which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Housing and Urban Development to establish a program to require the National Institute of Standards and Technology to inspect buildings containing covered Federally assisted rental housing, and for other purposes.</official-title></form><legis-body id="H673CBE959A9F4E169A6F8F43065FAF48" style="OLC"><section id="HB19078ECE6004BE99DBEF34099E98AB9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building Collapse Prevention Act</short-title></quote>. </text></section><section id="H6E8116CFAA4F4216AA4CA7A19D3FDE15"><enum>2.</enum><header>Inspection of covered Federally assisted rental housing</header><subsection id="HA879F7283EAF4BCE8B040C16D6C1698C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Housing and Urban Development shall, not later than 1 year after the date of the enactment of this section, establish a program under which the National Institute of Standards and Technology shall—</text><paragraph id="H97BEEE05E6F94BC49B2EE519D827465B"><enum>(1)</enum><text display-inline="yes-display-inline">if requested by the Secretary of Housing and Urban Development after a qualifying event or a Member of the United States House of Representatives or the United States Senate who’s district contains such building after a qualifying event, inspect any building containing covered Federally assisted rental housing and identify any structural issues that could lead such building to collapse; or</text></paragraph><paragraph id="H3849911B98F844A798E0B64E218316E0"><enum>(2)</enum><text display-inline="yes-display-inline">if a building containing covered Federally assisted rental housing collapses, inspect the remains of such building.</text></paragraph></subsection><subsection id="HBE7AF1D29F104B7385FB87008E7A0DB2"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE05AD47B16C4455785CFA3A7B5938A56"><enum>(1)</enum><header>Covered Federally assisted rental housing</header><text display-inline="yes-display-inline">The term <term>covered Federally assisted rental housing</term> means a residential dwelling unit that is made available for rental and for which assistance is provided, or that is part of a housing project for which assistance is provided, under any program administered by the Secretary of Housing and Urban Development or the Secretary of Agriculture including—</text><subparagraph id="H738BE617C11B4CCA836613F9E764FA23"><enum>(A)</enum><text>the public housing program under the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437">42 U.S.C. 1437 et seq.</external-xref>); </text></subparagraph><subparagraph id="H6C92DE0E38A248B59F85D46B732CBAC1"><enum>(B)</enum><text>the program for rental assistance under section 8 of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>); </text></subparagraph><subparagraph id="H136365DB16494B7590075029BE8B3B4F"><enum>(C)</enum><text>the HOME Investment Partnerships program under title II of the Cranton-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12721">42 U.S.C. 12721 et seq.</external-xref>); </text></subparagraph><subparagraph id="HD733296E3DE94D94A58CBA9DBEBDE2EC"><enum>(D)</enum><text>title IV of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360 et seq.</external-xref>); </text></subparagraph><subparagraph id="H80FDCC8DEF174CFE9D2EF48CBFE57089"><enum>(E)</enum><text>the Housing Trust Fund program under section 1338 of the Housing and Community Development Act of 1992 (12 U.S.C 4568); </text></subparagraph><subparagraph id="H6EB2B27EA11E482192D50261221735F5"><enum>(F)</enum><text>the program for supportive housing for the elderly under section 202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>); </text></subparagraph><subparagraph id="HBC81152B6B7843A987A97EDAAEC6FEEC"><enum>(G)</enum><text>the program for supportive housing for persons with disabilities under section 811 of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8013">42 U.S.C. 8013</external-xref>); </text></subparagraph><subparagraph id="H245355FF7DB54DB0A6EDB51388C23317"><enum>(H)</enum><text>the AIDS Housing Opportunities program under subtitle D of title VIII of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/12901">42 U.S.C. 12901 et seq.</external-xref>); </text></subparagraph><subparagraph id="HB49BCC6FD54E4619AACCFF459641047F"><enum>(I)</enum><text>the program for Native American housing under the Native American Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4101">25 U.S.C. 4101 et seq.</external-xref>); </text></subparagraph><subparagraph id="H5D8DB3F391EA468BB8CF556AD8773088"><enum>(J)</enum><text>the program for housing assistance for Native Hawaiians under title VIII of the Native American Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4221">25 U.S.C. 4221 et seq.</external-xref>); and </text></subparagraph><subparagraph id="H5FFAFC327F474A29BE66C477BBF5EECC"><enum>(K)</enum><text>the programs for assistance for rural rental housing under title V of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1471">42 U.S.C. 1471 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H48E3182F784347088FC9329C7717BBA9"><enum>(2)</enum><header>Qualifying event</header><text>The term <term>qualifying event</term> means—</text><subparagraph id="H45650583F3F244A0A910436E33F5A314"><enum>(A)</enum><text display-inline="yes-display-inline">a finding by a local building safety regulator of a violation of a local construction or building safety codes that could cause a building to collapse, or</text></subparagraph><subparagraph id="H18A6FD4CB60348A0AAD6F69D6A242721"><enum>(B)</enum><text display-inline="yes-display-inline">an issuance of an inspection report by a licensed building inspector that finds structural issues with a building.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
