which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To extend the African Growth and Opportunity Act.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>AGOA Extension Act of 2023</short-title></quote>.</text></section><section id="id0854a7bb98c34b97831f2ed2c390a80a"><enum>2.</enum><header>Findings; sense of Congress</header><subsection commented="no" display-inline="no-display-inline" id="id7723e134f6d74a15b49b47ce9cfacf2b"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress makes the following findings:</text><paragraph id="iddc1563bf7123433ab2ee8e6c4d7dab5a"><enum>(1)</enum><text>Since its enactment in 2000, the African Growth and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3701">19 U.S.C. 3701 et seq.</external-xref>) has been the centerpiece of trade relations between the United States and sub-Saharan Africa and has enhanced trade, investment, job creation, and democratic institutions throughout Africa.</text></paragraph><paragraph id="id716bfecafa7945dfbc0d3368f9ebfaca"><enum>(2)</enum><text>Trade and investment, as facilitated by the African Growth and Opportunity Act, promote economic growth, development, poverty reduction, democracy, the rule of law, and stability in sub-Saharan Africa.</text></paragraph><paragraph id="id293e62063f1a44d89b7d6f26d2a05c95"><enum>(3)</enum><text>Since its initial enactment, the trade preference program under the African Growth and Opportunity Act, which has bipartisan support, has played an integral role in creating economic opportunity in sub-Saharan Africa, as well as supporting nearly 120,000 jobs in the United States.</text></paragraph></subsection><subsection id="ida635697032614fe2baa5f1f08b72b707"><enum>(b)</enum><header>Sense of Congress</header><text>It is the sense of Congress that—</text><paragraph id="id105661a63f8f45eaacef8131d9e5c1c9"><enum>(1)</enum><text>it is in the interest of the United States to engage and compete in emerging markets in sub-Saharan African countries, to boost trade and investment between the United States and sub-Saharan African countries, and to renew the African Growth and Opportunity Act;</text></paragraph><paragraph id="id0ec130a6076841afbcb99fa2242ee1f2"><enum>(2)</enum><text>the long-term economic security of the United States is enhanced by strong economic and political ties with the fastest-growing economies in the world, many of which are in sub-Saharan Africa;</text></paragraph><paragraph id="idf230b6b8905f4eca8c9f204e2fc0c4c3"><enum>(3)</enum><text>it is a goal of the United States to further integrate sub-Saharan African countries into the global economy, stimulate economic development in Africa, and diversify sources of growth in sub-Saharan Africa;</text></paragraph><paragraph id="id7cd3fcf97259477f8b44e9e51fa2a19f"><enum>(4)</enum><text>the elimination of barriers to trade and investment in sub-Saharan Africa, including high tariffs, forced localization requirements, restrictions on investment, and customs barriers, will create opportunities for workers, businesses, farmers, and ranchers in the United States and sub-Saharan African countries; and</text></paragraph><paragraph id="id8e934da4fc9b4837998cac775f062f5f"><enum>(5)</enum><text>extending the African Growth and Opportunity Act for 20 years provides stability for all parties involved and creates more time before Congress must again address its expiration. </text></paragraph></subsection></section><section id="id9d3fa42d37e646d3a48c9d14efbcfe8c"><enum>3.</enum><header>Extension of African Growth and Opportunity Act</header><subsection id="iddf0839c3d8a54550bda4cf511b3c6223"><enum>(a)</enum><header>In general</header><text>Section 506B of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2466b">19 U.S.C. 2466b</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id4fcf01bb02084a2eb7a19d2819fd01b0"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>section 506A(c)</quote> and inserting <quote>section 506A(e)</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id23748d11f6fb4871abd93a0b762acc6e"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2045</quote>.</text></paragraph></subsection><subsection id="ide0d14a43102844dab266880c9e653a56"><enum>(b)</enum><header>African Growth and Opportunity Act</header><paragraph id="idddc541dd7536477c91dfbe5022c05c2e"><enum>(1)</enum><header>In general</header><text>Section 112(g) of the African Growth and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3721">19 U.S.C. 3721(g)</external-xref>) is amended by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2045</quote>.</text></paragraph><paragraph id="idf4d136d1c2f947d89ea43dde0528269c"><enum>(2)</enum><header>Extension of regional apparel article program</header><text>Section 112(b)(3)(A) of the African Growth and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3721">19 U.S.C. 3721(b)(3)(A)</external-xref>) is amended—</text><subparagraph id="idf8562eaa820643da9cbd75a531ca3073"><enum>(A)</enum><text>in clause (i), by striking <quote>21 succeeding</quote> and inserting <quote>41 succeeding</quote>; and</text></subparagraph><subparagraph id="id94a6fb03e1044421b1ad87d13ac60b1e"><enum>(B)</enum><text>in clause (ii)(II), by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2045</quote>.</text></subparagraph></paragraph><paragraph id="id32076aabc82647779910fc754bd3e4fc"><enum>(3)</enum><header>Extension of third-country fabric program</header><text>Section 112(c)(1) of the African Growth and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3721">19 U.S.C. 3721(c)(1)</external-xref>) is amended—</text><subparagraph id="idb086b7e360b24eb6ae937ba59002aa5b"><enum>(A)</enum><text>in the paragraph heading, by striking <quote><header-in-text style="OLC" level="paragraph">September 30, 2025</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="paragraph">September 30, 2045</header-in-text></quote>;</text></subparagraph><subparagraph id="idc58ce3e7d2b6444aaa7451840812bad1"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2045</quote>; and</text></subparagraph><subparagraph id="id11a0a65330b249789c634cba48763454"><enum>(C)</enum><text>in subparagraph (B)(ii), by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2045</quote>. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
