which was read twice and referred to the <committee-name committee-id="SSEG00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Energy and Natural Resources</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20231220">December 20, 2023</action-date><action-desc>Reported by <sponsor name-id="S338">Mr. Manchin</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Oregon Resource Conservation Act of 1996 to reauthorize the Deschutes River Conservancy Working Group, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Deschutes River Conservancy Reauthorization Act of 2023</short-title></quote>.</text></section><section id="idCDEFB2BCF0AD4735BE6D9D641C8DA59D"><enum>2.</enum><header>Reauthorization of Deschutes River Conservancy Working Group</header><subsection id="id2EDAC08B3B7148F7894D99A3EDBC4081"><enum>(a)</enum><header>Definition of working group</header><text display-inline="yes-display-inline">Section 301(a) of the Oregon Resource Conservation Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/208">Public Law 104–208</external-xref>; 110 Stat. 3009–534; 122 Stat. 836) is amended by striking paragraph (1) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC5EE6106B96D4FC793ED1082C5889FEC"><paragraph id="idCBB441B525174B2DB9A6EF2C36348FBA"><enum>(1)</enum><header>Working Group</header><text>The term <quote>Working Group</quote> means the Deschutes River Conservancy Working Group composed of a board of directors of not fewer than 10, but not more than 15, members nominated by the group represented by the member, of whom—</text><subparagraph id="idA34F9536BA5348BD81D865A229FFD98D"><enum>(A)</enum><text>2 members shall be representatives of the environmental community in the Deschutes River Basin;</text></subparagraph><subparagraph id="id24F9C37DFDC340E7AEBAC3D75B49A234"><enum>(B)</enum><text>2 members shall be representatives of the irrigated agriculture community in the Deschutes River Basin;</text></subparagraph><subparagraph id="id2F809B8FAD0E4BDEB207C26B9CB7243B"><enum>(C)</enum><text>2 members shall be representatives of the Confederated Tribes of the Warm Springs Reservation of Oregon;</text></subparagraph><subparagraph id="id833027834EFC44E6B7BD1CEF509DB5B8"><enum>(D)</enum><text>1 member shall be a representative of the hydroelectric production community in the Deschutes River Basin;</text></subparagraph><subparagraph id="idBC7005527FD241F0945DE2FC2660FCCD"><enum>(E)</enum><text>1 member shall be a representative of 1 of the Federal agencies with authority and responsibility in the Deschutes River Basin;</text></subparagraph><subparagraph id="id2F62625D89AF4BB884399F0B8D93D623"><enum>(F)</enum><text>1 member shall be a representative of an agency of the State of Oregon with authority and responsibility in the Deschutes River Basin, such as—</text><clause id="id2B4C726A475549168588D5CAF0A8F859"><enum>(i)</enum><text>the Oregon Department of Fish and Wildlife; or</text></clause><clause id="id38DD279DE0FC4255833EAC8C4E0870C4"><enum>(ii)</enum><text>the Oregon Water Resources Department; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id514F4192D9DB4A609B3C604432B29817"><enum>(G)</enum><text>1 member shall be a representative of a unit of local government in the Deschutes River Basin.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idD6041A2A7A1847B2BB467B0446C2D9B8"><enum>(b)</enum><header>Reauthorization; administrative costs</header><text>Section 301 of the Oregon Resource Conservation Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/208">Public Law 104–208</external-xref>; 110 Stat. 3009–534; 122 Stat. 836) is amended—</text><paragraph id="idcbc2b1af50af4231a17d7960adb5129c"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id771CD7F83C64487F83181555CC9447CA"><enum>(A)</enum><text>in paragraph (3), by striking <quote>2016</quote> and inserting <quote>2032</quote>; and</text></subparagraph><subparagraph id="id6CD57C32B6704E05BB0363FD1AF4F2AC"><enum>(B)</enum><text>in paragraph (6), by striking <quote>5 percent</quote> and inserting <quote>10 percent</quote>; and</text></subparagraph></paragraph><paragraph id="ide064d6ccc2a349d8a09d4c404e1bfb05"><enum>(2)</enum><text>in subsection (h), by striking <quote>2016</quote> and inserting <quote>2032</quote>. </text></paragraph></subsection></section></legis-body><endorsement><action-date date="20231220">December 20, 2023</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
