<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>1st Session</session><legis-num>S. 2359</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20230718">July 18, 2023</action-date><action-desc><sponsor name-id="S414">Mr. Ossoff</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a report on military health care referral policies.</official-title></form><legis-body><section id="ida6955ad570b5484c8ce9ee5fd7008121" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Servicemember Mental Health Support Act of 2023</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idf3e418704c88427eaaee5d2426355c7e"><enum>2.</enum><header display-inline="yes-display-inline">Report on military mental health care referral policies</header><subsection id="idab24b88b78be4de197c9ceb7ee330767"><enum>(a)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report—</text><paragraph commented="no" display-inline="no-display-inline" id="idc4e45881554e4209accd8b4db1eb6333"><enum>(1)</enum><text display-inline="yes-display-inline">detailing the mental health care referral policies of the Armed Forces; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7c1b7fd02596486faa1c0a4049db57b1"><enum>(2)</enum><text display-inline="yes-display-inline">the impact of removing primary care referral requirements for outpatient mental health care on—</text><subparagraph id="id535316862a01419eb9fa8fb0f728536b"><enum>(A)</enum><text>military readiness;</text></subparagraph><subparagraph id="id65d3f2cf804f40648384b6e58feb101c"><enum>(B)</enum><text>the uptake of outpatient mental health care services by members of the Armed Forces; and</text></subparagraph><subparagraph id="id33f66a73af694747ac7713764420b84a"><enum>(C)</enum><text>suicide prevention.</text></subparagraph></paragraph></subsection><subsection id="idb72e782e25a940668841b7c280e4901c"><enum>(b)</enum><header>Recommendations</header><text>The report required by subsection (a) shall include recommendations and legislative proposals—</text><paragraph commented="no" display-inline="no-display-inline" id="id64154c83463c467a8ed55e53b977865c"><enum>(1)</enum><text display-inline="yes-display-inline">to improve resources and access for outpatient mental health care services by members of the Armed Forces; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id78fdae50ca8945bdb60fb899702f64b7"><enum>(2)</enum><text display-inline="yes-display-inline">to encourage the uptake of such services by such members; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id38053a97c0d3487fb5e5a39d8051ad64"><enum>(3)</enum><text display-inline="yes-display-inline">to maintain military readiness.</text></paragraph></subsection></section></legis-body></bill>
