R. 6796</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231214">December 14, 2023</action-date><action-desc><sponsor name-id="C001091">Mr. Castro of Texas</sponsor> (for himself and <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To extend the provisions of the Foreign Service Families Act to the intelligence community, and for other purposes.</official-title></form><legis-body id="HDD46E5341AF343DBAB7C8AF77419C9E4" style="OLC"><section id="HA9268B50E34A4F15B4CAB19D31F2CCB5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Intelligence Community Families Act</short-title></quote>.</text></section><section id="HD7104CD8BBB54DAD97A5DF6B555695E6" section-type="subsequent-section" display-inline="no-display-inline"><enum>2.</enum><header>In-state tuition rates for certain members of intelligence community</header><subsection id="H4D468501E741469881F700D9EF2E2D2D"><enum>(a)</enum><header>In general</header><text>Section 135(d) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015d">20 U.S.C. 1015d(d)</external-xref>), as amended by section 6206(a)(4) of the Foreign Service Families Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/81">Public Law 117–81</external-xref>), is further amended—</text><paragraph id="H1822B5B6C4F240CFA4D66599959A792E"><enum>(1)</enum><text>in paragraph (1), by striking <quote>or</quote> after the semicolon;</text></paragraph><paragraph id="H30ED657CE0484F2D80807EBF467666B5"><enum>(2)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="HF2B775438E8244C5B6D20C8138093B42"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block id="H2959F32F12CD4CEF8891B14DACE64BAA" style="OLC"><paragraph id="H853D41A87408443CAF5EB4C6AD10038E" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">an officer or employee of an element of the intelligence community (as such term is defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) who serves in a position of employment in such element for a period of more than 30 days.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HC2DD3D34304D450594D2849C33191B2F"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall take effect at each public institution of higher education in a State that receives assistance under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>) for the first period of enrollment at such institution that begins after July 1, 2024.</text></subsection></section></legis-body></bill>
