which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Attorney General to carry out a pilot program to make grants to entities to develop gun safety technology, and for other purposes.</official-title></form><legis-body id="H605CB15AC35547A28DFD40E4114CAD86" style="OLC"><section id="HA3071FF8D8EC4B628A92A84BBF7B7B57" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Gun Safety Technology Act</short-title></quote>.</text></section><section id="HA06ADAE7A4434AF2A46021A1492D18F0"><enum>2.</enum><header>Gun safety technology pilot program</header><subsection id="H30E9517B94D24D47AF736DBE011A980C"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Attorney General, acting through the Director of the National Institute of Justice, is authorized to carry out a pilot program to make grants to eligible entities to develop gun safety technology.</text></subsection><subsection id="HB47DBA8106734379BFEFDCFDF94A874A"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of the grant program under this section is to support the commercialization of technology that decreases the likelihood that a gun can be used accidentally or by unauthorized users.</text></subsection><subsection id="H9F1D201E113B4B9C95AEBD936856AEF9"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">An eligible entity seeking a grant under this section shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may reasonably require, which information shall include a description of the entity's commitment and plans to develop gun safety technology and an initial gun safety product design.</text></subsection><subsection id="H323244CEDD8841A0B5A0BC25E208C60E"><enum>(d)</enum><header>Number of grants</header><text>The Attorney General shall make not less than 3 grants and not more than 5 grants under the pilot program under this section.</text></subsection><subsection id="HA803FDD9037B4E70B0DC2B3560A449CE"><enum>(e)</enum><header>Report</header><text>An eligible entity receiving a grant under this section shall report to the Attorney General, at such times and including such information as the Attorney General may reasonably require, related milestones for the gun safety technology funded under this section, including the following:</text><paragraph id="HA0B76469DA72441CA9A9FF96162655D7"><enum>(1)</enum><text display-inline="yes-display-inline">Building a prototype.</text></paragraph><paragraph id="HF05AB18A39404880A82321716487C8C2"><enum>(2)</enum><text>Conducting reliability testing.</text></paragraph><paragraph id="H3A35A98A3AF64AEF9C4F284BA04CDAC0"><enum>(3)</enum><text>Planning for trial production.</text></paragraph><paragraph id="HF52E71B9C295468B9871644E74255B27"><enum>(4)</enum><text>Preparing to commercialize.</text></paragraph></subsection><subsection id="H11217F65BECE4631B9BC8E10EE0500F9"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $10,000,000 for fiscal year 2024.</text></subsection><subsection id="H8FE726101C5E4E16ABC1992B4726087A"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" id="H121A251557A546B498682CD68FECDAF4"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>eligible entity</term> means a small business concern (as defined under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)) that has less than 500 employees.</text></paragraph><paragraph id="HA74199E5393C4979A5ED625003FDD7C7"><enum>(2)</enum><text>The term <term>gun</term> has the meaning given the term <term>firearm</term> in section 921 of title 18, United States Code.</text></paragraph><paragraph id="H0A019757B70144FFBCB4322195A09A97"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>gun safety technology</term> means technology that is designed to reduce the likelihood of an accidental or unauthorized use of a gun, including smart guns, user-authorized handguns, childproof guns, personalized guns, and safes and locking devices that include personalized technology.</text></paragraph></subsection></section></legis-body></bill>
