which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Federal Crop Insurance Act to require the Federal Crop Insurance Corporation to conduct research and development on the inclusion of certain oilseed crops in double cropping policies, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4F094AC6B0F04139B504403A5E125741"><section section-type="section-one" id="HDE662DC893C3470CA57CD7F5374F8A5B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mid-South Oilseed Double Cropping Study Act of 2023</short-title></quote>.</text></section><section id="H04E3919227DD48F6B82C4F4B91FF2D24"><enum>2.</enum><header>Study on inclusion of certain oilseed crops under double cropping policies</header><text display-inline="no-display-inline">Section 522(c) of the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1522">7 U.S.C. 1522(c)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H2730A31AD6DF4C929B18A8C3F36E52DB"><paragraph id="HA290717903D34E44AB3768428CCFD854"><enum>(20)</enum><header>Double cropping of certain oilseed crops</header><subparagraph id="HDAD4E9E8A1684CC1902AF80FB1B57A35" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Definition of covered oilseed crops</header><text>In this paragraph, the term <quote>covered oilseed crops</quote> means rapeseed and canola crops.</text></subparagraph><subparagraph id="H43E1BDFDB4EC4023B7C4269F2FED1563"><enum>(B)</enum><header>Research and development</header><text>The Corporation shall carry out research and development, or offer to enter into 1 or more contracts with 1 or more qualified persons to carry out research and development, with respect to the inclusion of covered oilseed crops under double cropping policies.</text></subparagraph><subparagraph id="H3C035FE37B084C6A8879ED86067A0F68"><enum>(C)</enum><header>Requirements</header><text>The research carried out pursuant to subparagraph (B) shall be conducted in consultation with stakeholders to evaluate—</text><clause id="H126550A3EC2A4A06AA07DDA3256F7B15"><enum>(i)</enum><text display-inline="yes-display-inline">the economic and environmental benefits of incorporating covered oilseed crops into double cropping policies; and</text></clause><clause id="HAFC4DCF763E2445C935C2A6F66F37778"><enum>(ii)</enum><text>the potential risks associated with incorporating covered oilseed crops into double cropping policies, specifically with respect to winter-planted covered oilseed crops, including risks to soil health, biodiversity, and the profitability of farming operations.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5a945d9b3dc34145b618dff56149897b"><enum>(D)</enum><header>Emphasis</header><text>In awarding contracts under subparagraph (B), the Corporation may place emphasis on persons and institutions that—</text><clause commented="no" display-inline="no-display-inline" id="id8a917acc46bc4923921ccd84999156b4"><enum>(i)</enum><text display-inline="yes-display-inline">have previous research experience with covered oilseed crops; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ide4f968f3d78e4b79b4790b6e56a2817d"><enum>(ii)</enum><text>have access to a facility with the capacity to do the applicable research.</text></clause></subparagraph><subparagraph id="H91750D576B604D20944B9974AF35FC3E"><enum>(E)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 13 months after the date of enactment of this paragraph, the Corporation shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that describes—</text><clause id="H16E1A115C0BF4D019E9D5B31DE545899"><enum>(i)</enum><text>the results of the research and development carried out under subparagraph (B); and </text></clause><clause id="HC05F6181A84B4E3C9CC909CFC1BDB610"><enum>(ii)</enum><text>any recommendations with respect to those results.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
