RES. 912</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231205">December 5, 2023</action-date><action-desc><sponsor name-id="M001136">Mrs. McClain</sponsor> (for herself, <cosponsor name-id="G000593">Mr. Gimenez</cosponsor>, <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>, <cosponsor name-id="F000475">Mr. Finstad</cosponsor>, <cosponsor name-id="G000596">Ms. Greene of Georgia</cosponsor>, <cosponsor name-id="W000798">Mr. Walberg</cosponsor>, <cosponsor name-id="M000317">Ms. Malliotakis</cosponsor>, <cosponsor name-id="M001194">Mr. Moolenaar</cosponsor>, <cosponsor name-id="B001301">Mr. Bergman</cosponsor>, <cosponsor name-id="H001077">Mr. Higgins of Louisiana</cosponsor>, and <cosponsor name-id="C001129">Mr. Collins</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HSO00">Committee on Ethics</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Censuring Representative Jamaal Bowman.</official-title></form><preamble><whereas><text>Whereas, on September 30, 2023, as the House of Representatives was considering legislation to avoid a lapse of appropriations for Federal agencies and departments which would result in a shutdown of those agencies and departments, Jamaal Bowman, the Representative from the 16th Congressional District of New York, pulled a fire alarm;</text></whereas><whereas><text>Whereas section 22–1319 of the District of Columbia Criminal Code makes knowingly causing a false alarm of fire a misdemeanor punishable by fine or imprisonment up to six months, or both;</text></whereas><whereas><text>Whereas section 22–1319 of the District of Columbia Criminal Code states <quote>It shall be unlawful for any person or persons to willfully or knowingly give a false alarm of fire within the District of Columbia, and any person or persons violating the provisions of this subsection shall, upon conviction, be deemed guilty of a misdemeanor and be punished by a fine not more than the amount set forth in section 22–3571.01 [of this Code] or by imprisonment for not more than 6 months, or by both such fine and imprisonment</quote>;</text></whereas><whereas><text>Whereas, on October 26, 2023, Representative Bowman pled guilty to violating section 22–1319 of the District of Columbia Criminal Code and was required to pay a $1,000 fine and write an apology letter to the United States Capitol Police and was placed on probation; and</text></whereas><whereas><text>Whereas the actions of Representative Bowman forced the evacuation of the Cannon House Office Building and disrupted the work of the Congress as a vote was underway on the floor of the House: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H10191B1209FC4C85969302E35979809B"><section display-inline="yes-display-inline" section-type="undesignated-section" id="H24A08A3DF05C4669B9096988CB352E34"><enum/><text>That—</text><paragraph id="H18FF786136C8418FAB2613B74D45E226"><enum>(1)</enum><text display-inline="yes-display-inline">the House of Representatives censures Jamaal Bowman, Representative from the 16th Congressional District of New York; </text></paragraph><paragraph id="H1A7F26A5F45049B08466411E89B45752"><enum>(2)</enum><text>Representative Jamaal Bowman will forthwith present himself in the well of the House of Representatives for the pronouncement of censure; and</text></paragraph><paragraph id="H2110D6B40E1A4C2E9E6DACF4FEE6BC7E"><enum>(3)</enum><text>Representative Jamaal Bowman will be censured with the public reading of this resolution by the Speaker.</text></paragraph></section></resolution-body></resolution>
