R. 6558</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231201">December 1, 2023</action-date><action-desc><sponsor name-id="O000175">Mr. Ogles</sponsor> (for himself, <cosponsor name-id="J000304">Mr. Jackson of Texas</cosponsor>, <cosponsor name-id="C001115">Mr. Cloud</cosponsor>, <cosponsor name-id="B001317">Mr. Brecheen</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, <cosponsor name-id="B001316">Mr. Burlison</cosponsor>, <cosponsor name-id="A000379">Mr. Alford</cosponsor>, <cosponsor name-id="C001116">Mr. Clyde</cosponsor>, <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>, <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>, <cosponsor name-id="B000825">Ms. Boebert</cosponsor>, and <cosponsor name-id="P000605">Mr. Perry</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the issuance of the rule entitled <quote>Upholding Civil Service Protections and Merit System Principles</quote> or any successor rule.</official-title></form><legis-body id="HA3A80B8521C64FA5A6D2EF23435E33B7" style="OLC"><section id="H3A0250853A6447C19E4F285D2B9DD58E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enabling Necessary Discipline with the Defense of Executives’ Endeavors to Properly Staff Their Agencies with Trustworthy Employees Act</short-title></quote> or the <quote><short-title>END the DEEP STATE Act</short-title></quote>.</text></section><section id="HD14E3315A8034CE3BC4712D456FCC76B"><enum>2.</enum><header>Withdrawal of proposed rule</header><text display-inline="no-display-inline">The Director of the Office of Personnel Management—</text><paragraph id="H5D0B5CEBFE5741898C1F1B561E22CF3F"><enum>(1)</enum><text>shall withdraw the proposed rule titled <quote>Upholding Civil Service Protections and Merit System Principles</quote> (88 Federal Register 63862 (September 18, 2023)); and</text></paragraph><paragraph id="H2F721F1CB4C646A4A53E8E0B3F4F71F2"><enum>(2)</enum><text>may not take any action to finalize, implement, or enforce the proposed rule described in paragraph (1) or any substantially similar rule.</text></paragraph></section></legis-body></bill>
