<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 3060</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20231017">October 17, 2023</action-date><action-desc><sponsor name-id="S311">Ms. Klobuchar</sponsor> (for herself and <cosponsor name-id="S416">Mrs. Britt</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a Youth Mental Health Research Initiative in the National Institutes of Health for purposes of encouraging collaborative research to improve youth mental health.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Mental Health Research Act</short-title></quote>.</text></section><section id="id7F4DF2A134B943009CEFC3D4F2DAE6DB"><enum>2.</enum><header>Collaborative research on youth mental health</header><text display-inline="no-display-inline">Part B of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284">42 U.S.C. 284 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id36D5FFC11C3A48B5AC7ED0A59F3B34AC"><section id="idD82CA1635F544A74910DD4D9A4EACBBE"><enum>409K.</enum><header>Collaborative research on youth mental health</header><subsection id="id51A68CF88F84455F816CE111A6C13ABB"><enum>(a)</enum><header>In general</header><text>The Director of NIH shall establish a Youth Mental Health Research Initiative, to be led by the Director of the National Institute of Mental Health, in collaboration with the Director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development and the Director of the National Institute on Minority Health and Health Disparities, to coordinate and encourage collaboration among the national research institutes and national centers with respect to fundamental and applied research on youth mental health, including—</text><paragraph id="id86140266297E4FA6959A1852B13DF78F"><enum>(1)</enum><text>social, behavioral, cognitive, and developmental research, to build resilience, increase the capacity of communities to identify and care for youth at risk or in crisis; and </text></paragraph><paragraph id="idD37A9FAF9ABB49F1A41A77DEB516CC19"><enum>(2)</enum><text>research to improve the targeting and delivery of mental health interventions in clinical and community settings where youth live, play, work, and learn.</text></paragraph></subsection><subsection id="id32B9A49569C740FDA8C2799BC73BF74A"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2024 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
