34"><enum>(A)</enum><header>In general</header><text>There is authorized</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id59aedb4fc115454b96fc52593be311c3"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD8F4A55DE32546719D14097F967C3ED2"><subparagraph id="id404bf86956d24b97afdadb0992cff3f3"><enum>(B)</enum><header>Allocation of amounts</header><text>Of the amount appropriated under subparagraph (A) for a fiscal year, not less than $2,000,000 shall be allocated to awarding grants pursuant to subparagraphs (A), (B), and (C) of paragraph (4).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
