<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2966</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230928" legis-day="20230922">September 28 (legislative day, September 22), 2023</action-date><action-desc><sponsor name-id="S343">Mr. Boozman</sponsor> (for himself, <cosponsor name-id="S370">Mr. Booker</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>, and <cosponsor name-id="S318">Mr. Wicker</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to encourage programs to address college athlete mental health. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Targeting Emotional and Mental Stability Act of 2023</short-title></quote>. </text></section><section id="ideaa59d392e7c4933bd3bc55d3af1e6a7"><enum>2.</enum><header>College athlete mental health</header><text display-inline="no-display-inline">Section 520E–2 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36b">42 U.S.C. 290bb–36b</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idcac67a18264d4f2abada4ce4df78ae36"><enum>(1)</enum><text>in subsection (b), by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="idE67F11A2A9DD462DB8996CE904F5B13C"><paragraph id="id0783308442ee4027b060d707f99a682b"><enum>(13)</enum><text>Carrying out one or more school-based programs to address mental health disorders among the college athlete population, including providing access to— </text><subparagraph commented="no" display-inline="no-display-inline" id="id1bc5ac96ca3a4431b35436a0f85476f6"><enum>(A)</enum><text display-inline="yes-display-inline">mental health care services for college athletes, including real-time counseling and telehealth services; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id131ea0ddb756430ca4546e279b61e10e"><enum>(B)</enum><text display-inline="yes-display-inline">peer-to-peer counseling; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id643bfde527bb4f4fa03bfee3009a4eba"><enum>(C)</enum><text display-inline="yes-display-inline">existing crisis lifeline services, including the 988 Suicide and Crisis Lifeline; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb80aee9b23ff4182939aeeb6d68c5055"><enum>(D)</enum><text display-inline="yes-display-inline">training for students, faculty, athletic coaches, and staff to respond effectively to students exhibiting signs of mental distress or substance use disorder; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa67d71486ae42b1863cecc023aaccb8"><enum>(E)</enum><text display-inline="yes-display-inline">campus-wide education initiatives to address the stigma associated with mental health issues among college athletes.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph><paragraph id="id1c79070c1e7b4e68baad18b62327f87b"><enum>(2)</enum><text>in subsection (d), by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="idB0018C0209BD4F71A4F306C22F3F3248"><paragraph id="id8c5e876dca004f55bb34eb97a824c253"><enum>(9)</enum><text>For an institution of higher education proposing to use the grant for an activity described in paragraph (13) of subsection (b), a letter of support from the athletics department of the institution of higher education. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
