<congress display="yes">118th CONGRESS</congress><session display="yes">1st Session</session><legis-num display="yes">S. 265</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To reauthorize the rural emergency medical service training and equipment assistance program, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section id="idc219ee40-7a5d-4471-8a47-9346da13c75c" section-type="section-one" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting and Improving Rural EMS Needs Reauthorization Act</short-title></quote> or the <quote><short-title>SIREN Reauthorization Act</short-title></quote>.</text></section><section id="id5ab7d274-1738-4e6d-a0f7-08c68e44b40c" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Rural emergency medical service training and equipment assistance program</header><text display-inline="no-display-inline">Section 330J of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-15">42 U.S.C. 254c–15</external-xref>) is amended—</text><paragraph id="ida72f1228-99e7-4b43-b98b-b2bcd875337d" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>the Administrator of the Health Resources and Services Administration (referred to in this section as the <quote>Secretary</quote>)</quote> and inserting <quote>the Assistant Secretary,</quote>;</text></paragraph><paragraph id="id49749bf0-bde3-40a4-88bd-84dc67d79609" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph id="id704534d8-152e-4b45-9d1e-6c6fec82f9fa" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text><clause id="idb2597125-b69f-479d-bdcc-03242ec7e119" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>; and</quote> and inserting a semicolon; and</text></clause><clause id="id47cc6832-c837-4de2-a940-70962f8a09d9" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4495802c-02c8-4c12-b745-ba4e03b56538" changed="not-changed"><subparagraph id="idcf61135b-d8d2-4287-a58e-719d083d2f7d" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(E)</enum><text display-inline="yes-display-inline">ensure emergency medical services personnel are trained on mental health and substance use disorders and care for individuals with such disorders in emergency situations; and</text></subparagraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idf159cd0c-6efa-49e1-9654-3577129a1859" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text><clause id="id17092e98-615b-4be0-b6de-dc343b2ec964" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>; or</quote> and inserting a semicolon;</text></clause><clause id="id6493a8fb-32cb-4182-af34-977237f0b2de" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking the period and inserting <quote>; or</quote>; and</text></clause><clause id="id2207c5be-5049-409e-bba6-0ac02e262aff" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9e2a3da5-f246-4974-b9a9-21e317b5ca66" changed="not-changed"><subparagraph id="id2c0a1d67-911e-4ad7-9805-5d65c10d4f8e" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">acquire drugs or devices approved, cleared, or otherwise legally marketed under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected overdose.</text></subparagraph><after-quoted-block display="yes">;</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="ida8604099-d979-4478-a419-21805bda9fc8" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by striking subsection (f);</text></paragraph><paragraph id="ide0305204-49be-4b38-a6aa-fc6ad8dc6d99" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">by redesignating subsection (g) as subsection (f); </text></paragraph><paragraph id="id0931d48d-bcd1-40a9-a098-e6fed0c96a35" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (f)(1), as so redesignated, by striking <quote>2019 through 2023</quote> and inserting <quote>2024 through 2028</quote>; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2d2c26c859874acb85554b6d0c6afaba" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">by redesignating such section 330J as section 553 of the Public Health Service Act; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id283401adab984eb3b16536ef6a238563" changed="not-changed"><enum>(7)</enum><text display-inline="yes-display-inline">by transferring such section 553, as so redesignated, to appear at the end of part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>).</text></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20231213" chamber="Senate">Passed the Senate December 13, 2023.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
