which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to establish a military training program with the Government of Mexico in the United States, and for other purposes.</official-title></form><legis-body><section id="idc66bd8c61d974623bc180400f41b556c" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Partnership for Advancing Regional Training and Narcotics Enforcement Response Strategies Act</short-title></quote> or the <quote><short-title>PARTNERS Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idb900b29f85bd4921a737c53a49ec6b45"><enum>2.</enum><header>Statement of policy on military capacity building and security cooperation with the Government of Mexico</header><text display-inline="no-display-inline">It is the policy of the United States Government to counter the threat posed by transnational criminal organizations, including through military capacity building and security cooperation with the Government of Mexico.</text></section><section commented="no" display-inline="no-display-inline" id="id736f58f077db438e8b5a88c5ca915cb8"><enum>3.</enum><header>Building the capacity of armed forces of Mexico to counter threat posed by transnational criminal organizations</header><subsection commented="no" display-inline="no-display-inline" id="id4bb7f80f089f4ab2bfd62cc293e79cc3"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of State, shall establish a pilot program to assess the feasibility and advisability of building the capacity of armed forces of Mexico in the United States on goals, jointly agreed to by the Governments of the United States and Mexico, to counter the threat posed by transnational criminal organizations, including through— </text><paragraph id="id6be56cf40dc243e798b548c1f2638b1d"><enum>(1)</enum><text>operations designed, at least in part, by the United States, to counter that threat; and</text></paragraph><paragraph id="id1cc40f0bdd8843dfa9d7fcae8e35f47d"><enum>(2)</enum><text>in consultation with the appropriate civilian government agencies specializing in countering transnational criminal organizations—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5f6d0082d58241158561fb3bf2506fcb"><enum>(A)</enum><text display-inline="yes-display-inline">joint network analysis; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id53a65c59ff514903aaf6a67f0b9bfefd"><enum>(B)</enum><text display-inline="yes-display-inline">counter threat financing; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idab4a219ec9e44baa96256f6e811c11cf"><enum>(C)</enum><text display-inline="yes-display-inline">counter illicit trafficking (including narcotics, weapons, and human trafficking, and illicit trafficking in natural resources); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbb2e98b8167844918e689abdfae68933"><enum>(D)</enum><text display-inline="yes-display-inline">assessments of key nodes of activity of transnational criminal organizations. </text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id24ebc0ef515f4d17b02ebfe93433d077"><enum>(b)</enum><header>Plan</header><paragraph commented="no" display-inline="no-display-inline" id="idfc87dace34b749cd91a5465ba0844a1b"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate congressional committees a plan for implementing the pilot program required by subsection (a) over a period of five years, including the costs of administering the program during such period. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcc1820f90e574881923388619b122653"><enum>(2)</enum><header>Definition of appropriate congressional committees</header><text display-inline="yes-display-inline">In this subsection, the term <term>appropriate congressional committees</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id4d404929a5334cf287e20ec2d56cd69c"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate; and </text></subparagraph><subparagraph id="id5b9afcea7ede422fa1897ca7416d4f54" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the House of Representatives. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
